A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA,
AUTHORIZING AND DIRECTING THE CITY
MANAGER TO EXECUTE AN AUTHORIZATION TO
ORDER TELEPHONE SERVICE AGREEMENT
(CARENET SYSTEM) BETWEEN THE CITY OF
BOYNTON BEACH AND PALM BEACH COUNTY
WHICH AGREEMENT IS ATTACHED HERETO AS
EXHIBIT "A "; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City Commission of the City of Boynton Beach,
Florida upon the recommendation of staff, has determined it to
be in the best interest of the citizens and residents of the
City of Boynton Beach to execute an Agreement between the City
of Boynton Beach and Palm Beach County, which will permit secure
communications between Cities and County Emergency Operation
'Centers in the event of a disaster for planning, information,
and coordination in a cost efficient manner, which Agreement is
attached hereto as Exhibit A.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA THAT:
Section 1. The City Manager of the City of Boynton
!Beach is hereby directed to execute the Agreement between the
City of Boynton Beach and Palm Beach County, attached hereto as
.Exhibit A.
Section 2. This Resolution shall take effect
immediately upon passage.

AUTHORIZATION TO ORDER
TELEPHONE SERVICE
The City /Municipality of BnynI on Reach hereby authorizes
the Division of Emergency Management, Palm Beach County, to order
and coordinate the installation of the appropriate "CARENET"
"ESSEX" telephone service for and on behalf of the
City /Municipality.
This "CARENET" service order shall not exceed $ 138.00 for the
installation of the telephone line and shall not exceed
$ 66 nn for the monthly cost of service without the express
written permission of Scott Miller, City Manager , who
represents the City /Municipality of $ccrnton Reach .
It is understood that the City /Municipality has the option of
locating the "CARENET" telephone line on an existing telephone set
within the City /Municipality or may at its option and cost, locate
the "CARENET" telephone line on an additional telephone set (ie.
"red phone "). The City /Municipality will identify the location of
their "CARENET" telephone instrument to the County at its earliest
convenience.
It is further understood that the City /Municipality of
Boynton Beach shall be liable for the installation and
monthly costs associated with the "CARENET" service to their
City /Municipality and shall be billed directly for the service.
The City /Municipality may terminate the "CARENET" service at any
time and without the authorization or approval of Palm Beach
County.

CAREW/ CONCEPT
With the impending, threat of a hurricane or other disaster, the
need to coordinate the response of governmental and private
resources is critical for success. At the present time, the
municipalities of the County have limited access to the County's
decision making process and to the decision making information
available to the County Emergency Management Division. Two private
telephone lines and the County Inter -City Police and Fire radio
frequencies are the only means of direct two -way communication with
the Director, Palm Beach County Emergency Management Division.
A new communication methodology must be considered that meets the
following criteria:
1. Immediate and unrestricted access to the Director,
Emergency Management by municipal policy /decision
makers.
2. Relative security from unwanted eavesdropping.
3. Flexibility of placement of two -way communication
device(s) within the municipality.
4. The ability to have all municipal policy/decision
makers "on -line" at the sometime to share available
information.
5. Annual cost to the municipalities and the County
minimal.
The County proposes to establish a. tale- conference system using
Southern Bell's "ESSEX" system as its base. Each municipality
would secure an "ESSEX phone line (annual cost to any municipality
would not exceed $1,10G for the line) and the County would provide
the tele - conference equipment (at an annual cost not likely to
exceed $5,000). The - "central node" for the system would exist at
Emergency Management from which all tele - conference would
originate.
When a hurricane threatens the County, the tele- conference would be
initiate and`all municipalities would be "on line" at one time.
EmergenfejtMenagesent would inform the cities of likely County
action* time- frames, and movements. Cities could contact
Emergency Management with updates on road conditions, evacuation
activities, and other information which would be shared with all
other cities "on line ".
Each Municipality could locate the "CARENET" line on existing phone
equipment or new equipment specific for "CARENET ". Each
Municipality could relocate, add, or delete "CARENET" lines as
necessary and based upon the expansion capabilities of the "node"
system.
