MINUTES OF THE SPECIAL CITY COUNCIL MEETING HELD AT CITY HALL, BOYNTON BEACH, FLORIDA, TUESDAY, JULY 29, 1980 AT 7:30 P. M. PRESENT Edward F. Harmening, Vice Mayor Joe deLong, Councilman Norman F. Strnad, Councilman Walter "Marry" Trauger, Councilman Peter L. Cheney, City Manager Tereesa Padgett, City Clerk James W. Vance, City Attorney Vice Mayor Harmening called the meeting to order at 7:30 P.M. and announced it was a special meeting called in accordance with Section 56 of the City Charter. AGENDA ~DDITIONS Mr. Cheney stated he would like to add a resolution amending Resolution No. 80-I, which has to do with authorization to sign City checks. Mr. Vance stated he would like to add a proposed resolution repealing Resolution No. 80-W. Mr. deLong moved to place these two additions on the agenda, seconded by Mr. Trauger. Under discussion, Mr. deLong asked if we would be on safe footing doing this without having posted these on the agenda and Mr. Harmening advised that as long as it is passed by unanimous consent, additions can be made to the agenda. Motion carried 4-0. PROPOSED RESOLUTION NO. 80-X - Re: Ratification of Contract Between Russell & Axon and South Central Regional Wastewater Treatmlent Board Mr. Harmening stated this is ratification of action taken by the City of Boynton Beach which is required by the Interlocal Agreement. Certain items must be ratified by both cities. Mr. Vance then read proposed Resolution No. 80-X by title. Mr. deLong moved the adoption of Resolution No. 80-X, seconded by Mr. Trauger, No discussion, Mrs. Padgett took a roll call vote on the motion as follows: Councilman deLong - Aye Vice Mayor Harmening - Aye Councilman Strnad - Aye Councilman Trauger - Aye Mot±on carried 4r0. 'PR©PO~SEU 'RE~SO'LUTION NO'. ~80.~¥ -Repealing ResOlution No, 80-W Mr, Vance stated the next two resolutions relate to eminent domain authorizing acquisition of easements and lift stations. He explained that the original resolution has to be repealed since he left out water lines. He then read proposed Resolu- tion No. 80~¥ by title. Mrs. Padgett took a roll call vote on the motion as follows: Vice Mayor Harmening - Aye Councilman Strnad - Aye Councilman Trauger - Aye Councilman deLong - Aye Motion carried 4-0. PROPOSED RESOLUTION NO. 80-Z - Re: Eminent Domain for Utilities Mr. Vance informed the Council this is the same resolution as adopted previously, but includes water lines. He then read proposed Resolution No. 80-Z by title. Mr. deLong moved the adoption of Resolution No. 80-Z, seconded by Mr. Trauger. No discussion. Mrs. Padgett took a roll call vote on the motion as follows: Councilman Strnad - Aye Councilman Trauger - Aye Councilman deLong - Aye Vice Mayor Harmening - Aye Motion carried 4-0. PROPOSED RESOLUTION NO. 80-AA - Amending Resolution No. 80-I Re: Bank Signatures Mr. Vance stated in Section 1, following "hereby" in the last line, he would like it revised to state: "hereby revoked and declared to be null and void.~ He added since we have so many signature cards, he hopes the bank will find this resolution acceptable. He then read proposed Resolution No. 80-AA by title. Mr. Harmening referred to this proposed resolution revolving around the resignation of the Mayor and explained the purpose is to hopefully eliminate her name from the ac- count signature cards without signing all new cards. Mr. deLong moved the adoption of Resolution No. 80-AA, seconded by Mr, Trauger. No discussion. Mrs, Padgett took a roll call vote on the motion as follows: Councilman Strnad - Aye Councilman Trauger - Aye Councilman deLong - Aye Vice Mayor Harmening - Aye Motion carried 4-0. -2_ MINUTES - SPECIAL CITY COUNCIL MEETING B©YNTON BEACH, FLORIDA JULY 29, 1980 ANNOUNCEMENTS Mr. Cheney referred to this being the day to receive proposals of interest relative to the golf course design and announced that we received eight proposals from architect/engineering firms. Mr. Cheney informed the Council that he heard today by tele- phone that the initial census figures are out and will be in the newspaper tomorrow. He understands the estimated, but not confirmed, population for Boynton Beach is somewhere around 45,000. ADJOURNMENT Mr. deLong stated if there is no further business to come before the Council, he moves to adjourn. Mr. Trauger seconded the motion.
