I. CALL TO ORDER
Chair Ready called the meeting to order at 6:29 p.m.
II. ROLL CALL OF MEMBERS
Self-introductions were made with the above members noted as present.
III. AGENDA APPROVAL
Avenue of the Arts was added to VIII, Exhibits as Item C.
Motion
Mr. Davenport moved to accept the amended agenda. Ms. Moeller seconded the
motion that unanimously passed.
IV. APPROVE MEETING MINUTES
There was one correction to Page 7, Item B of the June 16, 2011 minutes: Barbara
Lentz should be named as a Boynton Beach business owner as opposed to artist.

Motion
Ms. Richman moved to accept the minutes as amended. Mr. Davenport seconded the
motion that unanimously passed.
V. ANNOUNCEMENTS/REPORTS
Ms. Coles-Dobay made the following announcements:
Sister Cities July 29, 2011 reception
A reception will be held on Friday, July 29 at Prime Catch Restaurant from 5:30 p.m. to
7:30 p.m. to benefit the Sister Cities organization. It was noted the suggested donation
was $20. The Sister Cities Liaison, known as “Jenny”, was from Qufu, Boynton’s Sister
City in China and has done a lot of work with the Young Artist Showcase that displays at
the Library. While in the States, she would be implementing other efforts in economic
development and exchanging ideas. She would also be recognized at the August 2nd
City Commission meeting.
August 4, 2011 Art Center Art Camp Showcase
The Art Center would be holding the Art Center Showcase Awards on August 4, 2011.
Artist Subbora Jackson was involved with the program and was helping to enhance the
programming at the Center. The Mayor and City Commissioners would be present and
an award would be made by the Mayor, each Commissioner, and the Recreation and
Parks Department. Ms. Coles-Dobay requested assistance from the members in judg-
ing the work. She announced the judging would commence at 5:30 p.m.
August 19, 2011 CRA Ocean Avenue Projects
The Community Redevelopment Agency was holding an event, similar to a ribbon cut-
ting ceremony, to celebrate the new projects in the downtown and Ocean Avenue. Ms.
Coles-Dobay explained the area stretched from the Children’s Schoolhouse Museum
down to the Marina. The event would be held from 6 p.m. to 7:30 p.m. Live music and
refreshments would be available at 6 p.m. in front of the Schoolhouse Children’s Mu-
seum.
Ethics Training
Ms. Coles-Dobay explained the County made changes to its Ethics Ordinance and the
members would have to re-take the training. The members would be notified when to
take the training and it was unknown if the training would be on the entire ordinance or
just the amendments.

VI. INTL’ KINETIC ART SYMPOSIUM AND EXHIBIT PLANNING
Ms. Coles-Dobay had emailed a brief update about the event. There was an Exhibition
Committee working on information requested by the Arts Commission. New member
Robyn Lorenz had met with Ms. Coles-Dobay and had questions about moving forward
with vendors. Due to the summer and many individuals being unavailable, the contacts
for sponsorship and the Palm Beach County School District were on hold. It was impor-
tant to make new contacts so a decision could be made on those aspects of the event.
At the last meeting, the members discussed forming a Financial Committee, but they did
not have someone to lead the committee. The Financial Committee would be responsi-
ble for their own financial and budgetary needs; however, it would be helpful to have it
coordinated in one location.

Ms. Coles-Dobay indicated Dr. North and Ms. Wolf were working on the educational
component of the project. A proposal for the project had been submitted to Karen No-
bel, who works with Integrated Arts for the Palm Beach County School District. Ms. No-
bel indicated she was interested in the project, but still had to meet with other officials. It
was hoped the Arts Commission would be notified of the outcome soon. Ms. Coles-
Dobay also hoped to meet with an individual from Palm Beach State College, but the
person was unavailable.
It was noted Dr. North had sent an email indicating she could not attend the meeting,
that she had missed others, and that she may have to resign due to her workload. Ac-
cordingly, she was advised to submit a letter to the City Clerk.
Discussion followed about the promotional package to be used for fundraising. Ms.
Coles-Dobay commented the sponsor letter was available and the website was ready,
although information still needed to be posted. They were still working on the CD. The
Arts Commission also wanted to put together a press kit. The basics of it were avail-
able, and the logo was updated.
VII. PROJECT UPDATES
Children’s Schoolhouse Amphitheater Project
The members had received information about the project in advance of the meeting. No
motion was needed. The project should be finished by the August 19th Ocean Avenue
Project Celebration.

Jones Cottage project public art funding $270,000 (1%) $2,700 (70%) $1,890

Ms. Coles-Dobay explained the cottage was relocated. At the last meeting, an overview
of the budget was reviewed. The project was supposed to cost under $250,000; how-
ever, it exceeded the threshold and required a public art fee. The amount that could be
used for art was $1,890.
Ms. Coles-Dobay explained the Arts Commission has a working relationship with the
CRA and has worked with them on the Seacrest Boulevard project. The project did not
require public art, but staff felt it was important to include. Accordingly, they added addi-
tional pads for public art at the Marina Entryway. There was not enough room for art at
the Cottage site, but there was an existing Avenue of the Arts pad nearby. Additionally,
the CRA opted to include art at the amphitheater.
The CRA staff recognized public art as a marketing tool to help brand the City and they
spend a lot of money on their projects. Next year, $50,000 was earmarked for public art
to be located between the various projects they have on Ocean Avenue in order to con-
nect the corridor. The $1,890 public art fee from this project could be designated to a
specific location and Ms. Coles-Dobay recommended it be designated to the amphi-
theater project.
Discussion followed about other locations within the City where art could be situated,
and more specifically, using the funds as seed money for the Kinetic Art Symposium.
After much consideration and debate, the members were polled where they would like
to see the funds used and it was determined the funds should be set aside for the Ki-
netic Art Exhibit and Symposium.
Motion
Mr. Davenport moved to include the sum of money in the kinetic art coffers as seed
money, that the Arts Commission would ask the CRA to position it towards that Arts
Commission project, the International Kinetic Art Exhibit and Symposium. Vice Chair
Slocombe seconded the motion that unanimously passed.
VIII. EXHIBITS
12 Voices for Art organization future exhibit
This information was sent to the members in advance of the meeting, as they were in-
terested in having a future exhibit at one of the City’s facilities. A book displaying their
work was circulated to the members. It was also unknown which facility would host the
display. The works were mixed media.

Motion
Vice Chair Anderson moved to accept “12 Voices” as a future exhibitor. Ms. Richman
seconded the motion that unanimously passed.
Tapestry exhibit - artist recommendation
Chair Ready stated she posted an invitation for artists to display for the exhibit on Face-
book; however, no responses were received. Mr. Davenport had provided a contact
name and commented he may have another. The exhibit was targeted for the winter
season at the Library. Tapestries could be large, but the average size was the size that
would fit on an easel. An inquiry was made if the display would include quilts and dis-
cussion followed it would be nice to display a variety of work from different artists. Ms.
Coles-Dobay agreed to approach former Arts Commission member, Barbara Lentz
about contacts she may have for tapestry artists.
Avenue of the Arts
Ms. Coles-Dobay explained the reason the members were not reviewing Avenue of the
Arts submissions was because two responses were received. She commented the
deadline was extended and more responses were received.
The members discussed Artist Rick Beau Lieu’s work. The manatee piece he created
had not received any purchase offers. The price was similar to the Opus Sea turtle
sculpture, which was around $30K. Ms. Coles-Dobay thought the artist would be flexi-
ble with the price. Mr. Davenport felt the piece should be marketable to coastal living or
scenic shore environments. It would be a great outside piece for corporations or cities
on the coastline. The Arts Commission wanted the City to purchase the piece, which
was on display at the lobby, and was seeking donations for it. Intracoastal Park was
identified for the art but there was no money to purchase it and the funds raised through
the Public Art program was barely enough to run the Avenue of the Arts program.
Discussion turned to display areas. The Promenade had an area suitable for displays
and a roundabout nearby; however, there was no pad or power available. The cost to
prepare the site would be $6,000 to $8,000.
As to the JC Penney’s renovation, the ordinance required that public art be accessible.
When Ms. Coles-Dobay speaks with developers or project managers, she explains
there are other ways to contribute to public art. The art can be anywhere in the City.
The funds for the JC Penney interior build-out project could also contribute to the Kinetic
Art Exhibit and Symposium.

Florida Association of Public Art Professionals Year in Review presentation

Ms. Coles-Dobay explained public art professionals submit projects to the Florida Asso-
ciation of Public Art Professionals for review. They, in turn, create a presentation of
public art projects from throughout the State.
Ms. Coles-Dobay stated she had submitted all of the Boynton Beach projects, which
were:
Both murals at Boat Club Park
The Sompra Arts sculpture
The Opus 14 Sea Turtle sculpture at Oceanfront Park
The "On the Green" seating area from Dick's Sporting Goods
The Avenue of the Arts sculpture
The presentation was reviewed and it was noted the submissions were mixed media
ranging from large outdoor sculptures to inside murals and drawing boards. The entire
