SUBJECT:
11 Red Light Camera Citations in City Owned Vehicles or Equipment
Purpose:
To define specific procedures relating to red light camera violations, proper accountability and assignment
of fines once a violation has occurred.
Preamble:
In order for the policy to be effective, accurate accounting of vehicle use is required. Whenever a City of
Boynton Beach vehicle or asset is operated on a public roadway, all applicable traffic laws must be
followed. Traffic cameras are being installed throughout our city as well as in many municipalities in the
State of Florida. Policies and procedures are hereby developed to assist our City vehicle operators in
understanding their responsibilities when they violate a red light camera.
Policy:
The City of Boynton Beach obligates all drivers/operators to follow all traffic laws and regulations. Specific
disciplinary actions are outlined in the City of Boynton Beach’s Safety Manual, Personnel Policy Manual,
Individual departmental policies and procedures, along with applicable collective bargaining agreements.
It is important to understand that the driver is responsible to adhere to applicable traffic laws and will be
held responsible for any citations, points, fines and disciplinary action that may occur as a result of traffic
violations. It is vital to understand that the City of Boynton Beach’s disciplinary actions are completely
separate from the sanctions mandated by City Ordinance and the State of Florida. In the event a citation
is issued, each entity will enact separate disciplinary and/or punitive actions.
Procedures:
1) All departments will be responsible to develop a method to track assignment and usage of all
road assets.
2) Once a violation of red light cameras by a city vehicle is identified, that citation shall be forwarded
to the Fleet Administrator for processing.
3) The Fleet Administrator shall contact the end user department head or designee and request
driver information. The department head or designee will have three working days to provide
applicable information. (form will be attached)
4) Once the Fleet Administrator has acquired the proper vehicle/operator information, an exemption
form is submitted to City of Boynton Beach’s Intersection Safety Program Coordinator, assigning
responsibility to the driver rather than the city. The citation will then be forwarded to the driver for
payment.
5) All applicable City of Boynton Beach progressive discipline may be implemented once the driver
has been officially notified of the citation.
