Mayor Zack called the meeting to order at 4:00 P. M. and an-
nounced it was a Special Meeting in accorda~nce with Section
56 of the City Charter of the City of Boynton Beach for the
purpose of meeSing with the Community Relations Board with
regards to housing.
Mayor Zack requested Mr. Charles Johnson, Co-Chairman of
the Community Relations Board, to start the discussion.
Mr. Johnson appeared before the City Council and suggested
that ~rs. Goldberg read the minutes of the last meeting of
the Community Relations Board to show the reaction of the
Board. Mrs. Goldberg then read the portion of the minutes
regarding the Board's discussio~ of housing.
Mayor Zack clarified that this was Rot a Workshop Meeting,
but a Special Meeting so the Council can act if they desire.
Y~s. Jackson suggested that the members of the Community
Relations Board introduce themselves. Mm-. Johnson intro-
duced them and requested them to stand.
Mx. DeMarco then requested that the questions be answered
as outlined in the minutes. Mayor Zack requested Mr. Barry
Seaman to come forward and M~. Barry Seaman stated his, name
and advised that .he was the Executive Director of the Palm
Beach County Housing Authority. He explained that the City
could get Federal funds without a Housing Authority through
Community Development, but clarified that he was referring
to funds available through the County agency. He exDlained
how money was available from the County through the Section
8 Program to house people now that need it. There are 100
people from Boynton Beach who have made applications and
some are house~ within the City. He will be glad to smswer
questions which will probably eliminate doubts.
Mr. DeMarco read the first question from the minutes asking
where they could get information on the pros and cons o¢
having an Authority and Mr. Seaman informed them that the
Florida Statutes tell how to establish a Housing Authority
~ud give criteria and specifications. Mayor Zack questioned
the powers of an Authority and _Mr. Seaman informed them that
if a Housing Authority is created, their powers are no
greater tham a development in the City. They must adhere

to the building codes, zoning laws, etc. Their main purnose
is to try to house people in the community through Federal
funds or any program. Mayor Zack asked if they had any other
authority and Ms. Seama~ replied that they could not come in
and demolish houses.
Mss. Jackson asked if there was a difference between a Hous-
ing Authority a~d Urban Renewal and Mr. Seaman informed her
that Urban Renewal comes under County Government and a Hous-
ing Authority is covered b~ Florida Statutes. Mss. Jackson
s~ked if a Housing Authority could turn into ~Urban Renewal
Development and Mx. Seaman replied: no, but they can help.

Mayor Zack asked if the City could ~btain funds without a
Housing Authority and Mr. Seaman repliedtthat they could,
but a Housing Authority is established for the funds avail-
able ~nd to have direct communication. They must administer
the program, follow Federal guidelines, etc.
Mr. DeMarco referred to the t00 applications submitted and
asked if they would still qualify without a Housing Authority
and Mr. Seaman replied: no, but they have approximately 15
house~, 20 to 30 certified, and the remainder in the process
of being qualified. When the Council abolished the Authority,
they pulled back and notified the residents that in order to
qualify under the program, they would have to come out of the
City limits into the County.
Mayor Zack referred to the maintenance of the houses and Mr.
Seaman explained how the County inspectors inspected the houses
before they were occupied and during the year to make sure the
landlords maintain them. He added that they can only come into
the City limits with an Interlocal Agreement with the Housing
Authority. They are basically set up for the Section 8 I%~o-
~am in the City limits ~ud if the City w~uts funds to build,
they must come back before the Housing Authority to make sure
it meets criteria.
~. Caldwell referred to the Authority being autonomous and
questioned their authority as far as the location of sites
s_nd Mr. Seaman replied that the Authority goes by the zoning
laws and H~' determines a target area under the Community
Development ~rogram. He explained how the Community Develop-
ment Program had 19 communities involved sa~d the Area Planning
Board determined where the housing is to be. M=~. Caldwell
referred to the possibility of vaca~ut lots being bought in
the-Golfvlew Harbour area and a new slum being created ~aud
Mr. Seaman informed him that the Federal Government deesnot
put up anything. The Housing Authority applies to the Federal
Government for units available which will be subsidized. If
a developer wants to build a block, he must submit plans and
the Council must approve th~ plans; it is controlled by the
Council.

Mr. Caldwell referred to reading information and asked if the
Housing A~uthority had the power to float bonds and ~. Seaman
replied: yes. Mm. Caldwell asked who was ultimately responsi-
ble for the repayment and ~. Seaman replied: the Housing
Authority. Mr. Caldwell stated that this meant the City. He
asked if the City donated funds to the Housing Authority and
~zm. Seaman replied: nod but if the City wanted a working
Housing Authority to build houses, the City can fund them if
they so desire. Florida Statute 422 cove=rs the funding,
The way the resolution is written form/_ng the Housing Auth-
ority can state the City will not fund them at all.
Mr. Strnad referred to Mr. Seaman,s experience in this field
and asked if he ever knew,~ a Housing Authority to buy lots
to create houses for the needy or to ta~ a particular tract
for this particular purpose and ~. Seams_u replied that years
ago, they used to buy a block, but today even the Federal
Government does not want to build 100 to 200 houses, but
they are going back to individual homes spread out. They
do not want to create slum areas. They let people go out
into the community and pick anywhere they want.
~. Strnad referred to asking Mr. Seaman originally ~o come
and explain things e~ud stated that he thinks this Council
acted unintelligently and unwisely in dispanding the Board.
He could have come when he asked previously and it would have
been all settled.
Mrs. Jackson stated that the Civil Rights Laws decide whether
someone will go in a certain place and ~m. Seaman agreed that
the Civil Rights Laws let people live where they ws~t.
Mayor Zack referred to hs3~ing a number of houses on North
Seacrest Blvd. bo~mded up a~ud asked if it was possible for
Federal housing to buy these homes and Mm. Seaman replied
that he didn't R~uow just how these were tied up. ~. Kohl
s. dded that he tried to procure these homes for Boynton Beach,
but was unsuccessful. Mr. Seaman. added that there was the
possibility they were still available.
~. DeMarco continued with the questions listed in the min-
utes and asked how much Federal money was available and ~.
Seaman replied that Federal money becomes available all the
time. Right now, he has 521 units issued to him under Sec-
tion 8, which is approximately 1} million dollars. He can
put these in any city. He just re-applied for a.n additional
500 units. There are millions of dollars available. Mr.
Eohl clarified that he was referring to Section 8 money,
which is rent subsidy and ~. Seaman agreed and added that
with regards to new homes, they were only allotted 75 units
for Palm Beach County.

Mayor Zack referred to the question asked of what becomes of
the money allocated to Boynton Beach for ~975-76 and Mr. Kohl
replied that it is being used for other projects in the City
under Community Development and they are doingrehao!ll~tlon,
sidewalk~, drainage, etc., which the citizen committee has
asked for.
Mrs. Jackson referred to receiving a notice in the mail that
the May 9 date had been extended to June 3 and Mr. Sesm~an
agreed. Mayor Zack stated~that based on this, the City could
meet the deadline and Mr. Seaman clarified that this was for
the people who already applied under the deadline and not for
additional people to apply.
Mrs. Wagner referred to there being various types of Inter-
local Agreements and s~ated it was up to the lawyer to d~e-cide
what this particular City wants and ~. Seaman reolied that
if funds are available to the County, the Interlo~al Agreement
controls what they can do in the City limits.
Mr. Ron Johnson referred to Mr. C~dwell's statement about
the possibility of homes being built on vaa~t lots aud asked
if a Housing Authority could buy land ~ud build and ~.
Seaman replied that they could apply for funds and units
available. Mr. Johnson referred to the possibility of a
tract of land being used in Laurel Hills and asked if it
could be prevented and Mr. Seaman informed him that the citi-
zens have the right to petition if they don't want it smd
the City Council has the right to decide.
Mayor Zack referred to the power of a Housing Authority and
asked who was responsible ~ud who checks on it and M~. Seam~
explained how according to Florida Statutes, there are five
commissioners appointed by the M~yor to run the Authority.
The City Council appoints the Board to the Housing Authority,
so it is up to them to appoint the proper people. ~myor
Zack questioned the responsibility and stated that the Coun-
cil appoints the five people ~ud oasses a resolution with a
copy sent to the County and the C~ty is comDletely out of it
and ~. Seaman agreed. Mayor Zack cls~ifie~ that as far as
indebtedness, it is the responsibility of the Housing Author-
it~ and P~. Seaman a~reed, but added that the City could do-
nate money or contribute if they chose. The City covers it-
selfbasmcally' by the resolution establishing the Housing
Authority regarding the funding. The County Housing Author-
ity has funds av~laole' ~ under different type pro~_ams~ to be
used in the City limits. The County c~unot do anything with
the funds without a Housing Authority. The City Government
cannot enter into an agreement with the County Housing Auth-
ority.

Mayor Zack referred to the people applying and asked where
they applied and who checks on them and Mr. Seaman informed
him that the people apply directly to the County. He added
that at one time, they planned to have somebody from the
County A~thority here at the City to take applications.
~s. Jackson referred to thetlaw stating .appointments for
one, two, three and four years and stated that this is longer
than any Council member's term and she believes there is a
law stating that nobody can be appointed longer then a Coun-
cil member's term ~ud Tm. Moore replied that he thought this
was the exception to that rule.
Mr. Moore then asked if there was a County Housing Authority
and Nm. Seaman replied: yes, it is created by the State and
the Board of Directors are appointed by the Governor. ME.
Moore asked if they were allowed tbehave County officials or
County employees on the Board and ~. Seaman replied: no.
Mr. Moore questioned the reason for this and asked where there
was a conflict ~ud ~. Seaman replied that he was not sure.
~C~. Moore stated that it seemed proper to have the people
elected take care of the housing needs with being closest
to the people. Mr. Seaman stated that the City and County
Authorities are established the same way.
~. DeMarco referred to Lake Worth being in need of better
ho~sing and asked why they did not have a Housing Authority
and ~. Seaman explained how the mention of Housing Authority
scared people. ~. DeMarco asked if Delray Beach was opera-
ting now and M~. Seaman replied: ~es. Mm. De~rco referred
to Riviera Beach and M~. Seaman informed him they were pretty
well straightened out and he referred to anything being a
little off getting a big writeup. He referred to HUD coming
at a moment,s notice and advised that they must operate by
the guidelines in spending the funds.
R~. DeMarco referred to controlling the Housing Authority
by resolution and Mr. Seaman clarified they control the
funding part and have control of who is appointed. He
added that a Housing Authority cannot build any way they
w~ut to and must meet all codes, etc. and also the Federal
Government cannot build and~overlook co~es s~d regulations.
Mayor Zack referred to the City passing the resolution and
asked what would happen if they wanted to discontiuue it in
one to two years ~ud ~. Seaman replied that they cannot
abolish it once it is established. ¥~. Strnad asked if it
was legal to abolish the Board like they did and Mr. Seaman
replied that it was not properly established. ~. Strnad
referred to the City Attorney stating that the Board gets
life when the resolution is passed declaring the need 8~d

Mr. Seaman clarified that the resolution established the need,
but another resolution must be passed establishing the Housing
Authority. They will only get involved with the City of
Boynton Beach upon their request. Funds are available ~nd
units are available. Mr. Kohl clarified that a resolution
was passed declaring the need for a Housing Authority, but
a resolution for a Housing Authority was never passed, but
members were appointed to a Housing Board. Mr. Strnad re-
ferred to the Board being created by the resolution declar-
ing the ne~d s~d ~. Seaman clarified that at one meeting,
the need was created by resolution; at the next meeting, a
Board was created; but no resolution was passed creating a
Housing Authority. Ns. ~oore added that two resolutions are
needed, but only one was passed. M~. Strnad asked if the
Board was in effect and Mr. Seaman explained how it ws~ re-
searched and found that a re~olution was not passed for the
~ous~g ~thority and a Housing Authority was not properly
sta~l~sh~d, which null and voided the Board appointed.
~ ~ Kohl tol~ about talking with Mr. Bob Levy when they first
started and how the City plar~ued to work through the'County
Housing Authority without having a City Ho~sing Authority.
.~lso, Delray Beach asked the City to come in with them.
Mayor Eack stated he thought the biggest concern was not to
get in a similar situation li~e Delray Beach ~ud Riviera
Beach. He realizes the City can be out of it ~ud the most
important thing is who is appointed.
~. Seaman stated he understood that instead of Boynton Beach
getting involved in nous~no, they were going to t~ke the funds
available. This is all controlled by the Interlocat Agree-
ment.
N~. Strnad asked if he ~ew offhand how many members the
other cities had on their Boards or could recommend a num-
ber which would be sufficient s~d ~. Seaman informed him
that the Florida Statutes state five. M~. Strnmd asked if
they could have 10 or 15 members and ~. Seaman replied: no.
Mrs. Jackson referred to the law stating that no member of
a Housing Authority could have direct or indirect interest
~ud referred to the possibility of a member living in a con-
dominium and this being found as a place to rent and the
member could not vote and ~. Seaman agreed. Mr. Caldwell
referred to Leisureville ~ud asked if it was a possibility
of locating a low rental family there with the rent being
subsidized accordingly and ~. Seaman informed him if it
met the requirements, they woul8 subsidize the rent. ~ney
discussed f~ther the placement of a person into a condomin-
ium and M~. Seaman told about their rules and regulations.

Mayor Zack asked who checked on the person applying for rent
subsidies and Mr. Sea,mn explained how he had a full time
staff interviewing people, verifying incomes, inspecting
homes before and during residence, etc. ~s. Jackson asked
what happened when people moved out and Mr. Seaman informed
her that it is inspected and they guarantee to reimburse for
damages. He added that they also recertify the people every
year.
Mayor Eack referred to the possibility of a f~m~ly requiring
a three or four bedroom house and asked what was done if
only two bedroom houses were available and Mr. Se~an re-
plied that if none were available, they must look e~sewhe~e.~ ~
M~. Simen ~yder referred to this program only covering rent
subsidies and asked about funds for new housing and Mr.
Seaman replied that developers would like to build in the
City some duplexes under Section 8, but will not apply until
there is a Housing Authority. Fm. Ryder asked f~here the
funds would come from and ~Lr. Seaman replied: HUN. Mr.
Ryder referred to funds beln~ llm~ted for new ~ ~
t~. Seams_u agreed and explained that there were 32 eligible
for the whole County, but if more cities ~pplied to the area
office for housing, Palm Beach County would get a lot more
houses. He had 48 available and one developer is building
them in the County.
Mm~. Ryder asked how Riviera Beach was able to get so many
units and ~,~. Seaman told about applying to the Jacksonville
office for 500 units, but possibly may only get 200. The
County and Riviera Beach built houses Under a bond issue.
The Palm Beach County Housing Authority has 200 units ob-
tained by a bond issue.
Mayor Zack announced he had invite~ M~. Howell to attend
and requested him to give additional input. Mr. Howell
stated that he has been listening and there appears to be
some confusion. If the City has a Housing Authority, it
should crea~more homsing in Boynton Beach. The rental sub-
sidies are there. With the money being available through
rent subsidies, people will be interested in buildi~ hous-
ing. When housing is built, this is where the Housing Auth-
ority comes in with screening people and checking the units.
The Building Department could demolish houses and would also
inspect buildings to make sure the peoole do keeo them up.
He does not know if this Authority wou~d have to-be included
in the resolution. Mm. Seaman informed him that the Housing
Authority must set up bylaws which they are going to operate
by. Mayor Zack added that there was nothing in Statute 421
regarding inspection.

Mrs. Jackson referred to the minutes_ of the first meeting
of the Community Relations Board when it was mentioned that
$600,000 was left for Boynton Beach from last yes~ and ~s.
Seaman informed her it was still available. ~. Howell
added that they do have permits out now for rehabilitation.
Mrs. Jackson referred to new building being brought in and
asked if it was taxable and Ms. Howell replied: absolutely.
~. Seaman clarified that the Housing Authority would make a
P~vment in lieu of taxes.
Mrs. BlancBsGirtman stated she would like to ask Mr. Seaman
some questions. Would it be more beneficial for the City of
Boynton Beach to organize their own Housing Authority like

Beach operate under the County A~rity or are gh~sepsm~ate$
if, in the future, Boynton Beach would like to Withdraw from
the County Housing Authority, is it possible. Mr. Eeaman
informed her that the County has no control over Delraj Beach
or Riviera Beach. ~ey are established by the cities mud do
whatever they want. In reference to building, they must
have the property to build on, obtain the funds, etc, If not
properly established, they cannot borrow money. As to whether
they can back out, they certainly can. The Inter~ocal Agree-
ment is only binding as long as both parties agree. ~ss.
Jackson referred to his statement previously that once they
have a HousLug Authority, it cannot be abolished and Mr.
Seaman clarified that hewas ~eferr~ng~ '- to an Interlocal Agree-
ment now. They cemnot abolish the Board, but can leave the
County.
Mayor Zack referred to the resolution required by the Housing
Authority and questioned who paid the expenses for the attor-
ney, etc. and ~h~. Seaman replied that any bills the Authority
creates, the Housing Authority has to pay. If they are uti-
lizing the County .~_uthority and their funds, they utilize
their attorneys. He stressed that the Authority should work
closely with the City Council. If the County Attorney draws
something up, the City Attorney should look it over. ~ney
are paying the cost for personnel, etc.
N~s. Girtman clarified that it would be more profitable for
the City of Boynton Beach to organize a Housing AuthoritF~
through the County and use the County ._utnor~_ty~ ' ' and ~. Seaman
agreed. Mss. Girtman clarified that nobody on the Housing

n_s own pockets and M~. Seaman agreed.
Mrs. Girtman clarified that if she was a member of the Board,
her own property could not be utilizied and
~. Seaman agreed.
~e. Girtman ~hen requested that the City Council at this
meeting consider organizing a Housing Authority for the City
of Boynton Beach. She referred to the list of names being
submitted and stated th~ they do need a Housing Authority~
for the people to get housing. She ~uows t_he citizens would

be grateful if the Council would consider this. Mm. Charles
Johnson added that most imoortant is having a Housing Author-
ity. ~
Mm. Chs~les Joh~uson then asked about the possibility of being
sued and M~. Seaman replied that they must stay in the posi-
tion not to be sued. If the Housing Authority has no funds
and uses his Authority, he can also be sued. He will put
money in.the City, but must have permission. M~. Johnson
referred to being people from the City and asked if the City
Attorney would protect them and Mr. Seaman replied only if
the Council allows him to. Mr. Seaman explained how the
Housing Authority would be separate and would not have pro-
tection. ~. Moore explained how they would be considered
officers of a non-profit organization. Mr. Seaman added that
it would be the corporation being sued and not the members
personally.
~yor Zack asked as far as the Community Relations Board was
concerned, was there a need and Mr. Johnson informed him that
they did come up with a resolution, but felt they had to know
further before submitti~ it. Mms. Goldberg added that she
thought they must make a final decision at their~next meeting.
~. Johnson stated that with 100 applications received, there
is a need. The 100 applications were secured without notice,
so there possibly may be 200 to ~00 people in need.
M~s. Jackson suggested that the Co~unity Relations Board go
back and digest what was heard today and discuss it further
and then come back to the Council with a recommendation.
She wants to get the show on the road, but feels it should
be considered further.
Mme. Jackson moved to table this until~the Community Rela-
tions Board submits a recommendation. Mayor Zack~reolied
that they do have the need. -
Mr. Johnson asked just how long they could hold onto the
funds for rent subsidies and Mro Seaman told about the pro-
blem they were encountering with people beinu certified hav-
ing 60 days to find a place to live. If after 60 days, they
do not find a place, they must go back on the waiting list
of over 700 people. Every day someone,s 60 days are expiring.
M~. Strnad stated he didn't think we should banter this
around any more. If the Councilwoman has any questions,
she should ask them. M~s. Jackson. clarified that she
wanted the Community Relations Board to discuss this fur-
ther. She told about attending the last Community Relations
Board meeting a~ud how there were questions asked and they
requested a workshop meeting with the Council to discuss
things. Mmyor Zack~replied that he does not believe in

workshop meetings as action cannot be taken. Mrs. Jackson
replied that she agreed ordinarily; however, these people
asked for a workshop ~eeting so they could discuss it fur-
ther. M~¥or Zack stated that at the first meeting he attended
of the Community R~lations Board, they talked about a wor~hop
meeting, but he informed them he would call a special meeting.
Mr. De~%rco stated he agreed with F~s. Jackson and he would
like these things discussed further. He is sure all these
questions would not have been asked if everything was clear.
He thinks they should wait for a recommendation from the
Community Relations Board. Mayor Zack informed him that he
brought up most of the questions asked today at the first
meeting he attended. Mm. Charles Johnson¢clarifted that the
prim~ pu-~pose was to acquaint the City Council and M~s.
Girtman added that they asked these questions today to inform
the City Council. The Board is clear on them since Mr. Seaman
has been meeting with them. They wanted the Council to know
what is going on.
Mr. Catdwell asked if she felt now was the time to take posi-
tive action or hold in abeyance and M~rs. Girtman replied that
they should take positive action. Mr. Caldwell asked the
other members, opinions.
Mr. Ron Johnson asked if they didn't form a Housing Authority
today, would it mean they would lose money now or have six to
seven months to wait to get money and Mr. Se~m~n replied that
they would lose because the people who applied have a 60 day
time limit running out. He also only has so many units avail-
able and cannot set s~y aside for the City. They will be
losing the opportunity ~ow on those available.
Mr. Meisinger referred to being a member of the origins~
Housing Authority and stated the need existed then.emd
exists right now. He told about their work previously ~uad
stated the Council must determine whether they want it or
not.
M~. Charles Johnson informed the Council that they did come
up with a resolution at their last meeting and will present
it with hopes that the Council will act on it at their next
meeting. M~s. Goldberg added that a motion was made, seconded
and passed to send the resolution to the City Council. She
referred to Mr. Seaman,s statement that the City Council mem-
bers can pass a resolution limiting powers and M~. Seaman
clarified that the Board can ma_ke~a resolution, but it is the
resolution the Council comes up with which forms the Housing
Authority. Once the Authority is established, the Council
picks the members for the Board and then it is up to those
men, bets to set up the bylaws and operation.

Mr. Moore suggested that everyone read the Statutes as the
questions are distinctly ~mswered. The City Co~u~cil recog-
nizes the need for a Housing Authority and creates the Board
and that is the end of City Council input. Mmyor Zack clari-
fied~Jthat two resolutions were needed, o~e declaring the need
and one establishing the ~uthority. Mr. Moore added that t~
powers, duties, etc. are set fort~ in the Statutes.
Mrs. Jackson again stated her motion to table this, so every
member of the Community Relations Board has the chance to
read Statutes 42~ and 422 and information on Section 8. Mr.
DeMarco seconded the motion stating that he felt all should
be better versed.
Mayor Zack suggested taking a ssraw vote of the members of
the Community Relations Board, as he believes there is a need.

Mr. Caldwell asked if when the resolution was passed creating
the Housing Authority, could the same resolution restrict the
Dowers of the Authority or is it solely up to the iuthority
once it is created and Mr. Seaman replied that it was uo to
the ~uthority as all the City Council does is create itl
Caldwell+ clarified that the Council's hold was in the appoint-
ment of the members of the Board. ~fr. Caldwell asked who
would draw up the bylaws and ~. Seal, an replied that the
Board would. ~. Ron Johnson asked if the bylaws were per-
manent and N~. Seaman replied: no, they could always be
amended. ~r. DeMarco stated that after creating the need,
the Council would have no further control and Mr. Moore in-
for=eG him that the Council would appoint replacements as
needed.
M~s. Jackson asked how many members of the Community Rela-
tions Board had read Statutes 421 and 422 and only three
responded.
Mr. Meisinger stated that the Council must establish the need,
establish a Housing Authority and appoint dedicated, reliable
people on the Board. Mr. Ron Johnson added that the first one

~s. Girtman asked how many steps they would have to go
through before getting a Housing Authority in operation?
How many more meetings, etc.? The need has been estab-
lished long ago. How long will it take to do something for
the City? Mr. Moore replied that he thought it should be
done in one swoop. He thinks the decision should be made
if they want a Housing Authority and ~o implement whatever
steps are necessary. They must make the decision at one
time and go forward with the whole thing. Mr. Belden re-
ferred to dealing with human lives and told about the ex-
pected growth rate of Boynten Beach. They must consider
the inadequate housing and make a decision today.
Mrs. Jackson then withdrew her motion..
Mr. Caldwell moved that the City of Boynton Beach recog-
nizes the need for a Housing Authority at this particular
junction in time, seconded by Mr. Strnad. Motion ca_~ried
5-0.
Mm. Caldwell made a motion that the City Council create by
appointment a Housing Authority and appoint members in the
near future to sit on this Authority, seconded by M~. Strnad.
Under discussion, Mms. Jackson suggested that in the mean-
time, the members of the Community Relations Board get to-
gether and read these laws. Mayor Zack stated that after
establishing the AuthDDity and appointing five members,
these people should read these Statutes. M~. Strnad sug-
gested that Mr. Charles Johnson, Mm. Meisinger, M~. Brodsky
and ~s. Girtman be considered for appointment on the Board
and referred to their expertise in this field. Motion car-
ried 5-0.
