M. and announced i~ was a Special Meeting in accordance with Section 56 of the City Charter of the City of Boynton Beach to take up the pmoposed agreement with Delray Beach. She requested a motion to add the items approved at the Board meeting for rati- fication. Mr. Ha~mening so moved, seconded by Mr. Ca!dwell. Motion carried 5-0. Mr. Roberts moved to ratify the action taken on the memorandum from Mr. Robert Federspiel in regards to a report in the news- paper as to the reason for Mr. Canon~s dismissal, seconded by Mr. Harmening. No discussion. Motion carried 5-0. Mr. DeMarco moved to approve the organizational chart, Attach- ment A, seconded by Mr. Ca,dwell. Mayor Jackson clarified this was ratifying the action t~ken by the Board. No discussion. Motion carried 5-0. Mr. Ca!dwell moved to ratify the action taken by the Regional Sewer Board to crea~emploMee positions as laid out in Attach- ment B~ seconded by Mr. HaPmening. No discussion. Motion carried 5-0. Mr. Caldwell m~v~d to app~e ra~ification of the Board's action to approve the ~ob descriptions as laid out in Attackment C~ seconded by Mr. Harmening. No discussion. Motion carried 5-0. GRADE 19 OPERATOR III ~JOR FUNCTION This is technical and supervisory work in the Public Utilities Department. An employee in this class is responsible for an assigned shift of duty, performs complex laboratory tests, assists in ~he training of lower level operators, performs certain clerical and administrative duties and devotes a significant amount of time to study for State of Florida Certification as a Water or Waste- water Operator, Grade A. Makes monthly reports to all county, state and federal agen- cies; assists chief operator in making budget for treatment plant, reviews plant inventory and orders supplies and equipment. OPERATOR II ~.~zAJOR ±. UNCT__ON This is moderately advanced work in sewer and water treatment processes. An employee performs chemical, mechanical and electrical tasks of limited difficulty. The employee observes and assists with the more co~olex operations and devotes a significant amount of his work time to these and other training processes leading to a State of Florida Certification as a Water or Wastewater Plant Operator, Grade B. Work is reviewed by examination of work performed, by observation and by periodic conferences. ILLUSTRATIVE DUTIES Reads water flow gages, pressure gages, rate controllers; takes water samples; performs laboratory analyses and makes chemical reagents and maintains data logs. Checks to see if pumps are cycling properly. Makes adjustments in all water or sewer machinery a~m controlling devices; makes simple mechanical and electrical repairs; observes equipment malfunctions; corrects minor malfunctions and calls in-a senior employee to correct more difficult p~obtems. Assists in training of employees in the Opera~o~ I classification May perform, clerical and manual work of lower classifications. Performs related work as required. At first the employee works under close supervision, and all work is reviewed by a senior employee, but he performs~some assigned work independently as he gains knowledge 'and experience. An employee in this class performs regular laboratory tests in accordance with an established schedule and special tests are performed upon request or upon the initiative of the chemist; work is performed in accordance Qith standard laboratory procedures or special instructions from a supervisor. Reports of laboratory analysis are submitted to a supervisor with recommenda- tions for changes in operating procedures to correct or modify the abnormal condition found. Work is evaluated through discussion with a supervisor through analysis of laboratory reports, and through ~bservation of work performed. Work is also subject to check through periodic analysis conducte~ by public health agencies. ~LLUSTRATIVE. E~?3~IPLES OF WORK: Analyzes sewage and industrial waste.
