Mayor DeLong called the meeting to order at 4:00 P. M. and
announced it was a called special.meeting by the Mayor in
accorda~uce with Section 56 of the City Chsmteroof Boynton
Beach for the following p,mrposea:

Insurance Pr o~ram
Mr. KoD_l referred to insurance being difficult to obtain and
told about doing ever~ tnmng possible. He advised that they
had received prices from Allen Insurance Agency for American
States Insurance in the amount of $266,630 for $1,000,000 or
an alternate of $236,587 for $300,000, He recommends the
alternate proposal for coverages of $100,000 and $300,000.
He added that they allowed $181,000 in the budget, which was
anticipating $30,000 more, and will need aooroximately $55,000
from Contingency.

Mm. ~ohl read R solutxon 76-DDD by caption only and advised
there had been a mistake in the date previously.
Harmen_ng moved to adopt Resolution 76-DDD, seconded by
i~. Zack. No discussion. Mrs. Padgett took a roll call vote
as follows:

Other Busines~
~. Kohl requested consideration be given to waiving a Civil
Service Rule and read the applicable rule He added that
this pertained to Cap~. William H~ilton. He then read a
letter from Ch~f Huddleston reg~ding this. He added that
he had this in the sgenda book at the last meeting, but
missed it. M~vor DeLong referred to this being out of the
regular order of b
usmness and requested that it be held in
abeyance. He advised that the next item of business was to
consider the agreement with

Consider Agreement With SYm. R. Hough & Co.~
Mm. Kohl read the agreement from Wm. R. Hough & Co. with
reference to g ~txng an extension of time pertain~ug to
the $865,000 City of Boynton Beach Capital Revenue Bonds.
~Yor DeLong ascertained that no penalty was attached. He
added that in view that this

tacked in court, he does not see any harm in
s~gn~ng this

referendum, This does not commit the City in any respect.
Mm. Zack moved to continue on with this commitment to pur-
chase the $865~000. M_r. Strnad seconded the motion. Mayor
DeLong clarified that it had been moved and seconded to
authorize the Mayor to sign the x~endea agreement with
Wm. R. Hough & Co. for the $~865~000 City of Boynton Beach
Capital Improvement Revenue ~onas, Series ~ 976. No dis-
cussion. M_rs. Padgett took a roll call vote as ~o±_ows:

M~. Kohl referred back to his request concerning Capt. Wm.
Hamilton and stated he wouldilike to have this approved.
F~s. Jackson moved to accept the recommendation of the City
Manager and appoint Capt. William Ha~lton as Deputy Chief.
F~. Zack seconded the motion. Mayor DeLong clarified that
it had been moved and seconded th accept the recommendation
of the City ~
~anager and appoint Capt. William Hamilton as
Deputy ' '~
Cnm~f, and to waive certain requirements for the
position of Deputy Chief because there e~e other cualifica-
tions
Which compensate for the waiving of this requirement.
Under discussion, M~s. Jackson asked if
~n~s would make any
difference in the pay scale mud ~. Kohl replied that it was
already in the budget. M~s. Jackson added that she thought
Capt. Hamilton has been dedicated to his police career and
is almost ready to get a masters degree and she thinks he
deserves it. Mmyor DeLong added that he is the most
cated member of the Boynton Beach Police Department in
criminal law. Mr. Harmening stated he was all in favor,
but is wondering how long it will be before a~uother recom-
mendation is ~de for a promotion to Captain. M~yor DeLong
replied tha~ they didn't eliminate positions because a man

Captain. ~. Kohl agreed. Mr. Harmening continued that he
was sure there would be a recommendation and Mayor DeLong
replied that they could not stop progress. He then ~

M~. Kohl then requested the Coumcil to consider a ~e=~==* far
apprsXsal on the Goldberg property, which was last a~praised
on June ~7, 1974. Me.yor DeLong replied tn~.t' ~~e~ thought- it
would be appropriate since the question has been raised.
~. Harmening moved to instruct the City Manager to secure
an up-to-date ap~r~msalO "' on the Goldberg property, ~h~. Zack
econc~ed the otmon. Under discussion, ~,~. Strnad questioned
the 1974 appraisal and ~. ~ohl replied that he thought it
was around $300,000. ~s. Jackson advised that it was $1~o3,6D2~
per the assessment roll and M~r. Strnad referred to the assess-
ment not being the price. Motion carried 4-1 with M~s.

M~. Kohl then showed oictures of the pipes d~
~sc~ssed at the
last meeting and advised that bids had been received for
$~,~00, $700 and $400. Mayor DeLor~ questioned what a loss
this was to the City by keeping this in inventory and
Kohl replied that some of the pipes had been here for 20 yeses.
M~. Zack stated that there was no time. limit on cass iron

p~pe on validity and they will practically last indefinitely.
However, he realizes a lot of this pipe is c ackem.

~. Perry Cessna, Utility Director, appes~ed before the Coun-
cil anm informed them that one pile had been salvaged from
sewer lines and he explained how it was not useable. The
other pile is over 20 years old. The used pipe was taken
out when lines were replaced. The other oipe is over 20

M~s. Jackson moved to accept the recommendation of the City
Manager and accept the highest bid of approxi~.tely
for this scrap iron wh=cn is excess and old pipe. ~. Zack
seconded the motion. Under discussion, M~s. Jackson stated
she hoped this was going into the Sewer & Water Fund and
not the General Fund and M~. Kohl replied that is where it
will go. Motion carried 5-0.
