Minutes 09-27-11 MINUTES OF THE BOYNTON BEACH ARTS COMMISSION MEETING HELD ON TUESDAY, SEPTEMBER 27, 2011 AT 6:30 P.M., AT FIRE STATION NO. 2 2516 WEST WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA PRESENT: Barbara Ready, Chair Debby Coles-Dobay, Public Art William Combes Administrator Robyn Lorenz Nubia Richman Halena Wolf (arrived 6:57 p.m.) Christine Moeller, Alternate ABSENT: Anderson Slocombe, Vice Chair Donn Davenport I. CALL TO ORDER Chair Ready called the meeting to order at 6:32 p.m. II. ROLL CALL OF MEMBERS Self introductions were made and it was determined a quorum was present. III. AGENDA APPROVAL Ms. Coles-Dobay revised the agenda to add two items under V. Announcements. The items added were C. Seacrest Streetscape Celebration and D. November and December meeting dates. Motion Ms. Richman moved to approve the agenda as amended. The motion was seconded by Mr. Combes and unanimously passed. IV. APPROVE MEETING MINUTES Motion Ms. Lorenz moved to approve the minutes. The motion was seconded by Ms. Richman and unanimously passed. Meeting Minutes Arts Commission Boynton Beach, FL September 27, 2011 V. ANNOUNCEMENTS/REPORTS A. Report on September 15, 2011 “Wild Florida” Exhibit Chair Ready shared with the members that she was very pleased with the exhibit and thought it was very well done. Ms. Richman advised it was well attended and the art was beautiful. Ms. Coles-Dobay said four pieces of art were sold; two that were on exhibit and two that the artist had from his collection. The sales benefitted the Friends of the Library as well as the Art in Public Places. One of the paintings that was in the Civic Center exhibit sold as well. B. October Arts & Humanities Month Ms. Coles-Dobay had submitted a request for the Arts & Humanities Month to be th included on the City Commission agenda for October 4. The Mayor would read a proclamation and acknowledge that Arts plays a part in benefitting the City. Ms. Coles- Dobay commented that art and culture benefits economic development for the community and provided information that outlined the jobs, household incomes, and tax revenues it contributes to the area. She also provided a handout that showed a map of the arts related businesses in Palm Beach County. C. Seacrest Streetscape Celebration - Thursday, Nov. 3, 2011, 6:00 p.m. Ms. Coles-Dobay advised the celebration was planned to be held on the corner of Heritage Park, which was on the southwest corner of MLK Boulevard and Seacrest Blvd. Once the invitation was received, she would send information out to everyone. She wanted the members to plan on attending. The event was being planned with the CRA, so they would help with some of the promotional publications. Commissioner Hay would give a speech about the celebration. Ms. Coles-Dobay commented that it was not simply about public art, it was about the whole project; the Streetscape project beautification that the CRA initiated, and recognition that the City was the outlet to actually build the project. It was done with AARA stimulus dollars. CRA initiated public art to be on the corner of MLK and Seacrest as a gateway to the community. D. November and December Meeting Dates There was discussion on possibly moving the November and December meeting dates as the November meeting was two days before Thanksgiving and the December meeting date fell between the Christmas and New Year holiday. Since two members were absent from the meeting, it was decided to keep the November meeting as th scheduled, with a backup date of November 17, and get input from the two absent members. The December meeting date would be decided at the next meeting. 2 Meeting Minutes Arts Commission Boynton Beach, FL September 27, 2011 VI. INTERNATIONAL KINETIC ART SYMPOSIUM AND EXHIBIT PLANNING A. Brief discussion about status and committee updates Ms. Coles-Dobay advised Palm Beach State College definitely wanted to move ahead. They were trying to work on scheduling and trying to get prepared for the February workshop date. The hope was to have some conceptual ideas to bring forward for that meeting. The Palm Beach County School District wanted to wait to find funding. They had some funding but there were many projects already developed. They were interested and want to move forward but had to find funding. Ms. Coles-Dobay was trying to assist them in locating funding and grants to subsidize the program. Ms. Lorenz advised the University of Florida indicated interest and requested more information. VII. PROJECT UPDATES A. Wal-Mart Public Art Ms. Coles-Dobay advised the base was built and waiting for the finish coating. The art should then be installed along with the letters. It was projected installation would be th pushed back to the week of October 10, with the grand opening slated for October th 19. VIII. EXHIBITS A. Status of Avenue of the Arts artwork installation Ms. Coles-Dobay advised Ascending II, Flora, Big Bird and The Magic Canoe were installed. The Square Wave would be installed in a new location at 123 E. Ocean Avenue, which was on the north side of East Ocean halfway between Seacrest and the Old High School. That location would fit nicely and would be better viewed. Ms. Coles-Dobay discussed the piece called Inverted Curve Undulation. It was silver at one point and originally was going to be placed in front of Hotdogopolis. The artist worked with Rick Beau Lieu, who sometimes installed pieces for artists who were far away. She shipped the piece to him and when it was being shipped, it was damaged. Mr. Beau Lieu took the piece to a nearby body shop and arranged to have it repaired. When it was repaired, the coloration of the piece had to be changed so as not to see the repair. The last piece at the marina site required the pads to be built up. Until the construction of the pads was finished, the piece would not be installed. 3 Meeting Minutes Arts Commission Boynton Beach, FL September 27, 2011 Ms. Lorenz suggested that possibly the artwork on the Avenue could be bought through pledges by residents. If enough people pledged to purchase a piece, it could then be purchased for the City after the year-long display was finished. There could be a plaque listing the names of the people who had donated. Ms. Coles-Dobay commented that the Manatee piece in the City Hall lobby was a piece the Board wanted to purchase at a future date, once the funds could be raised to purchase it. There was discussion on the process and how it could be advertised to the public. IX. NEW BUSINESS A. Approval of Boynton Lakes Plaza Independent Panel Selected Public Artist Ms. Coles-Dobay advised the panel selected public artist, Suzie Edwards. She provided information on her background and wanted approval from the Board. Motion Ms. Wolf moved to approve the public artist. The motion was seconded by Mr. Combes and unanimously passed. X. UNFINISHED BUSINESS A. Reconsider Jones Cottage public art fund allocation Chair Ready explained the Ruth Jones Cottage was a historic cottage the CRA arranged to move to Ocean Avenue. The original budget was a quarter of a million dollars but has gone over the budget. The amount allocated for public art was originally $1,890. Since there was already a pedestal on the corner, there would be public art there anyway. One of the alternatives was to allow the CRA to take that $1,890 and apply it to another public art project, or use the money elsewhere. There was discussion on whether to reconsider the allocation and return the money to the CRA. Ms. Coles-Dobay commented what the CRA was requesting was that it be applied to one of the projects that was already voluntarily being built. To summarize, it was earmarking the funds for something already being done in the public art realm, such as the amphitheater project and the streetscape project. Motion Ms. Richman made a motion to take the public art fund allocation for the Ruth Jones Cottage and reappropriate the funds for the current projects of the CRA.
