Minutes 06-15-11 MINUTES OF CONTRACT NEGOTIATION SESSION BETWEEN IAFF LOCAL 1891 AND THE CITY OF BOYNTON BEACH, HELD ON TUESDAY, JUNE 15, 2011 AT 9:00 A.M. IN CITY HALL, CONFERENCE ROOM B, BOYNTON BEACH, FLORIDA For the City: For the Union: Mr. Kurt Bressner, City Manager Dean Kinser, President Lori LaVerriere, Interim City ManagerRobert Kruse, Vice President Sharyn Goebelt, Director, HR Also present: Ray Carter, Interim Fire Chief The meeting was opened at 9:02 a.m. Self introductions were made. Mr. Bressner advised this was a continuation of discussions held between the City and the IAFF Local 1891 concerning a proposed Memorandum of Understanding. Mr. Bressner advised the City Commission met in closed session on June 7, 2011 and while he could not attribute comments to specific individuals, he could convey the group direction to him concerning the proposed MOU. The City Commission received a copy of the MOU, discussed it and their concerns were two-fold. First, they did not agree with the administration’s proposal, coming from management side, to tie the 2012 reopener to the property tax. Second, their preference would be to have a complete reopener in 2012 for both elements of the pay; the market adjustment and the pay plan. If the City’s economic conditions warrant, it would go forward with the request using the exact same language of the current labor contract which would be for the 2012/2013 fiscal year. In light of that, Mr. Bressner advised he took the Union’s MOU and modified that by adding language to Paragraph 2, which he believed reflected what the City’s objective was. Mr. Kinser inquired if this was the City’s final position on the matter and Mr. Bressner advised it was his understanding that it was their final position. Mr. Kinser stated that he would review it with other members of the Union, but did not feel the two sides would come to an agreement. He felt the Commission could not properly project out two years. He felt they had come to the table and had given up this year in freezes and were willing to give up the 2011/2012 contract year and put an opener in for the first portion of the 2012/2013 contract year. He felt the Union showed their commitment to the City in getting through the budget issues. He asked that the Union keep Interim Fire Chief Carter and Interim City Manager Ms. LaVerriere informed so she could pass any information on to the City Commission. Mr. Kinser advised he would discuss the position with other members of the Executive Board and some Union members and come back with an answer within the next fourteen days. Interim Chief Carter inquired of Mr. Kinser if what was proposed was not acceptable, would this be the final MOU and Mr. Kinser advised that was correct.
