Minutes 06-14-11 MINUTES OF THE SAFETY COMMITTEE MEETING HELD TUESDAY, JUNE 14, 2011 AT 9:00 A.M. IN CONFERENCE ROOM “B”, CITY HALL, 100 E. Call to Order Chair Bobich called the meeting to order at 9:01 a.m. II. Roll Call Roll call was taken. A quorum was present. III. Acceptance of Minutes of 05/10/2011 regular meeting There were two changes made. Judy Pyle was present representing the City Clerk’s Office. Ray Altman should be listed as absent from the meeting, not Mike Landress. There was a question raised regarding who was responsible for checking the fire extinguishers. Chair Bobich explained departments should check fire extinguishers when they conduct their monthly inspections and Fire Inspectors check them once per year. Chair Bobich would develop a form and work with departments to ensure they are checked. Vice Chair Altman also agreed to bring a fire extinguisher to the next meeting. 1 Meeting Minutes Safety Committee Boynton Beach, FL June 14, 2011 Motion Mr. Magazine moved to approve the minutes as amended. Mr. Balfe seconded the motion that unanimously passed. IV. Safety Committee Education & Training – tbd A short video entitled Dress Safe was planned; however, there was a machine malfunction. The video cautioned against wearing loose clothing and jewelry that can catch on machinery. Another video entitled The Real Face of Skin Cancer was also planned and a brief discussion about skin cancer ensued. It was recognized many individuals do not like wearing greasy lotions on their body or under their clothes. If workers cannot work in shade, sunscreen should be used. Chair Bobich explained even when taking precautions, it was important individuals be checked for skin cancer. V. Old Business A. Fire Drills There were no recent reports received. B. Proud to be a Safe Worker Awards 1. Utilities Dept. (2) There were two awards given to Utilities employees. Mr. Pigott explained the East Water Treatment Plan had a break where they inject chlorine into the raw water system, and the plant had to be closed. One injection point was in a confined space and the plant had to be operational as quickly as possible. Mike Osborn and Ron Bergman followed all confined spaces procedures and were able to repair the leak resulting in the plant becoming operational in two hours. The second award pertained to employees having to occasionally enter lift stations, which exposes workers to potential gases and other hazards in a confined space. Silvio Attanasio, Stanley Foster, Barry Hall, and Jim Hart designed equipment to pump debris out of wet wells using a vactor and PVC chute running from the exterior of the well to the exterior of the lift station. A vactor attached to the chute pumps out the well. A wet well is similar to an underground pool filled with sewage. The apparatus significantly reduced the duration personnel have to spend in the well. The third award was given to City Manager, Kurt Bressner, to recognize his routine service as “Deputy Safety Guy” in reporting and following up on various safety-related issues around the City. Mr. Magazine announced there were instances when the City Manager did not believe employees were operating safely and he would shut the operation down and alert Mr. Magazine about the matter. Another hazard he noted was individuals would walk up and down the ramp in the parking garage instead of using the 2 Meeting Minutes Safety Committee Boynton Beach, FL June 14, 2011 stairs. Mr. Bressner was a great asset and his input would be missed. C. Departmental Inspections & Safety Meetings Chair Bobich announced he receives the information electronically and he emphasized the inspections still need to occur. The inspections are driven by the City’s insurance inspectors and the City needs the documentation. Additionally OSHA (Occupational Office Safety and Health Administration) requires the documentation. D. Incident Review Board Referrals There were no referrals to report. E. Electrical Flame Resistant Uniforms & PPE Update – TABLED 10/12/2010 The information was received and a separate email would be sent to the members so they could review it prior to the meeting. Any questions a member may have should be directed to Chair Bobich or brought up at the meeting. F. Drug Free Policy Statement (HR – Pedro Escobar) – TABLED 10/12/2010 This item remained on the table. G. Other None. VI. New Business ADepartmental Safety Issues . None. B. Other None. VII. Announcements A. Other Mr. Magazine was updating the membership list and would be in touch with departments about their representatives. Mr. Magazine had distributed information about heat stress. He reminded the members it is very hot, humid and wet. Water should be provided, as should sunscreen. He emphasized supervisors are accountable for their employees and it is the supervisor's responsibility to ensure their workers are safe. If an employee refuses to use the safety items, they should be disciplined. He noted if someone sustains a heat injury, the first individual he speaks with is the supervisor. VIII. Next Meeting Date: Tuesday, July 12, 2011, 9:00 a.m. IX. Adjournment There being no further business to discuss, Mr. Magazine moved to adjourn. Ms. Cherry seconded the motion that unanimously passed.
