Minutes 09-22-11 MINUTES OF THE EDUCATION AND YOUTH ADVISORY BOARD MEETING HELD ON SEPTEMBER 22, 2011, AT 7:00 P.M. IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA PRESENT: Steve Waldman, Chair Mary Morera, Vice Chair Myra Jones Carol Lundquist Hattie Miller Libby Stroud Lori Wilkinson Dr. Tiffany North, Alternate Khadijah Davis, Student Regular Voting Member ABSENT: Ha#ie Miller Calin Roiban, Student Regular Voting Member Sherri Claude, Board Liaison April Nobles, Alternate Mikerline Louis, Student Non - Voting Member I. Cali to Order Chair Waldman called the meeting to order at 7:00 p.m. II. Pledge of Allegiance /Moment of Silent Reflection Chair Waldman led the Pledge of Allegiance followed by a moment of silent reflection. III. Approval of Minutes of July 28, 2011 Ms. Lundquist moved to approve the minutes and was seconded by Ms. Stroud. The motion passed unanimously. IV. Approval of Agenda Chair Waldman indicated he would like to move Item VII. New Business, Ethics Training DVD Presentation to the end of the meeting after the adjournment. Motion Ms. Wilkinson made the motion to move the presentation to after adjournment. The motion was seconded by Ms. Lundquist and unanimously passed. Meeting Minutes Education and Youth Advisory Board Boynton Beach, FL September 22, 2011 V. Announcements/Presentations/Correspondence None VI. Public Audience Carl Amritt , introduced himself as Chairman for the Palm Beach County League of Cities Youth Delegation and also serves on the National League of Cities Council for Youth Education and Families as one of four appointed students. He explained the program, commonly known as YODEL, focuses on addressing youth to the local municipal government processes. The program works within the 38 municipalities of Palm Beach County, with five respective districts and two to three students representing each district. The program addresses three predicaments faced by a municipality. These issues would be economic development, public safety and the quality of life within our municipalities. This would be done through community events, community outreach, and community restoration of our landscapes and landmarks. The program offers participative events, one of which was building playgrounds in San Antonio, TX for a National League of Cities conference. Another program participated in was Gifts in Kind International in which backpacks were made and filled for disadvantaged children who did not have enough supplies to go to school. There are also other events like illustrative speaking events, where students would engage in events that would address an issue faced by municipalities. The program strives for incorporating youth in the democratic decision making of local government, increasing their understanding and participation in the governmental role, taking leadership roles and responsibilities to address the quality of life within societies. The motto followed was by Frederick D. Roosevelt that “we cannot always build a future for our youth; we can build our youth for the future.” Chair Waldman inquired whether Boynton Beach had any representatives and Mr. Amritt advised that last year there was a representative from Delray Beach, but not this year. He advised the youth are screened through interviews and an application process. The grade point average must be at least a 2.0. He further advised the general membership meetings are the second Wednesday of the month in West Palm Beach. Informal meetings are tentative at present. He advised the Board they are looking to the schools now to fill the 15-20 member limit needed for the delegation. Ms. Stroud inquired as to who funds the events and Mr. Amritt advised they are a sister entity within the Palm Beach County League of Cities, of which Boynton Beach was a part. The funds come directly from the Educational Committee of the Palm Beach County League of Cities. 2 Meeting Minutes Education and Youth Advisory Board Boynton Beach, FL September 22, 2011 Chair Waldman inquired if it was possible for several students in Boynton Beach to be involved or was it for just one. Mr. Amritt advised since the program was still in the developmental stage, presently the program was openly accepting applications from anyone, but in due time would restrict people for the respective districts, which would be two to four representatives for each district. He would suggest getting into the program early before the membership packets are sent out later in the year. The national conference this year will take place in Phoenix, AZ, November 9-12. The costs are still in the planning stage as it is facilitated through the Education Committee and the memberships within the municipalities. Presently, it was open to sponsorship and donations. Ms. Stroud inquired if the focus was just to attend meetings and Mr. Amritt clarified the program also offered job shadowing opportunities, internships, non-governmental and governmental opportunities, and community service opportunities within the communities. VII. New Business A. Ethics Training – DVD Presentation This item was moved to the end of the meeting. VIII. Old Business A. Shred-a-Thon (October) Ms. Wilkinson advised Ms. Claude had made half-sheet flyers for distribution. The event th was currently scheduled for October 15 from 10:00 a.m. to 2:00 p.m. at Boynton Beach High School. She had not been able to get a confirmation from Gator Shredding. Her phone calls had not been returned. She would continue to call him as possibly he was out of town. She would not distribute the flyers until she received confirmation. The contract paperwork had not been returned either. She asked for everyone’s contact information in the event she reached him and had to get the flyers distributed in the next day or two. Dr. North suggested having a deadline date for response and Ms. Wilkinson thought 10 days before the event would be sufficient for a deadline. It was also suggested to possibly line up a back up company that would provide shredding services. Chair Waldman added that he wrote a letter to Harvey Oyer letting him know what had been done for schools. He asked for advice and mentioned the shred-a-thon but had not had a response from him yet. 3 Meeting Minutes Education and Youth Advisory Board Boynton Beach, F L September 22, 2011 IX.
