Minutes 01-24-12 MINUTES OF THE ARTS COMMISSION HELD ON TUESDAY, JANUARY 24, 2012 AT 6:30 P.M. IN THE TRAINING ROOM AT FIRE STATION NO. 2, 2615 WEST WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA PRESENT: Barbara Ready, Chair Debby Coles - Dobay, Public Art Anderson Slocombe, Vice Chair (arr. 7 14) Administrator Deborah Bottorff William Combes Robyn Lorenz Christine Moeller ABSENT: Halena Wolf I. Call to Order The meeting was called to order at 6:30 p.m. II. Roll Call of Members Self- introductions were made. III. Agenda Approval Motion Mr. Combes moved to approve the agenda. Ms. Lorenz seconded the motion that unanimously passed. IV. Approve Meeting Minutes — November 25, 2011 Ms. Coles -Dobay advised she had changes to the minutes. On page two, Seacrest Seascape Celebration, it was not just a CRA project, it was a City and a CRA project. Also on page six, the minutes stated there would be food vendors. It should state there would be no food vendors. Motion Ms. Lorenz moved to approve the minutes as amended. Mr. Combes seconded the motion that unanimously passed. Meeting Minutes Arts Commission Boynton Beach, FL January 24, 2012 V. Announcements /Reports A. "Art District" Events Ms. Coles -Dobay advised the Art District on Industrial Avenue would be having an event on January 25 from 6:30 p.m. - 9:30 p.m. Rick Beau Lieu would be having his open house, as well. B. February 7, 2012 AIPP presentation to City Commission Ms. Coles -Dobay advised she would be giving a presentation on Art in Public Places at the City Commission meeting. It would be 10 minute video that talks about the projects and activities accomplished from 2011 to date. This presentation would be considered the Arts Commission annual report to the Commission. C. February 23, 2012 City Library "Fibre Art" Exhibit Artists Reception Ms. Coles -Dobay advised the Fibre Art Exhibit Artists Reception would be at the library. She mentioned the fibre art that was being spread around the City in random locations to promote the event. There had been a large public response from this. D. February 25, 2012 Kinetic Art Fundraiser Ms. Coles -Dobay advised she had worked with the Children's Schoolhouse Museum and artist Jeff Whyman, an acclaimed ceramicist, who offered to sell his work and donate the proceeds to benefit the Children's Schoolhouse Museum. It would also be a fundraiser for the International Kinetic Art Symposium. She encouraged the members to spread the word as it would be a great opportunity to obtain some affordable pieces by an international artist. VI. Art in Public Places Presentation A. AIPP Video Draft Ms. Coles -Dobay explained this would be the presented to the City Commission. She invited the Board members to attend the meeting and view the video presentation. Motion Mr. Combes moved to approve the video to be presented to the City Commission. Ms. Lorenz seconded the motion that unanimously passed. 2 Meeting Minutes Arts Commission Boynton Beach, FL January 24, 2012 B. AIPP Budget This was a handout given to the members. Ms. Coles -Dobay reviewed the line items and gave explanations of the elements of the projects and what the estimated and budgeted costs were. C. Developer List This was a handout provided to the Board members. VII. Project Updates A. Congress Barrier Free Park Public Art Chair Ready shared that she attended the opening of the new park and thought a wonderful job was done. Ms. Coles -Dobay added they set the stage so it appeared to have brooks running through it, dried river beds, grass and landscape. The Barrier Free Park meant it caters to all abilities, including handicap children and adults and people with Alzheimers. Accessibility to the disabled would not only be at the play areas, but also the environmental section which would include visual, aromatic and textural items. This was Phase I of the Park, which included a restroom area and a canopy. Part of the public art requirement would be met with screen panels on three buildings resembling shacks. They were made out of powder- coated aluminum cut out in a tree branch shape and would be placed in front of each door. Motion Ms. Lorenz moved to approve the installation of the public art. The motion was seconded by Mr. Combes and unanimously passed. B. Sunshine Square Update Ms. Coles -Dobay advised that in the back -up material there was a planned change in the way the landscaping would be installed which would complement the art pieces. She asked the members to review the plans and if acceptable, approve the changes. There was discussion on the different landscaping and art that was going to be installed. Motion Ms. Lorenz moved to approve the changes. The motion was seconded by Ms. Moeller and unanimously passed. 3 Meeting Minutes Arts Commission Boynton Beach, FL January 24, 2012 VIII. Exhibits A. Under 21 for the Sims Center Ms. Coles -Dobay showed a slide presentation and explained that there was a group that serviced young people and provided a safe environment where they could explore their inner artist. There were inquiries whether there was interest in bringing the artwork and program to Boynton Beach. It would help motivate and teach children responsibility, respect, honesty, integrity, trust and gratitude, and in- service through art. The length of time for the program would be four to six months. All the artists involved in the project provide their time on a volunteer basis and the group seeks out donations for supplies and food for the participants. There would be a committee that would come in and select art pieces to display. There was discussion on the program and it was decided that because it was a new concept, four months would be a good timeline. Motion Ms. Bottorff moved to approve the Under 21 program at the Sims Center for four months The motion was seconded by Mr. Combes and unanimously passed. B. Earth Day Exhibit in City Hall and City Library Ms. Coles -Dobay advised Earth Day would be April 22, 2012. The City celebrates Earth Day and also Earth Week. There are exhibits in the City Library and in City Hall. Art in Public Places would be used to contribute to the "green" effect. Ms. Coles -Dobay informed the members that she would like to use Paul Slater's, aka "Paulo" work. He would install four panels that would fill one of the windows in the City lobby. In association with that, the proceeds would go to BicycleXchange which is a community built bike recycling program. This was a place where bicycle parts are brought and participants are taught how to build bikes. There would be a reception during Earth Week where Paul could bring his bikes to the parking lot and also have one on display in the Library. His artwork would be on display for a period of four months. Motion Mr. Combes moved to approve the display with Paul Slater. The motion was seconded that unanimously passed. 4 Meeting Minutes Arts Commission Boynton Beach, FL January 24, 2012 IX. New Business A. Mural Approval for Arts District Ms. Coles -Dobay explained this item was to approve a recommendation made to allow murals in City designated Neighborhood Arts District on Industrial Avenue. This would be done without applying for approval from the Arts Commission or permitting from the Planning and Zoning department, as long as it complied with the Land Development Code. Planning and Zoning would do one site plan modification for this district only to allow these murals to occur. The murals are intended to improve the value and aesthetic appearance of the City, contribute to community identity and redevelopment, foster cultural identity and preserve history. They may be used to enhance blank walls that are visible to the public, all the while respecting community standards relative to decency and obscenity. The murals would be located in the warehouse area. The owner was happy with progress so far and was helping with this initiative. Motion Mr. Combes moved to approve the murals. The motion was seconded by Ms. Bottorff with discussion by Ms. Lorenz. She mentioned one of the standards addressed that the murals should not contain any obscene, indecent or immoral content and she felt group affiliation such as gangs should be added. Ms. Coles -Dobay advised that gangs would fall under the offensive category which was clearly outlined in the written process. In addition, this was being done in an organized fashion and the purpose was to make it family friendly. Ms. Coles -Dobay suggested going to the district and speaking to the artists. The motion unanimously passed. X. Unfinished Business — Int'I Kinetic Art Symposium and Exhibit Planning A. Planning for February 10, 2012 Workshop Chair Ready introduced the guests who were present for the workshop planning who were Nubia Richman, Flo Minton, Ralfonso and Rick Beau Lieu. Ms. Coles -Dobay expressed her thanks to the Board for all the energy and work done to get the project where it was today. She advised that many people were committed to attending, including the CRA staff and Board members, and many potential sponsors, as well as kinetic artists and gallerists that present kinetic art. 5 Meeting Minutes Arts Commission Boynton Beach, FL January 24, 2012 The workshop would take place in the Library Program room from 10:00 a.m. — 1:30 p.m. with some set -up taking place the evening before. Volunteers would be needed for check -in, and name tags, as well as refreshment set -up. B. Review of Each Board Member Presentation Ms. Coles -Dobay showed the slide presentation that reviewed everyone's areas of responsibility in addition to the schedule for the symposium. She advised that Ralfonso would be introduced at the beginning. He explained to the group what his presentation would entail. Ms. Coles -Dobay reminded everyone that the public had to understand that this was an international symposium and what it would offer to the art community in Boynton Beach It was not going to be "just another art festival ". Ms. Wolf would be responsible for the educational component and interacting with the Palm Beach County School district. Vice Chair Slocombe's area of responsibility would be the various locations the kinetic art exhibit would be placed to create a walkable kinetic art exhibit loop. There are currently 10 sites that would be utilized, with possibly four or five additional areas. Ms. Lorenz would be responsible for securing program vendors. She advised she would like assistance and suggestions for fabricators. All the vendors would have to be kinetic art related. Ms. Moeller would be responsible for the speakers and the presenters with one session on the history of kinetic art given by Ralfonso. Ms. Richman would be responsible for the youth workshop, with kinetic projects organized for two age groups, 8 -12 year olds and 13 -17 year olds. Ms. Bottorff's area of responsibility would be to design and develop the show book that would be for sale. It would include the history of kinetic art and information on the featured artists, as well as their photographs and general information. The book would be 56 pages. Ms. Minton suggested putting an interactive version of the book on the website. There was discussion on how the program would be promoted. There would be brochures that would be handed out that would provide information on activities, vendors, dining and shopping. Chair Ready would be responsible for coordinating the VIP reception and kinetic related entertainment. The reception would be for City officials, artists, sponsors and volunteers. C Brief Discussion about Status and Committee Update This item was discussed with the review of the Board member presentations. The meeting in February would be a great time to take action and solidify plans to move forward and discuss how to finish what there was left to do. D Website Preview Ms. Coles -Dobay showed the group a preview of the website and provided an explanation on each area. 6 Meeting Minutes Arts Commission Boynton Beach, FL January 24, 2012 XI.
