B. CRA Application, timeline and process
VERBATIM:
Mr. Bressner: The first item is really not mine. I don't know why it ended up in the
Manager's Report. This was the discussion of the CRA — this is the policy discussion of
the Commission on the qualifications for the CRA board.
Com. Weiland: Can I ask a question?
Mayor Taylor: Yeah.
Com. Weiland: If this isn't yours, Kurt, how did my name get on it also. Cause I don't
think it is mine. I — that Blackberry of mine is going to get me in trouble. I read an email
about whether we had or had not done any application process.
Mr. Bressner: The application — right.
Com Weiland: And I responded to who I thought was Lisa stating that to my knowledge
we had not done, in my error, it is not even a CRA issue. It is a Commission issue; that's
why it is here tonight. I thought I was replying to Lisa just stating that to my knowledge
we hadn't established a format.
Vice Mayor Hay: So, that's --
Mr. Bressner: Actually, I think that's accurate. We really hadn't other than we had
mocked up an application form and we posted it on the web page temporarily, but there
was some back and forth between the CRA Director and the City staff over — she had
some comments about what should go on the application and I just said that's a City
Commission decision.
Com. Rodriguez: You know the City Commission never removed the old application,
never requested it be removed or changed or stop taking applications. So, I don't know
why this is on here. That should have just continued and, you know, taken applications
as, you know, we wanted to. I don't really know why we are going through this extent.
The City Commission never said don't change, never said change the form and never said
stop taking applications for the CRA board. That was never a motion that was made, so —
Mayor Taylor: I'd like to table this.
Vice Mayor Hay: Really we hadn't agreed on a process yet and I don't see why we are
trying to rush into this. We have time. We need to be focusing on the budget right now
and I'd just like to see us do that and deal with this after.

Com. Weiland; I said that a couple months ago and you didn't agree with me.
Vice Mayor Hay: No, no. What I am saying is different than what you are talking about,
okay. There is no reason why we have to make a decision right away on this is what I am
saying now. I can look at the form and make my comments and all that kind of stuff.
But we are not on a timeline that we got to have this done by a certain time of the year.
Mayor Taylor: Do you want to table it until we get through the budget?
Vice Mayor Hay: I just want to table it until after the budget, that's my motion.
Mayor Taylor: There is a motion to table until after we do the CRA budget.
Com. Ross: I second that.
Vice Mayor Hay: The City's budget.
Mr. Bressner: We are getting applications so we'll just forward those to you as they
come in.
Vice Mayor Hay: Yeah.
Mr. Bressner: We got two forms now.
Com. Rodriguez: Discussion?
Mayor Taylor: There is no discussion on a table vote. There's a motion and second.
Com. Rodriguez: May I speak?
Mayor Taylor: No, not on a — no. All in favor of tabling the item until after the budget?
Vice Mayor Hay: Aye.
Com. Ross: Aye.
Mayor Taylor: Aye.
Com Weiland: I do so.
Mayor Taylor: So the motion passes — unanimously?
Com. Rodriguez: But we are going to -- yeah it is

Mayor Taylor: Then it's tabled.
Com. Rodriguez: But we are receiving applications and people are sending resumes?
Mr. Bressner: Yeah and it is important that they submit a resume or some specific —
Mayor Taylor: We haven't even discussed that. We haven't approved an application yet.
Mr. Bressner: Well, I know, but I think in order to get at least a statement of information
instead of -- we had one request to basically take and copy an old application and I think
there ought to be more than that as an effort for application, for information.
Mayor Taylor: City Manager, the board just said they want to table all discussion until
afterwards. We don't have an application.
Mr. Bressner: All right, I'll keep my mouth shut.

EXCERPT from July 21, 2009 City Commission meeting
REQUESTED BY: Vice Mayor Hay
Agenda Item VI.I — Direct staff to cease preparation of bid documents to procure
contractual garbage (solid waste) collection services from private sector businesses.
Mayor Taylor: Item I. Commissioner Rodriguez.
Commissioner Rodriguez: Yes, I pulled this because, you know, while we are struggling
with this budget cycle, next year's budget cycle will be just as demanding on this City,
this Commission and its citizens. And, while the Mayor brought this up and subsequently
decided that was not, based on a meeting, that it wasn't such a good opportunity. I would
like — I would request that this Commission allow other Commissioners to inquiry and
kind of have further discussions on this item. All I would ask that we just table this and
put it in abeyance for a couple weeks.
Mayor Taylor: I've done — I can tell you I've done some good research on this and I can
tell you that there is all kinds of companies that would like to take over our sanitation
disposal that would mean increased rates, dramatic increased rates to our residential
customers and at least doubling if not more to our commercial customers. So it's a really
bad thing and I can tell you that they will tell you that they are going to hire your
employees; but this man, and it was a man who says his company would be glad to buy
us out, told me that, and I think I said there was 49 employees in our Sanitation
Department. He said by the end of twelve months you'd be lucky if two or three of them
are still with us cause we have attorneys that know how to get rid of them. That's the
way it works. It's a private sector thing and they know what to do and your rates are
going to go up dramatically. If you want to pursue it further, you can, but I will not
support it.
Commissioner Rodriguez: I'm certainly not — this certainly isn't a meeting to decide on
whether we are going to do this or not; just simply exploratory. You had the opportunity
to explore it, Mayor, and I just ask and respect that you allow me to do the same thing.
Commissioner Ross: I understand. I am happy to hear what the Mayor has to report.
think it is wonderful news. I just would like to see it substantiated a little bit like
something in writing so we can have it to look at in writing and compare to any other
information that comes in. But, I'm thrilled to hear that report from you, Mayor and I
thank you for it.
Vice Mayor Hay: Well, I certainly will not support it. I think we do need to cease that
negotiation right now and keep it just the way it is. I don't want to go to contractual
garbage on the solid waste.
Mayor Taylor: Commissioner Weiland.
Commissioner Weiland: I would like to see the numbers come back. I don't really want
to — I want to see the numbers come back the way the Mayor thinks the numbers are
going to come back because I feel they will come back the same way and with less of a
quality service that would be provided to us. I think to be fair to the public, to see
whether money could be saved or not, it wouldn't hurt to get some RFPs and see what
comes back and make a decision then. But, I know for a fact, I've complimented the
Public Works Director, I've complimented many of the employees on what a great job
they do with the Sanitation Department and bulk trash pickup. I know what they're
charging and I know there is a local municipality that is paying $7 a month more than we
are. I would like to maybe get a report from Delray to see what their rates were when
they were private and what they went to when they went to a public — when they were
public and what they went to when they went to a private firm. Once again, I think we do
an outstanding, fabulous job. Like to see it stay that way, but wouldn't mind looking at
some numbers just to show the public that we took a look at it to see whether there was
any savings, anything worthwhile and see what the numbers come back at.
Mayor Taylor: We have the lowest rate in all the County. I'll tell you that. But I will
tell you, Commissioner Rodriguez is not asking that we go out for RFPs, he just wants to
have some personal — he wants to look at it himself, like I did.
Commissioner Rodriguez: I'm not asking we move forward, I'm not asking that we even
continue the RFP process documentation. All I'm asking is that we put it in abeyance for
a couple of weeks and that's it and I'll bring it back and say whether we think some more
data, whether you think it is possible or not. I'm not asking to move forward. I'm just
asking to put in abeyance for a couple weeks, table it, and I'll come back and let you
know what I found. It may be similar to what the Mayor found which would be
excellent and we can just reconfirm where we are.
Commissioner Weiland: That's fine with me.
Mayor Taylor: Is there a motion to table.
Commissioner Rodriguez: Motion to table.
Commissioner Ross: Second.
Mayor Taylor: Motion and second. All in favor?
Commissioner Rodriguez: Aye.
Commissioner Ross: Aye.
Commissioner Weiland: Motion to table we don't have to have a second, correct?
