Minutes 04-09-12 MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD MEETING HELD ON MONDAY, April 9, 2012, AT 6:30 P.M. IN THE CHAMBERS AT CITY HALL 100 E. BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA PRESENT: Michelle Dion Warren Adams, Historic Resource Paul Gionfriddo Preservation Planner Eric Salomonsson Ed Breese, Principal Planner Linda Stabile Barbara Ready, Alternate ABSENT: Eric Jones, Chair Dr. Ginger Pedersen, Vice Chair Roger Cope Harvey Rosenblum, Alternate Due to the absence of the Chair and Vice Chair, it was suggested Barbara Ready act as Chair for this meeting. Motion Ms. Dion moved to appoint Barbara Ready as Acting Chair for this meeting. The motion was seconded by Mr. Salomonsson and unanimously passed. 1. Pledge of Allegiance Acting Chair Ready called the meeting to order at 6 :30 p.m. The members recited the Pledge of Allegiance to the Flag. 2 Agenda Approval There were no additions or deletions to the agenda. Motion Ms. Dion moved to approve the agenda. Ms. Stabile seconded the motion that unanimously passed. 1 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida April 9, 2012 3. Approval of Minutes Motion Mr. Salomonsson moved to approve the minutes. Mr. Gionfriddo seconded the motion that unanimously passed. 4. Communications and Announcements Warren Adams, Historic Preservation Planner announced four Board members notified him that they could not attend the meeting. 5. Old Business: A. Update on the progress of the Historic Preservation Program Mr. Adams advised with regard to the CLG application, he spoke to the Division of Historical Resources on April 2 "d . He was told the application appeared to be complete and all remaining to be done was a final review of the Board members. It appeared that it would be signed off by the Division this week and then forwarded to the National Park Service. Mr. Adams was told that once the Division signed off on it, the National Park Service would too. He was told by the Division there may be an opportunity to apply for CLG funding in the near future as there was $45,000 not claimed from last year's money and the intention was to use that money for four training courses for CLGs. Mr. Adams was hoping to bring one of those courses to Boynton Beach. There would be no match requirement so the application period could be coming up in May. Mr. Adams advised that when the regular CLG grants come around, they may be eliminating the match requirement as well. Mr. Adams advised he was still working on the design guidelines. The Ad Valorem Tax Incentive Program draft interlocal agreement was being reviewed by the City attorney. It was already reviewed by the County attorney. This program could not take effect until the CLG certification was complete. The recommendation for approval of the Bylaws and Rules of Procedure was given by the Board. The City attorney's office advised the Bylaws and Rules of Procedure do not require Commission approval. Therefore, they were now in effect. There would be one small change which would be discussed later in the meeting. The Amendments to the Historic Preservation Ordinance are required for CLG certification. They had been reviewed by the City Attorney's office and are on the Commission agenda for first reading on April 17 Second reading would be May 1 These amendments had been submitted with the CLG application. 2 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida April 9, 2012 With regard to the potential designation of 331 NW 1 Avenue, the amendments to the Ordinance would provide a more straight forward application process. The requirement for running an ad in the local newspaper to inform people of the potential designation was removed. The other requirements for notifying neighbors and putting a sign in the yard were still in place. With regard to the Barton Memorial Cemetery, the final results had not been received. Mr. Adams advised he spoke to the residents of the Forest Park neighborhood at the community meeting on March 21 and introduced them to the preservation program and the benefits of preservation. There were approximately 20 people in attendance and one person expressed interest in designation. Mr. Adams commented on the demolition permit applications. He was now added as a permit reviewer for structures over 50 years old. If a demolition application comes in, whether full or partial, it would come to him. He was anticipating quite a few. He showed a photo of a property involved in a fire and advised nothing could be salvaged so it would be signed off for demolition. B. Preservation Month Mr. Adams advised that at the May 1 meeting, he would like to update the Commission on the progress of the Board, what had been achieved, and its future plans. He suggested having a Proclamation for Preservation Month. Greg Mount from Florida Atlantic University who performed the cemetery survey would accept it. Hopefully, he would also provide a presentation on the cemetery survey. We would have the completed survey and hopefully the CLG certification by that time and the Commission could be updated as to the progress if not received by that time. The Ordinance Amendment should be adopted and hopefully would have a first local register designation, 331 NW 1 Avenue. At the Commission meeting, it should be mentioned that it was hoped to potentially designate the Children's Museum, the Boynton Hills street lights, and the Barton Memorial Park Cemetery, or at least mention they are eligible for designation. 6. New Business A. Amendment to the Rules of Procedure and Bylaws There was one change needed for approval to the Rules of Procedure and Bylaws. It was a one word change stating that whenever there was no business before the Board, the Chair may dispense with the regular meeting. The word "staff' would replace the word Chair. 3 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida April 9, 2012 Motion Mr. Salomonsson moved to change the word from Chair to staff. Ms. Dion seconded the motion that unanimously passed. B. Announcement of Commission meeting to discuss Old High School proposals Mr. Adams advised there were two potential development proposals for the high school. These would be presented to the City Commission on April 17 and he would strongly suggest the Board members attend as at some point, Board input would be sought. C. 918 SE 4 Street — potential demolition Mr. Adams presented pictures of and described the subject property. He explained that the property to the north was owned by The Women's Circle, a 501(c)(3) non - profit organization, where lower income women were assisted with achieving financial stability by providing assistance with education and job development. The Women's Circle was in the process of buying the property to the north and to the south of their current location. The property to the south was the property in question. This property was supposed to close on April 6 The property to the north was due to close on April 20th If both purchases were successful, the plan would be to demolish the subject property for $6,000 and build a new structure, which was being designed pro -bono by an architect. Although the plan would be to demolish the property as soon as possible, construction would not begin until 2014, as that money would have to be raised. The City would be given six months notice of demolition in the event another user could be found for the property. Mr. Adams advised he was meeting with The Women's Circle staff and the architect on April 18 to encourage them to reuse the building and advise them of the potential incentives of reuse. There was lengthy discussion on the different types of uses the building could provide for The Women's Circle. D Boynton Hills Subdivision street lamps — potential designation Mr. Adams advised he was contacted by the Sun - Sentinel regarding the street lamps. There are four of them in the neighborhood. They are located on NW 1 Street at the intersection of 4 th 5th 7th and 9 Avenues. The development was designed around 1925 and the landscaped areas containing the lamps were part of the design. A newspaper article from circa 1925 showed the subdivision. Mr. Adams showed photos and described the lamps as being made by Westinghouse Electric which was still in existence. Although the ownership was transferred to Florida, Power and Light, the lamps were non - working and it appeared the lamps, as well as the land, were owned by the City. There was discussion on designation of the site, rather than the object. 4 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida April 9, 2012 Motion Mr. Salomonsson moved to direct Mr. Adams to pursue the possibility of designation. Ms. Stabile seconded the motion that unanimously passed. 7. Other Mr. Salomonsson mentioned he was on the 1940 census website and suggested the Board review it. The website is 1940census.archives.gov. 8. Comments by members None. 9. Public Comments None. 10. Announce date of next meeting The next meeting would be May 14, 2012. 11.
