Minutes 04-24-12 MINUTES OF THE ARTS COMMISSION MEETING HELD ON TUESDAY, APRIL 24, 2012, AT 6:30 P.M. IN THE TRAINING ROOM AT FIRE STATION NO. 2, 2615 W. Call to order Chair Ready called the meeting to order at 6:34 p.m. II. Roll CaII of members Self- introductions were made. III. Agenda Approval Chair Ready requested moving Item X.A. Unfinished Business — Branding Promise to the end of Item V. Announcements. Motion Mr. Combes moved to approve the agenda as amended. Ms. Moeller seconded the motion that unanimously passed IV. Approve Meeting Minutes A. March 27, 2012 Minutes There were two additions to the minutes. On page one, the word "Photojournalism" should be added to the panel discussion as Item V.C. on the agenda. On page 2, Item V.C, the word "Photojournalism" should be added to Panel Discussion. 1 Meeting Minutes Arts Commission Boynton Beach, FL April 24, 2012 Motion Ms. Bottorff moved to approve the minutes as amended. Mr. Combes seconded the motion that unanimously passed. V. Announcements /Reports A. Sister Cities Young Artists Reception April 9, 2012 Ms. Coles -Dobay attended the event and pointed out Arts Commission member Christine Moeller served as a judge with Artist Rolando Barrero. Attendance was good. The Arts Commission supports the Sister Cities Young Artists and makes recommendations and suggestions where to exhibit. Also, when they make the exchanges with the Sister Cities, they provide some type of artwork as an extension of the welcome that serves as a gift. Ms. Bottorff expressed interested in judging this competition in the future. Additionally, positive feedback was received regarding the Textile Exhibit at the Library, which will change in late May /early June. B. Earth Week Events — Wednesday, April 25, 5 -7 Paulo Reception, City Hall Lobby Ms. Coles -Dobay announced Artist Paul Slater, known as "Paulo ", creates aluminum panels, mostly of sea creatures. The work will be on exhibit until May. She noted some of the charities and causes he supports. One was a bike exchange program where he teaches participants how to build fanciful, functional bikes. He also supports the Jellyfish Drift project. For this project, he builds a bamboo raft and kayaks out to the Gulfstream, sets the panel adrift and a tracking device identifies its location. It was anticipated the panel would drift to the South Carolina or Virginia coast. The concept was to treasure the ocean and one may receive a treasure from it. The names of the project's sponsors would be engraved on the back of the panel. She noted the City will participate in the project to promote its Brand Promise. The Recreation and Parks Department will also participate. C. "Packaging Nature" Industrial Arts District Art Walk — Thursday, April 26, 6 -9 p.m. A postcard advertising the above event was distributed. Packaging Nature was part of the Earth Week activities. Ms. Coles -Dobay explained all the work from the various artists would have specific installations. The Art in Public Places contribution to Earth Day was a flyer and the bicycle exchange. They would hold the same treasure hunt used for the Jaycee Park and Interpretative Public Art Markers opening and participants would win Target Gift Cards. 2 Meeting Minutes Arts Commission Boynton Beach, FL April 24, 2012 D. Branding Promise The City's Branding Promise was distributed. Ms. Coles -Dobay explained they were trying to provide this information to developers and artists so they could create conceptual ideas of items and art projects that were inline with the Brand Promise. There was brief discussion several members of the Arts Commission sat on the Branding Committee. This was also an effort the Arts Commission initiated. It was noted the Committee was very well organized and the 2013 Kinetic Symposium fit with the Branding Promise. VI. Project Updates A. Seabourne Cove's Eco Walk Project — Public Artist Approval Lucy Keshavarz, from the Art and Culture Group, Rick Lococo, Gulfstream Gardens, LLC, and Bradley Miller, Miller Land Planning, were present. The project was a luxury garden and town home rental community located north of Gulfstream between Federal and Old Dixie Highway across from the Seacrest Scrub Conservation Area. Phases 1 and 2 were identified. This project would be the largest green community in the nation at this time. The applicants were seeking approval of a public art eco walk project that was 50 -foot wide by 1,345 -feet long. Mr. Lococo explained they were incorporating energy- efficient components into the units and pointed out that according to the National Association of Homebuiiders, this project would be the largest multi - family green apartment community in the nation. It would be constructed under the National Green Building Standards, and made possible via a 10- year TIF agreement from the Community Redevelopment Agency. The units would have green features such as impact windows exceeding the typical impact window standards and 16 SEER air conditioners which exceeded the typical benchmark of 13 SEER. Energy efficient MVU 24 light bulbs, superior to the 700 hour CLF bulbs, would be used providing for 10,000 hours of light. All appliances would be Energy Star appliances. Insulation would be R38 in the ceilings. There would be electric vehicle charging stations in each garage and two public charging stations, one for each phase. Water conservation components including faucets, dishwashers, washing machines, low -flow toilets, shower heads and irrigation systems would be used. The end result was everyone's electric bill would be reduced as much as 40 %. The cost for water consumption was anticipated to be reduced by 25 %. The developer agreed to a 10 -year compliance agreement requiring them to audit every unit for 10 years, which has never been done before. The first occupancy date was July and there were four buildings under construction that were already filled. 3 Meeting Minutes Arts Commission Boynton Beach, FL April 24, 2012 The Phase I property was originally a trailer park and a crime ridden area. DiVosta Homes recently had a ribbon - cutting ceremony for their development across the street. In addition to the new WalMart, the south end of the City was being transformed. The project was attracting national attention, and it was within the City's vision and Green Initiative program. As to the artist approval, Ms. Keshavarz reviewed slides of her work. She works in clay and fused glass using urban refuse and found objects. She has a Bachelor of Fine Arts Degree and she was an arts consultant who facilitated public art projects within Palm Beach Gardens. The Dixie Eco Walk would reintroduce Florida native plant species into an urban environment. They would create an urban forest with sculptural pieces. The walk would include elements that would add to the quality of life, while educating the public to better understand environmental sustainability and the important role each component plays. The development side of the walk would have a six -foot wall and fence and the area would be bermed. There would be plantings and a walkway making it lush and beautiful. The walk related to the City of Boynton Beach's future 2020 Bikeway, Blueway and Greenway Plans. It reduced heat island effects. It created a very pleasant path for residents to walk or bike to WalMart, thereby encouraging exercise and reducing vehicle trips It engaged the community with Florida - friendly landscaping and complemented the City's Commit2BFit program. Ms. Keshavarz would work with the landscape architect incorporate art elements into the project and her concepts would come back to the Arts Commission for approval. The City requested lighting and the residents on the north end of Dixie had a big concern with safety. The Developer's Agreement contained provisions for certain types of lighting along the walkway only. They would install low -level pedestrian lighting to ensure a safe walking area, and they would buffer the lighting from the project and any overspill onto the street. Lighting features would be low -light bollards so as to not disturb the scrub wildlife. Further discussion followed how the walk tied to the community as it appeared to be separate. It was learned there are entrances from the community onto Dixie Highway and they were establishing a connection via the native plants because one would not normally find them in accessible public areas. They were considering integrating certain codes into the interpretive panels as part of the sculptural element. They were also considering using cap rock which speaks to the aquifer. It would tacitly and in an intellectual way, create a link to educate the public about the plant, bird and insect populations and how it helps communities that would not normally be visible. The project conformed to the City's Green Building Code, the Climate Action Plan and the Green Ordinance. The eco -walk would be the anchor on the south end of the City from 4 Meeting Minutes Arts Commission Boynton Beach, FL April 24, 2012 WalMart to Miller Road. They were tying sustainability in the project and were portraying it in a public place. Additionally, the developer would maintain the walk in perpetuity, which included the lighting and landscaping materials. Motion Ms. Wolf moved the Arts Commission recognize Lucy Keshavarz as a qualified Public Artist. Mr. Combes seconded the motion that unanimously passed. B. Mangrove Park renovations — Public Artist Approval A visual of the site was viewed which reflected a boardwalk area which was deteriorating. The Public Works Department approached the Arts Commission because they were removing a landing, but the existing pylons would remain. Tom Bazinet, known as "Tiki Tom ", was approached to do something on the 16 pylons and he was interested in the project. The budget was about $2,000. Examples of his work were viewed. Ms. Coles -Dobay explained Tiki Tom's idea was to create an island of Tiki People; however, a conceptual plan would be brought to the Arts Commission. Motion Mr. Combes moved to approve. Ms. Bottorff seconded the motion that unanimously passed. C. SCM renovations — Public Artist Approval The Public Works Department was repairing the Schoolhouse Children's Museum (SCM) courtyard and would pressure clean the bricks and replace the coquina rock. Columns would be painted to match the pavers and banners would be added to coordinate with public art elements. The budget was $2,500. Ms. Coles -Dobay contacted some artists to determine interest. Artists Len and Debbie Marucci were interested and would submit three pieces, each about 36 inches by 24 inches which would be interspersed on or under the trellis. They would come back to the Arts Commission with a conceptual idea, timeline and materials, and the completion date would be in October. Discussion followed about issuing a call to artists; however, the budget was very low. Ms. Wolf was aware of an artist that may be interested in submitting ideas and there were no objections to her making contact with them. There was also discussion about supporting local artists. Ms. Coles -Dobay would craft an email with the specifications, and the proposals were due May 14, 2012. 5 Meeting Minutes Arts Commission Boynton Beach, FL April 24, 2012 D. Boynton Lakes Plaza — Mosaic Artwork Installation A PowerPoint of the mosaic was viewed reflecting varying stages of completion. Motion Ms. Bottorff moved to approve the installation. Ms. Wolf seconded the motion that unanimously passed. VII. International Kinetic Art Symposium and Exhibit Planning A. Program /sponsor updates • VIP Reception Since the last meeting, the Palm Beach County Cultural Council wanted to sponsor the VIP Event; however, they were interested in hosting it at their new facility in Lake Worth. There was discussion and unanimous agreement the reception would remain in the City, but the Board was not opposed to having a lead up event at the facility a month ahead of the symposium. B. Review March 2, 2012, Stakeholder Workshop minutes /notes This item was deferred to the next meeting C. Exhibit Committee Invitations were sent to the first layer of key exhibitors for the four -month Kinetic Art exhibit and would exhibit December 2012 and end March 2013.. Ms. Coles -Dobay hoped to mail the rest of the invitations by the end of the week. The exhibits would be installed in late December. It was hoped some of the kinetic pieces could be displayed at Art Basel through artist Karen Asher and used to introduce the concept of kinetic art to the public. Part of the marketing plan included Kinetic Art pieces in the year -long Avenue of the Arts in September. This would help market and advertise the symposium as the City had historically received a lot of press coverage as it pertained to art. D. Vendor Committee The vendor application was posted on the website and a list of vendors to contact was compiled. Ms. Coles -Dobay requested assistance contacting them. There was brief discussion Ms. Lorenz had volunteers to help contact them. Ms. Bottorff volunteered to make telephone calls next month. Once vendors were secured, they would be added to the website. 6 Meeting Minutes Arts Commission Boynton Beach, FL April 24, 2012 E. Youth Workshop Committee • Pinwheel Project Ms. Coles -Dobay explained this project was doable, but they would have to find the right resources for materials. All three prototypes were made as they had previously discussed. The youth would also make mobiles. F. Website Update Ms. Bottorff inquired about input on the website as she was a website designer. There was brief discussion too many changes would slow the process. Additionally, the person handling the website was a volunteer. There had been a meeting regarding the website and changes had already been suggested. Ms. Coles -Dobay was unsure how much feedback would be appropriate and offered Ms. Bottorff access to the site. Timing was an issue, and the website was functional. Ms. Bottorff thought she could compile a small list of changes, and there was agreement the website was usable and professional, but there could be some adjustments made. Additionally, the FACEBOOK page needed to be setup. VIII. Exhibits A. Library exhibit changes — XIII Voices This item was discussed at a prior meeting. The group has a diverse group of artists. This was the next exhibit at the Library. IX. New Business An email regarding the layout for the Civic Center and Library regarding the display booths was reviewed. There was consensus the layout was acceptable. X. Unfinished Business A. Branding Promise Ms. Coles -Dobay had distributed the above for the members' edification.
