Minutes 11-08-11 MINUTES OF THE SAFETY COMMITTEE MEETING HELD ON TUESDAY, NOVEMBER 8, 2011 AT 9:00 A.M. CaII to Order Chair Bobich called the meeting to order at 9:03 a.m. 11. Roll Call Roll call was taken. 111. Acceptance of Minutes of 09/13/2011 regular meeting (No quorum in October) Motion Mr. Magazine moved to approve the minutes. Safety Committee Education & Training — tbd This item was addressed at the end of the meeting. V. Old Business A. Fire Drills None. B. Proud to be a Safe Worker Awards None. C. Departmental Inspections & Safety Meetings There were no issues or concerns raised. Chair Bobich thanked the members who sent their inspection reports electronically. Mr. Magazine commented he would be providing the City Manager's Leadership Team with a copy of the inspections and safety meetings. Departments could then address who would represent the departments at the meetings. D. Incident Review Board Referrals None. E. Drug Free Policy Statement (HR — Pedro Escobar) — TABLED 10/12/2010 No report was given. Ms. Mack, from Human Resources, agreed to consult with Mr. Escobar regarding when the statement would be complete. F. Flu Shot Update Vice Chair Landress reported the Fire Department teamed up with Human Resources and administered about 200 vaccines to employees and retirees. There were about 20 to 25 retirees and family members who received the vacination, and about 10 doses were still available. Anyone interested in receiving the vaccine should see Vice Chair Landress. An email would be forwarded by Pat Sholos, Benefits Coordinator, advising shots were still available. G. Other None 2 Meeting Minutes Safety Committee Boynton Beach, FL November 8, 2011 VI. New Business A. Departmental Safety Issues Mr. Magazine reported they were working with Public Works regarding lighting in the City Hall breezeway and the parking lot. He stated the timer was corrected so the breezeway lights would be on, but tree trimming must occur around the pole lights in the parking lot. It was hoped the matter would be resolved shortly. B. Other None. VII. Announcements A. Other Mr. Magazine sent an email to the members regarding the safety boot schedule. Personnel from Ritz Boots would be at the Utilities Department and the Warehouse on November 15, 2011 for employees to be fitted, have a size adjustment, or obtain a slightly different size or width boot. Otherwise, the forms can be processed through the Warehouse. It was important the size and width information be included as it was not on the original voucher. The Emergency Manager sent an email to the Leadership Team to complete the Incident Command System (ICS) National Incident Management System (NIMS) 706 Training Module, which is due to Pedro Escobar in Human Resources by December 1, 2011. The training takes about 45 minutes to complete. Vice Chair Landress recommended printing the exam before taking the course. A meeting on it was planned, and an email would be sent advising the Team when it would be held. V. Safety Committee Education & Training — tbd A safety video entitled, Power Lift Technique, was viewed, which pertained to lifting techniques to protect the spine. It was noted this technique was used by companies around the world. The video indicated the commonly used squat lift was not an effective lifting technique. Back lifting is done repeatedly, and it over - leverages the back. It stretches the ligaments and disks, and bulging disks and torn ligaments eventually lead to injuries and pain. It was learned back injuries were cumulative. The video recommended the wide - stance Power Lift technique should be used. Taking a stance wider than shoulder width allows one to raise and lower a load vertically with the legs, rather than the spine. A wide - stance lift allows one to be closer to the load 3 Meeting Minutes Safety Committee Boynton Beach, FL November 8, 2011 with feet flat on the floor thereby providing a stable base. The knees only have to bend to a 100 degree angle. The stance is easier on damaged or arthritic knees as it keeps the spine in a strong neutral position, similar to an elevator, instead of using the spine like a crane. The wide - stance Power Lift position is the strongest lifting posture a human can use, and employees were encouraged to practice using the wide - stance lift keeping the head and chest up to maintain a neutral spine. There are four other lifts derived from the Power Lift. These are the Power Lift without tipping load, tripod, golfer's bend, and the lean bar lifting technique. One can create handles by tipping the load for an easier lift. Tall objects can be tipped away from the lifter who can then step around the object in a wide - stance position. The tripod lift is used to handle Toads that are hard to access, such as a box on a low shelf. Employees should get down on one knee to create a tripod lift. By placing the hand on a shelf or the other knee, the thigh supports the weight of the load. The golfer's bend is a good way to use a one - handed lift. It relives back strain by pivoting the hip. The lean bar technique involves leaning against a horizontal bar or other item, which avoids back strain. The key is to transfer the body weight to the bar. Bridging adds strength and balance to the lift. Bridging places hands and arms against solid objects while lifting or rising. It provides better balance and increases strength by one - third. Chair Bobich recommended employees practice the technique. Departments interested in viewing the video should contact him. Vice Chair Landress agreed to contact Ray Altman regarding training for firefighters. VIII. Next Meeting Date: Tuesday, December 13, 2011, 9:00 a.m. IX.
