Dear Mr. Mayor:
Thank you for your letters to Mr. Richard Vastine and the Presi-
dents of the High Point associations. I have met-with a fow of the
residents in three different meetings and found them to be courteous
and attentive. My personal opinion is that they are not so much
against the proposed mausoleum, per se, but angry about the ball
park, 1-95 Interstate, widening of 15th Avenue and South Seacrest
Blvd., and disruption of everything in general caused by the pro-
posed construction, as well as the alleged misinformation from the
developers of High Point. I found, in my opinion, most of those
persons attending were victims of misinformation and prejudice. As
mentioned before there was a small attendance at the meetings,
actually, in my judgment, a few persons acting in their own inter-
ests and not for the majority, a case of the "tail wagging tho dog."
One person suggested purchasing lan~ west of town for a mausoleum
alone, and others a purchase of another cemetery site west of town,
not considering that such a proposition would need a minimum of
forty (40) acres and require hundreds of thousands of dollars to
purchase and deve!op~ It seemed to me that a substantial amount of
conjecture was rampant. Actually, when the present cemetery is
filled up, the then sitting Council may decide to call a halt to
further additions.
In review, the proposed mausoleum would take up the space of 214
grave sites and provide 640 crypts and 472 niches (for cremated
persons). The mausoleum would require less maintenance and in-
crease the present interment time from approximately 15 to 22 years
and create a total minimum of $500,000 as a Cemetery Trust Fund
(after capital improvements). A worthy project beyond those
planned for Boca Raton, Lake Worth and Delray Beach.
There would be no need for the City to finance any part of the
proposition, as I have received assurance from a county lending
institution that it would finance a 5-year loan in the amount

of $150,000. With $100,000 from our present Trust Fund and the
$150,000 loan, a grand total of $250,000 u on

alone will co~t in the neighborhood of $30,000, excluding the cost
of a piece of land to put i~ on.
The figures that M_r. Kipp gives for our additional costs, I believe,
are somewhat 10w. It is my opinion that to increase the depth of
the pumping station and increase the size to adequately take care
of the area involved, it would probably be another $10,000 to
$!3,000. This means that the City, for approximately $15,000 added
to what Mr. Kipp would advance, could have a pumping station and
a force main for $15,000; whereas, if we would had to put in the
whole thing ourselves, we would have approximately $30,000 in the~
pumping station and another $17,000 or $18,000 in the force main
to carry it to System 21.
If money is available, it would seem to me that it would be a tre-
mendous savings to the city for an installation that would be avail-
able to serve this so~th area. Please note one thing; that is, this
does not include the cost of a collection sys%emwhich must be built
in any case. I have no figures available on what the collection
system wilt cost.

Wastewater Disposal
Dear Mr. Kohl:
With reference to your letter of September 12, 1975, and our
._~ngineered drawings, copies of which are enclosed, we would like to
Lake the following proposal for the consideration of the City.
The above indicates we will dispose of the shopping centers waste-
water by our own installed and maintained pump station through a six inch
(6") P.V.C. force main on site crossing our property and a six (6") inch
cast iron pipe off site as this main crosses Old Dixie Highway and the
Florida East Coast Railway right of way to pick up your manhole in the
unpaved portion of 34th Avenue which finally carries the ~raste to your
pump station %21.
The master plan for the city's future wastewater system indicates
a sewer system nineteen (19), (see attached Exhibit A and B) serving
property east of Old Dixie 'Highway, the Gulfstream Mall property and
property north of the Mall to System Eighteen (18). A pump station %19
is indicated i~mediately north of our pump station pumping through a
force main west across Old Dixie Highway and the railroad and also termi-
nating into System twenty-one (21). When the City decides to expand its
wastewater system at this point it will have to obtain property for the
-~ift station, install a new station, and obtain easements to connect to
our force main. In view of these conditions we propose the City pay the
difference between our private lift station and the greater capacity
station they would require and the difference in the cost of the 700 ft.

would probably require for their permanent installation. We will give
