BEACH, FLORIDA, HELD IN CITY HALL, MONDAY, JANUARY 23, 1978.

Mayor Jackson called the special meeting to order at 4:25 P.M.
to consider the following:
1. BIDS
a. Construction of Galaxy Park
b. Construction of Office Building
c. N.E. 7th St. Drainage & Road Construction.
The Mayor asked if the other members were willing to consider
a.resolution that she might present to the legislative delega-
tion which will meet one week from today and also discnss the
regional sewer plant since that Board will meet February 2nd.
Both of these items need to be considered before the next
regular Council Meeting. It was agreed to add these two items
to the agenda.
Construction of Galaxy Park
Mr. Kohl recommended that the bid on this proDect be awarded to
Barile Excavating Co. at bid figure of $104,550.00. The
original bid came in at $163,000.00 but change orders had to
be issued because this figure was above the allotted figure of
$136,875.00. The restrooms and shelter will come in later in
another bid. This project must get underway by February 1st.
~Lr. DeMarco made a motion to award the bid to Barile Excavating
at $104,550.00, 150 days completion,_provided it meets all
specifications. Motion seconded by Mr. Robers and carried 3-0.
Construction of Office Building
Mr. Kohl read the following alternate bids on this project.
1. Gersch & Bramuchi
2. Lassiter Construction Co.
3. E.N. Rita Co.

298,890.00
267,190.00
Mr. Kohl stated they have all met the requirements and recommended
the bid b~ awarded to E.N. Rita as low alternate bid with comple-
tion in 150 days. Mr. Roberts moved to accept the City Manager's
recommendation and award the bid to E.N. Rita Co. based on their
alternate bid of $267,190.00. Motion seconded by Mr. DeMarco and
carried 3-0. This is a one story building but the foundation
will support a second story when needed.

N. E. 7th Street Drainage & Road Construction
Mr. Kohl advised the Council that Cameroun had not been able to
put up a constnuction bond and asked that the Council award the
bid for the drainage and construction of a portion of N.EL 7th St.
to Rubin Construction Co. at $88,244.70. Mr. DeMarco made a
motion to award the bid to Rubin Construction at $88,244.70 since
the low bidder was unable to present a performance bond. Motion
seconded by Mr. Roberts and carried 3-0.
RESOLUTION NO. 78-E
Mr. Kohl read Resolution 78-E in its' entirety urging the enactment
of any bill relating to the financing of new local government
duties. Mr. Roberts moved for the adoption of Resolution 78-E.
M~tion seconded by Mr. DeMarco and a roll call vote was taken:
Councilman DeMarco - Aye
Mayor Jackson - Aye
Councilman Roberts - Aye
Motion carried 3-0.
Ma~or Jackson requested approval to read this and also to urge
the legislative delegation to vote for ~endments to ~ouse Bill
Number 139 when they meet here January 30th. This is in regard
to collecting on our sewer plant.
The Mayor asked that all members of the Council familiarize them-
selves with the operations Manual of the Regional Sewer Plant
and also ~hnex I (AllocatiOn of Operating Costs) to the Inter-
local ~greement before the meeting of that Board scheduled for
February 2nd.
