Minutes 05-02-11 MINUTES OF THE HISTORIC PRESERVATION AD HOC COMMITTEE MEETING HELD ON MONDAY, MAY 2, 2011 AT 5:00 P.M. AT FIRE STATION #2, 2615 W. WOOLBRIGHT AVENUE, BOYNTON BEACH, FLORIDA PRESENT: Ed Breese, Principal Planner Barbara Ready, Vice Chair Janet DeVries, arrived 5:33 p.m. Eric Jones John McGovern, arrived 5:34 p.m. Linda Stabile ABSENT: Warren Adams, Chair Gaylord Allan Hendricks 1. Call to order Barbara Ready acted as Chair and called the meeting to order at 5:29 p.m. 2. Approval of minutes Approval of the minutes was postponed until the next meeting. 3. Public Education brochures /flyers Mr. Breese put the new tri -fold brochure together with the changes requested by the members. Spacing changes were identified as was changing the word "pride" to "interaction" on the center panel. Chair Adams had suggested bordering the photos which was done. It greatly enhanced the images. Staff also received the logos from the National Trust for Historic Preservation and the Boynton Beach Historical Society which were put on the brochure. Staff will try to get the changes camera ready for the next meeting. Motion Mr. Jones moved to approve the final draft of the flyer as discussed. Ms. Stabile seconded the motion that unanimously passed. 4. Mail out preparation There had been prior discussion of putting labels on the envelops at a meeting. Mr. Breese obtained the labels from the Property Appraisers Office and they would address the envelopes after the meeting. 1 Meeting Minutes Historic Preservation Ad Hoc Committee Boynton Beach, FL May 2, 2011 5. Summarize tasks or accomplishments for next meeting It was noted Historic Preservation Month is May and a proclamation was sent to the City Clerk. The proclamation will be read at the May 17th City Commission meeting and the members were urged to attend. 6. Staff comments The Historic Preservation Planner job was posted on the City's website. Staff contacted the Florida Trust and they will post the position on their website as well. Mr. Breese announced Ms. Stabile and Mr. Jones were appointed to the Historic Preservation Board and the members were encouraged to invite other interested individuals wanting to serve on the Board to make application and forward it to the City Clerk's office. It was anticipated the new Board would have seven regular members and two alternates. The Board would be a quasi - judicial Board. Discussion turned to whether the Committee could write a letter endorsing Chair Adams for the Historic Preservation Planner position or if the members could write letters on their own. If so, a blanket letter could be sent from the committee. It was suggested the members agree to serve as a reference. It was unknown if they would accept letters and it was also suggested waiting to determine if the individual was being considered and then send a letter. The basic qualifications had to be met first and then contact would be made with the prospective employee. Chair Ready inquired who would decide who was hired. Mr. Breese explained normally there is a committee comprised of staff that makes the decision. The position would be in the Planning and Zoning Department. The letter could be a blanket letter indicating the members of the Ad Hoc Advisory Committee would like to write a letter of support of the candidacy of Chair Adams for the position. It was noted Chair Adams has professional experience in the field combined with insights which contributed greatly to the success of the Ad Hoc Committee's efforts. His knowledge and experience in this arena and with grants has been indispensible. It was suggested the letter should include that he is really connected, knowledgeable and well respected in the field. He serves on the Palm Beach County Historic Preservation Board and has the requisite knowledge and connections. Additionally, he has his Masters Degree in the field and has prior experience as well. 7. Public comments None. 8. Announce date of next meeting The next meeting will be held June 6, 2011. 2 Meeting Minutes Historic Preservation Ad Hoc Committee Boynton Beach, FL May 2, 2011 Vice Chair Ready sent information to the members advising the Historic Preservation National Trust was seeking input. Seminars will be held in Coco Beach and Ft. Lauderdale and the members were urged to attend. The communication sent by Vice Chair Ready contained a link so if the members cannot attend the seminar, they could still provide input. Ms. DeVries reported inquiries she received about historic homes increased 10 -fold. Ms. Stabile inquired if the CRA still had Facade Grants and suggested finding out if they were still available. Ms. Brooks had indicated to a neighborhood meeting that the grants are usually unclaimed because the public was not aware of them. The grants were matching grants and it was thought that information would be very helpful to disseminate. Communities could consider organizing a neighborhood improvement or cleanup. Additionally a neighborhood pride effort for historic preservation could be held using the funds if they were available. Donations from stores could supplement the effort. Ms. DeVries announced May 27th would be the 100th Anniversary of Major Boynton's death. The indicated photos would be printed in the newspapers. Additionally, when the reporter came looking for photographs of the high school for the tour, the photograph was viewed and an inquiry made who it was the man in the photo. The man was unknown and there appeared to be a search that expanded nationwide to identify "Boynton's Mystery Man." The photograph seemed to be taken around 1880 and was featured on CNN. The Historical Society meeting will be on Sunday, May 15th, and will include a dinner meeting at 5:30 p.m. at the Boynton Woman's Club. The fee was $5 or the participants could bring a food dish in lieu of the fee. Wine and the main entree will be provided by the Society. 9.
