Minutes 07-25-11 MINUTES OF THE RECREATION AND PARKS BOARD MEETING HELD AT THE SENIOR CENTER, BOYNTON BEACH, FLORIDA ON MONDAY, JULY 25,2011 AT 6:00 P.M. PRESENT John McVey, Vice Chair Charles Kanter Robert Lapin Catherine Scantlan Janelle Sloan Wally Majors, Recreation & Parks Director Kevin Hallahan, City Horticulturist ABSENT Elizabeth Pierce-Roe, Chair Corey Cook Brian Hopper, Alternate I. CALL TO ORDER Mr. Majors called the meeting to order at 6:04 p.m. II. ATTENDANCE Mr. Majors called the role. A quorum was present. III. APPROVAL OF MINUTES Motion Ms. Sloan moved to approve the minutes as presented. Vice Chair McVey seconded the motion which passed unanimously. Mr. Majors advised Chair Pierce-Roe was out of town and introduced Kevin Hallahan, the City Horticulturist, as a guest. He advised Mr. Hallahan would be joining the meetings from time to time to answer questions and provide feedback on the park tours. IV. UNFINISHED BUSINESS A. Renaming of Parks (Veterans, Veterans Bicentennial, Boat Club) - Update Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, FL June 27, 2011 Mr. Majors advised he was still waiting for the Veterans Advisory Board to respond. He mentioned that he forwarded the Board's request that they render a recommendation regarding what the park should be named. Mr. Lapin advised that in the past he felt that Veterans Park, without the Memorial distinction, would be appropriate. However, he felt the service people who come back maimed in some manner, are also entitled to be honored. A service person should not have to die in order to be part of that naming. He wanted Mr. Majors to mention that to the Veterans Advisory Board. B. Accreditation - Update None. V. NEW BUSINESS A. Parks Tour Scheduling This item was not discussed. B. Quantum "Eco" Park Discussion Mr. Majors handed out maps to the members showing the locations of the different parks in the area, including an aerial of Quantum Park. The maps were designed with the potential design for the park and the maps gave some sense of what options could be considered. The Parks System map gives some sense of where the parks are located and was used when park development was considered. Mr. Majors advised the tour was to include Quantum Park and the Winchester site. Mr. Majors commented that the Commission was advised that the Board was going through this process and of the potential development of the dog park at the Winchester site. He mentioned he also wanted to visit the Congress Avenue Park. Mr. Hallahan commented that originally Quantum Park owned the entire park system. Part of the park system contained wetlands that could never be developed. He explained the history of the area of Quantum Park to the Board. C. Tennis Center Discussion This item was not discussed. ADJOURNMENT There being no further business to be discussed, the meeting properly adjourned at 6:20 p.m. Upon adjournment, members of the Board, along with Mr. Majors, went on a tour of Pence Park, the Quantum Park site, and the Barrier Free Park construction site.
