Minutes 02-08-12 MINUTES OF THE COMMUNITY RELATIONS BOARD HELD ON WEDNESDAY FEBRUARY 8, 2012, AT 7:00 P.M. IN THE COMMISSION CHAMBERS, 100 E. BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA PRESENT: Ben Lowe Margret Newton Vince Piraino Lesha Roundtree Phyllis Stern Willie Swoope Floyd Zonenstein Wendy Kelly, Alternate Richard Wise, Alternate ABSENT: Regina Waterhouse, Chair Evelyn Duplecy 1. Call to Order Due to the absence of Chair Waterhouse, Mr. Zonenstein called the meeting to order at 7:00 p.m. 2. Pledge of Allegiance to the Flag The members recited the Pledge of Allegiance to the Flag. 3. Roll Call The Recording Secretary called the roll and determined a quorum was present. 4. Approval of Minutes — January 11, 2012 Mr. Swoope advised his name was misspelled under "Present" members. Ms. Stern moved to accept the amended minutes. Mr. Zonenstein seconded the motion that unanimously passed. 5. Approval of Agenda Due to the absence of Chair Waterhouse, the Board members did not have an agenda. Therefore, the agenda could not be approved and there were no formal items for discussion. Meeting Minutes Community Relations Board Boynton Beach, FL February 8, 2012 There was a general, informal discussion among the members regarding receipt of the agenda. There was agreement that Chair Waterhouse should provide copies of the agenda to each Board member ahead of time. It should also be provided to the City Clerk's office for inclusion on the website so the public could view the agenda items. Motion Mr. Lowe moved to have Chair Waterhouse provide copies of the agenda as noted no later than the Monday prior to the scheduled meeting. The motion was seconded by Ms. Stern and unanimously passed. The Board discussed other items they felt should be addressed. Mr. Swoope advised that according to the Ordinance, a Vice Chair should be appointed as the previous Vice Chair no longer sat on the Board. This should be put on next month's agenda as an action item. Ms. Newton advised the Boynton Historical Society would have a black history presentation at the Library on February 13 at 6:30 p.m. She urged everyone to attend. She also noted that she had asked the Board Liaison, Officer Huntington, to provide a map of the City defining the different areas. She felt it would be a beneficial tool to learn where things were in the City. To date, nothing had been received and the issue had not been addressed. She would like it addressed again. Ms. Newton advised the Board that she had received numerous inquiries from residents about the image the City was incurring as a result of the incidents of the past few weeks with the Mayor and City Commission. She inquired if the Board had any kind of stance to voice opinions or should the issues be left alone. She further inquired if the Board had the right to express its feelings and the feelings of the public. After discussion, it was noted that the Board had a mandate that stated nothing political could be addressed as that may state opinion. If residents were concerned, it would be better for them to address the issue with the City, their representative or directly with the City Commission.
