Minutes 01-09-12 MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD MEETING HELD ON MONDAY, JANUARY 9, 2012 AT 6:30 P.M. IN THE CHAMBERS AT CITY HALL 100 E. BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA PRESENT: Dr. Ginger Pedersen, Vice Chair Warren Adams, Historic Resource Paul Gionfriddo Preservation Planner Eric Salomonsson Ed Breese, Principal Planner Linda Stabile Harvey Rosenblum, Alternate ABSENT: Eric Jones, Chair Michelle Dion Barbara Ready, Alternate 1. Pledge of Allegiance Vice Chair Pedersen called the meeting to order at 6:35 p.m. Self- introductions were made followed by the Pledge of Allegiance to the Flag. 2 Agenda Approval There were no additions or deletions to the agenda. Motion Mr. Gionfriddo moved to approve the agenda. Mr. Salomonsson seconded the motion that unanimously passed. 3. Approval of Minutes Warren Adams, Historic Preservation Planner, made one change to the minutes of December, 2011, on page 2, Item 5, A. first paragraph as follows: "However, if the State approved it, the National Park Service would likely approve it as well." 1 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida January 9, 2012 Motion Mr. Gionfriddo moved to approve the amended minutes. Ms. Stabile seconded the motion that unanimously passed. 4. Communications and Announcements Mr. Adams advised that Barbara Ready had notified him she had a scheduling conflict with the Boynton Beach Historical Society and would not be present for the meeting. There was brief discussion that it had been suggested to the Historical Society that it may be beneficial they consider changing their meeting date so it would not conflict with this Board. There was agreement among the Historic Resources Preservation Board (HRPB) members that this should be pursued. The HRPB meeting schedule would remain the same as Chambers was available. 5. Old Business: a. Update on the progress of the Historic Preservation program Mr. Adams spoke about the Certified Local Government (CLG) application and some amendments were made to the Preservation Ordinance and the proposed Rules of Procedures for the Board members. They were currently being reviewed by the Planning Director and Principal Planner. The documents would then be reviewed by the City Attorney and come back to the Board for its review of the changes. At the following meeting, the Board could make a recommendation to the City Commission to approve and adopt the documents. Mr. Adams hoped the Board vacancy would be filled by an architect, and he could then submit the CLG application to the Department of State. Work on the survey was ongoing, and he completed a few more sections of the design guidelines which had more to do with the repair of buildings. Once Mr. Adams had a substantial amount completed, he would forward the documents to the Board. He had previously distributed the first section of the guidelines to the members and received comments. One comment was the quality of the photographs was poor. Mr. Adams explained the purpose of the photographs was solely to provide the layout and content of the +rteme's guideline's details. He was aware the photographs had to be retaken, and once he acquired all the information, he planned to obtain better photographs. He noted Mr. Gionfriddo offered to assist with them. As to the Board vacancy, it appeared Roger Cope, an architect from Delray Beach, may submit an application. Mr. Adams had previously worked with Mr. Cope and commented he would be a good addition to the Board. 6. New Business A. Potential designation of 331 NW 1st Avenue Mr. Adams announced he met with the above referenced property owner expressing an interest in the designation. She invited members of the Board and Historical Society to visit the premises. The home was a mission -style home that appeared to be constructed as a duplex. Building records from 1959 reflected the home was constructed around 1926. If the home was built as a duplex, it would be a unique example of the home. Mr. Rosenblum visited the property and thought the structure should be preserved. Although the owner was dissatisfied with the windows, the property was well maintained and very attractive. Ms. Stabile agreed and thought the home was lovely and would be the perfect first home to preserve. Mr. Gionfriddo noted the owner indicated there was another entrance that opened into the living room. Mr. Adams could not comment, but explained he would gain access to the other side of the property when the application was submitted and would take photographs. Mr. Gionfriddo also expressed there may have been an entrance stairwell going upstairs to the other side of the building as it had a second floor; however, the Board was only interested in the exterior of the building. It was a bonus that the interior had been maintained. The next step was to complete the application, and the owner was compiling additional information about the home. Mr. Adams thought there were some alterations made to the rear exterior of the building. He was unable to find any records about it from the Building Department and did not think they were significant enough to interfere with the designation. As to the windows, the owner agreed that if she did change them, they would be changed appropriately, and Mr. Adams agreed to assist her with any changes as well as the application. Dr. Pedersen noted historic homes in historic areas were usually designated with a plaque. She inquired how historic properties would be identified in Boynton Beach. Mr. Adams responded there was nothing in the plans about plaques, but owners would be encouraged to obtain one. With this particular property, the owner already had a sign. Discussion followed the plaques should have a consistent look and feel and specify the dwelling was a historic home and the year built. The plaques would also help to market the area as historic. There was agreement the Board could review and set a standard 3 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida January 9, 2012 for the plaques and pass the information onto the owner. Information about vendors that create the plaques could be given as well. It was noted the plaques could be placed on the home, on a front gate, or both, as was done elsewhere in Boynton Beach. The plaques were very complimentary. Mr. Gionfriddo expressed an interest in touring the City with Mr. Adams to learn about its housing stock. Mr. Adams explained that was the purpose of the survey. He and Chair Jones had covered 50 to 60 properties in one day. The survey would document potentially eligible properties and discussion followed about designation of such properties. Mr. Adams also advised the owner of the Lyman House had inquired about the program, and an agreement was made to discuss the matter. Information was sent to the owner to review in the meantime. Discussion followed this property owner had detailed information and construction bills, which would be helpful. 7. Other None. 8. Comments by members Mr. Salomonsson inquired if there was any information when the members could take a tour of the Old High School. Mr. Adams responded Wednesday afternoons were the best day to view the premises, but it gets dark fairly early. He suggested all the members email dates that fell on a Wednesday afternoon in late February that would be convenient for them. The tour would commence about 3 p.m. and Risk Management would require the members to wear suits and face masks. The idea was for the entire Board to take the tour together. 9 Public Comments None. 10. Announce date of next meeting — February 13, 2012 Mr. Adams requested the members contact him in advance if they could not attend the meetings. If three meetings were missed in a calendar year, members would receive a warning from the City Clerk's office that a fourth absence would result in removal.
