Minutes 07-10-12 MINUTES OF THE SAFETY COMMITTEE MEETING HELD ON TUESDAY, JULY 10, 2012, AT 9:00 A.M., IN CITY HALL, CONFERENCE ROOM B, 100 E. Call to Order Chair Bobich called the meeting to order at 9:04 a.m. II. Roll Call Roll call was taken. A quorum was present. III. Acceptance of Minutes of 06/12/2012 regular meeting Motion Mr. Dauta moved to approve the minutes as presented. Ms. Scott seconded the motion that unanimously passed. IV. Safety Committee Education & Training A short training video entitled Heat Stress was viewed. 1 Meeting Minutes Safety Committee Boynton Beach, Florida July 10, 2012 The video explained millions of workers are exposed to heat and humidity and it was important to keep as cool as possible. Regardless of the temperature outside, the human body regulates its temperature and must rid itself of excess heat. This occurs through increased blood circulation, which circulates closer to the skin to emit the excess heat. Increased sweat also occurs; however, humidity adds further stress and fatigue becomes a problem. Accidents occur more easily due to sweaty hands, dizziness, fogging of safety glasses, and the brain losing its ability to stay sharp and focused. It is important to use good judgment and take the necessary precautions such as drinking fluids and taking breaks in cool areas. Air conditioning is not the solution. Heat Stroke is the most serious condition when the system breaks down. Generally, there is no warning. Sweating stops and the skin is often hot, dry, and usually red or spotted. The body temperature is 105 degrees or higher. The victim is mentally confused, delirious or unconscious and a quick response is needed. Co-workers should call 911 right away. The victim should be removed to a cool area, fanned, and their clothing soaked in cool water while waiting for help to arrive. Heat exhaustion results from the loss of fluids, and sometimes salts, through sweating. The victim experiences weakness and nausea and should be moved to a cool area to cool down. After becoming conscious, they should be encouraged to walk to improve blood circulation. Employees working around heat should be aware of the conditions. They should drink as much water as they lose and exercise common sense. The safety of employees and their co-workers deserves no less. v. Old Business A. Fire Drills There were no scheduled fire drills, but there were a few false alarms. Chair Bobich was addressing the alarm system to avoid additional false alarms. B. Proud to be a Safe Worker Awards Mr. Bevis would bring paperwork to the next meeting. C. Departmental Inspections & Safety Meetings Chair Bobich commented it was important to document as many meetings and inspections as possible. The paperwork should be forwarded to him and it was noted he preferred to receive it in electronic format. 2 Meeting Minutes Safety Committee Boynton Beach, Florida July 10, 2012 D. Incident Review Board Referrals None. E. Drug Free Policy Statement (HR - Dorothy Mack) - TABLED 10/12/2010 It was noted the new State rules commenced and changes would be made to the Administrative Policy Manual and appropriate ordinance. Other Chair Bobich announced he had Heat Stress cards for distribution and the video was available for viewing. He also reminded all that hurricane season had arrived and a Hurricane Guide was available. Employees should prepare for their families as well as on the job. He noted City personnel were reviewing its Comprehensive Emergency Management Planning (CEMP) and Continuity of Operations Planning (COOP) programs. VIII.
