Mayor Harmening called the meeting to order at 8:00 P. M. and
announced it was a Speoial Meeting called to ratify the Ocean
Outfall Agreement.
In waiting for Mr. Vance to arrive, Mayor Harmening asked Mr.
Cheney if he had something to mention. Mr. Cheney replied he
had two other items to bring to the Council's attention.
Mr. Cheney referred to the sewer treatment process and advised he
received a letter from Mr. Startzman indicating it is necessary
for Boynton Beaoh and De!ray Beach to advance 815,000 to the
South Central Regional Wastewater Treatment L Disposal Board.
He explained the process of having payment made by the bank and
recommended approval of this payment. Mr. Stmnad moved to ap-
prove funding of ~15~000 for the South Central Regional Waste-
water Treatment & Disposal Board to come out of the appropriate
bond issue, seconded by Mrs. Riscoe. No discussion. Motion
carried 5-0.
Mr. Cheney then referred to being in the middle of the street
resurfaeing program and advised one street is involved with a
sewer force main. Mayor Harmening suggested holding up on the
resurfacing of that street. Mrs. Riscoe questioned what street
it is and Mr. Cheney replied N. W. Yth Street from N. W. 2nd
Avenue to N. W. 13th Avenue. He informed the Council the recom-
mendation is to hold off on this whole street and add to the list
next year. If the Council wishes, additional streets can be sub-
~stituted. Mayor Harmening questioned what streets could be sub-
stituted and Mr. Cheney read a list covering portions of the
following streets: S.W. 1st Street between S. W. 14th and !Sth
Avenues, S. W. 1st Street between S. W. 3rd and 4th Avenues~ N. W.
13th Avenue between N. W. 7th Ct. and N. W. Yth Street, a connec-
tion roadway from N. W. 8th Court to the Gordon Park Subdivision,
N. W. 8th Court from N. W. 10th Avenue to N. W. 13th Avenue, and
as much as possible of the west side of Ocean Parkway from Sea-
crea~tBlvd, to Miner Road. Mayor Harmening referred to the last
part and suggested even if we go over the ~75, G00 in a small way,
just a few feet should not be paved. Mr. Cheney clarified that
it would be repaved then from Seacrest Blvd. to Miner Road.
Mrs. Riscoe told about hearing the complaint that one street had
only been halfway done and Mr. Cheney informed her that some
streets are only being done from street to street and not the
whole length of the street. Mrs. Ri scoe requested this to be
checked out. Mr. Cheney advised that up to now, the estimated

quantities and what has been used is very close. The job is pro-
grossing quickly and if substitutions are to be made, it should
be done tonight. Mayor Harmening clarified that the substitutions
are merely a dollar swap forTth Street. Mr. Strnad asked if
anything had been done on S. W. 3rd Street in High Point and Mr.
Roberts informed him this has been repaved. Mrs. Riscoe moved to
go ahead and substitute these streets for the one we should not
do at this point. Mr. Roberts clarified that the City Manager
should be instructed to go ahead as suggested and give us a list
on Tuesday to put in the regular minutes. Mr. Trauger seconded
the motion. Mayor Harmening clarified that it has been moved and
seconded to agree to the substitutions and hold off on N. W. 7th
Street. No discussion. Motion carried 5-0.
Mayor Harmening referred to having received a letter from our bond
eounse! regarding the Ocean Out~all Agreement and Mr. Cheney agreed
and added that Mr. Vance had commented it was adequate and there
has been no change since that time. Mayor Harmening clarified the
action required would be to ratify the Ocean Outfall Agreement in
its last form and authorize the proper people to execute the agree-
ment. Mrs. Riscoe moved to ratify the Ocean Outfalt Agreement and
put it in the hands of the proper people to ratify the entire
agreement, seconded by Mr. Strnad. No discussion. As requested,
Mrs. Boroni took a roll call vote on the motion as follows:

Mayor Harmening - Aye
Motion carried 5-0.
Mrs. Riscoe moved to adjourn, seconded by Mr. Roberts. Motion car-
ried 5-0 and the meeting was properly adjourned at 8:10 P. M.
