Minutes 07-09-12 MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD MEETING HELD ON MONDAY, JULY 9, 2012, AT 6:30 P.M., IN CHAMBERS AT CITY HALL 100 E. BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA PRESENT: Dr. Ginger Pedersen, Chair Warren Adams, Historic Resource Roger Cope, Vice Chair Preservation Planner Michelle Dion Ed Breese, Principal Planner Paul Gionfriddo Linda Stabile Robert Weiss Barbara Ready, Alternate Harvey Rosenblum, Alternate ABSENT: Eric Salomonsson 1. Pledge of Allegiance Chair ` Pei- sen Pedersen called the meeting to order at 6:30 p.m The members recited the Pledge of Allegiance to the Flag led by Vice Chair Cope 2. Agenda Approval Warren Adams, Preservation Planner advised he had two changes to the agenda. He wished to add an item to Old Business as 5. D. 918 SE 4 Street and an item to New Business as 6. D. 2607 S. Federal Highway. Motion Vice Chair Cope moved to approve the agenda as amended. Ms. Dion seconded the motion that unanimously passed. 3. Approval of Minutes Mr. Adams made the following corrections to the minutes: Page 3, second to last paragraph that refers to the - - - - _ •_ • - , should be National Trust for Historic Preservation. Page 5, second to last paragraph, it stated . ... was to not move forward with demet+tion should read designation. Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida July 9, 2012 Chair Pedersen noted that her name throughout the minutes was misspelled. It should read Pedersen, not Pederson. On Page 3, a clarification was needed where the Historical Society was mentioned. It should read Boynton Beach Historical Society. Motion Vice Chair Cope moved to approve the minutes as amended. Ms. Stabile seconded the motion that unanimously passed. 4. Communications and Announcements Mr. Adams announced that Eric Salomonsson notified him he would not be in attendance. Chair Pedersen introduced a new board member, Mr. Robert Weiss. Mr. Weiss shared his background with the Board. 5. Old Business: A Update on the progress of the Historic Preservation Program Mr. Adams advised that the National Park Service was changing its procedure with regard to Certified Local Government (CLG) designations. The way it normally worked was the State would recommend approval of the application and it then would be forwarded to the National Park Service. When approved, the National Park Service sends a three page contract into which the City and State enter that would state what each is responsible for as a CLG. The National Park Service had changed it so the signed contracts were submitted with the actual application. Mr. Adams advised he received the contract and the City Attorney would review it. It would then be signed by the Mayor and sent to the National Park Service. At that point, the CLG certification would be in place. The State was recommending approval of the application. Mr Adams advised with regard to the Division of Historical Resources CLG small matching grant, he submitted an application on June 28 The money applied for would be for two proposed heritage trails, educational brochures, and an interactive website. Mr. Adams shared a slide presentation of his proposed downtown heritage trail. There were approximately 31 sites included in the trail which was approximately one and one - half miles long. The site would have informational booths, restroom facilities, and parking. Signs along the route would provide information on the sites, the development of the City, the pioneers, the Intracoastal, information on farming and fishing, the first subdivision and would also contain quick response codes that would be scanned with 2 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida July 9, 2012 smart phones. Hopefully, this would encourage more development, more business for the existing businesses, and bring more money into the City. The second trail would be a cemetery heritage trail which would be comprised of the City's three cemeteries. There would be informational booths with educational brochures that would provide a description of the sites and would contain a Quick Response (QR) Code for use in the classrooms or by visitors returning home to promote the City of Boynton Beach. The brochures are both educational and promotional and would be available throughout the City. The interactive website would be completed by the Information Technology Department and would consist of pages linked to the trails through the QR Codes and would also contain an interactive map. Mr. Adams advised the total amount requested from the State was $2-0 $28,927 and there was a confirmed match of $5 $5,245.50 which included $2,000 cash from the CRA and donated time from the City archivist as well as himself. The total would be approximately $34,000 While the CLG funding does not require a match, it would help. The funding would provide all research, 12 signs which would be manufactured and installed, 10,000 brochures measuring 11 x 17, 5,000 brochures measuring 8 1/2 x 11, and all survey and design requirements for the interactive website. The money would not be received until July 2013, so costs could change The work for Design Guidelines was ongoing. The Ad Valorem Tax Incentive Program cannot be moved forward until the CLG certification was received. The application for the potential designation of 331 NW 1 Avenue should be completed within the next week. The plan would be to have the application for the next meeting. With regard to the National Trust Preservation Fund, Delray Beach had approached the City about a joint education program to train realtors on historic preservation. The plan was to share it between Delray and Boynton, having one day in each City at a historic property. Mr Adams advised he approached the CRA for funding and they awarded $1,500. Hopefully, Delray would get the same amount and if a match was possible, that would be a total of $6,000. The plan was to hold the event next May during Preservation Month. B. 204 NW 1 Avenue demolition application Mr Adams advised this was the property reviewed at the last meeting. He gained access to the building and was still trying to find someone who would save the building. He commented that the inside of the property had some wonderful and interesting features. C. Original street names Mr. Adams commented that at the last meeting, there was discussion about bringing back the original street names for an original subdivision. He conducted research on the Collins Lane name and found it was a symbolic name that was recommended by the City Commission after a post office worker passed away and the Collins family asked for a dead -end street to be named in memory. This was approved by the City, but never submitted to the County so it was not officially recognized. Mr. Adams was told there were problems when this was done because some of the businesses on the street suddenly felt there would be confusion if the streets were renamed. There was a suggestion of possibly assigning a symbolic name which could be identified completely separate from the current street names. Currently, there was no funding available. D. 918 SE 4 Street Mr. Adams advised this property was the Women's Circle building. Representatives came into the office with a proposed plan for the new office building and the plan was to still tear down the building. There was time until at least December to try and find either another location or user for the building. 6. New Business A 657 SW 4 Avenue demolition application Mr. Adams advised a demolition application was received for this property. The City has him review demolitions of any building over 50 years. The building was built in 1960 and in addition to needed repairs and updates, it does not have any architectural or historical significance. He signed off on the application. B. 330 NW 1 Avenue potential designation Mr. Adams advised the property was currently vacant and a tenant was expected to move in soon. It was a mission style home, built circa 1924 and was in good condition, on the master site file, and had a number of unique features. There had been some minor exterior alterations since the 1996 survey. C. 229 SW 1 Avenue potential designation Mr. Adams advised this was also a potential designation. It was a mission style home built in the 1920s. It was in excellent condition and the application would be moved forward once it was received. Federal Highway Mr. Adams advised a demolition application was received for this property. The property had been involved in a fire and only a small part of it would be demolished. It was located in the 1954 building and approved for demolition. 7. Other Ms. Stabile inquired of Mr. Adams if there were ways to brainstorm to put some of the homes on a website or with an agent who could work with owners to get them sold. Mr. Adams advised in regard to the Women's Circle property, they were willing to give it away to someone who was willing to move it. There was discussion on looking into getting a Facebook page for sharing information. Mr Adams advised there were funds available for moving a single family home from one site to another. It could also be used to reduce a four unit property to a three unit or two unit property. He will email the Zink to the members for review. Ms. Ready advised the Commission approved the PACE program, which was a program for commercial developments where financing could be applied for energy retrofits. There was discussion on the demolition and designation process for the benefit of Mr. Weiss. 8. Comments by members None. 9. Public comments Audrey Berger Gerger, 324 331 NW 1 Avenue, currently had a historic designation application pending. She expounded on some ideas that were discussed. She advised she had an inactive broker's license, but was thinking about starting something that would specialize in historical properties and get the license activated again. She would like to make contact with the residents interested in selling historical properties. 10.
