Minutes 08-13-12 MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD MEETING HELD ON MONDAY, AUGUST 13, 2012, AT 6:30 P.M., IN CHAMBERS AT CITY HALL 100 E. BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA PRESENT: Dr. Ginger Pedersen, Chair Warren Adams, Historic Resource Paul Gionfriddo Preservation Planner Eric Salomonsson Ed Breese, Principal Planner Linda Stabile Robert Weiss Barbara Ready, Alternate Harvey Rosenblum, Alternate ABSENT: Roger Cope, Vice Chair Michelle Dion 1. Pledge of Allegiance Chair Pedersen called the meeting to order at 6:30 p.m. The members recited the Pledge of Allegiance to the Flag. 2. Agenda Approval Warren Adams, Historic Preservation Planner advised he had a change to the agenda. th He added Item 6E, 407 SE 4 Street for a demolition application. Motion Mr. Rosenblum moved to approve the agenda as amended. Ms. Stabile seconded the motion that unanimously passed. 3. Approval of Minutes Mr. Adamsmade the following corrections to the minutes: Chair Pedersen’s name in Item 1 was spelled incorrectly. On Item 5A, third paragraph, $20,927 should be $28,927 and $5,245 should be $5245.50. Under Item 9, Public Comments, the speaker’s name should have been Gerger, not Berger and address would be 331 NW st 1 Avenue, not 321. Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida August 13, 2012 Motion Ms. Stabile moved to approve the minutes as amended. Mr. Rosenblum seconded the motion that unanimously passed. 4. Communications and Announcements Mr. Adams advised that Vice Chair Cope and Ms. Dion informed him they would be absent. 5. Old Business: A. Update on the progress of the Historic Preservation Program Mr. Adams advised the Certified Local Government (CLG) Agreement received from the State had been adopted by the City Commission. He was waiting for the Agreement to be signed by the Mayor. Once he received it, he would send it to the Division of Historical Resources who would sign it and forward it to the National Park Service. We would then be certified as a Certified Local Government. In addition, because the CLG application was in process, we were entitled to apply for The Division of Historical Resources small matching grant. He reminded the Board that was for the proposed Downtown Heritage Trail and the Cemetery Heritage Trail. Mr. Adams advised he received a letter from the Department of State requesting further information on the grant application. On August 16 he would take part in a teleconference regarding the Grant Application, which would allow the grant panel to ask any questions. The teleconferencing was new this year. He advised, along with the application, the guidelines handbook was received. Mr. Adams advised he sent the board members the third section of the Design Guidelines for review. There were still two sections that needed completion which were the historic context section and the architectural style section. After a brief discussion, it was decided not to include a section on building materials. The rehabilitation and new construction sections were completed. Once the guidelines were completed, the Board would recommend approval to the City Commission for adoption, so there would be an opportunity for a final review by the Board. The Ad Valorem Tax Incentive Program would be moved forward as soon as the CLG certification was received. B. 331 NW 1 Avenue Potential Designation Mr. Adams advised the application was completed and given to the owner for review. It was signed off on and returned with a check. The owner now would have certain notification requirements. She must also mail a letter to property owners within 400 feet of her property informing them of that. Mr. Adams would meet with the owner and coordinate getting the letters sent out. C. 204 NW 1 Avenue Demolition Mr. Adams advised this property had been demolished. There was nothing left on the site. No materials were salvaged. D. 413 East Ocean Avenue Demolition A demolition application was received to tear this property down and there were only three walls existing. There were concerns of its stability should it be hit by a hurricane. The owner was not willing to rebuild it and apply for the Ad Valorem tax incentive program when it came in to play. E. Woman's Circle, 918 SE 4 Street As previously discussed, the Woman's Circle wanted to expand and bought the properties to the north and south of their existing building. The property to the south may have an interested party to relocate the building to an empty lot. Mr. Adams mailed to the realtor the procedure on what was involved in moving a building. He also provided them a list of building movers. Mr. Adams felt that this was a bona fide interested party that could possibly take it to fruition. F. Boynton Hills Subdivision Street Lights The Public Works Department installed a solar fitting in the lights and they were still being tested. When it was initially installed, it was not working and it has been continually worked on. The grand total came to $16. 6. New Business A. Variance Application Form Mr. Adams advised he sent copies of a variance application form for review to the Board. In reviewing the preservation ordinance, historic sites in the City may, in certain circumstances, receive variances to the zoning code, if such regulations would adversely impact or threaten a historic site's significance. Reviewing the approval of these variances in association with a COA would be done by staff, unless the COA is being reviewed by the Board in which case the Board would review the request for a variance. A variance could be a reduction in setbacks if someone wanted to add an addition on to the back of the historic property or other things. He felt the most logical way to move forward would be to use the existing variance form. Motion Ms. Stabile moved to approve the use of the existing variance form to process any variances that would be filed with the Board. Mr. Salomonsson seconded the motion that unanimously passed. B. Amendments to Land Development Regulations Mr. Adams advised he had begun working on amending the preservation section of the LDRs and would like the layout to be more in line with the other sections. One of the things that would be put in was a way for a review of any potential demolition applications of buildings that could potentially be historic. He had been reviewing it and had some suggested wording. He reminded the Board they could go through the designation process and could actually delay a demolition. The question was, would the Board also want stated that if a building was eligible, would it still be a requirement to see the plans of what the person proposed to put in its place. Mr. Adams would prepare the wording so that the Board could review it at the September meeting and put it before the Commission for approval for their second meeting in September. C. Online Demolition Information At the last meeting, it was suggested to have an online system to inform people of proposed demolitions and available houses which people could take from the site. One method suggested was to use Facebook or other social media. Mr. Adams advised he met with a member of ITS to discuss the options. Facebook would not be the preferred option due to the time involved. The other concern was that if various departments start creating Facebook pages, everything would not be consistent. The City was working on a new website design which would include a much improved Historic Preservation section containing information and forms. Updates of demolitions and available structures would take place on a regular basis. He would gather an email list of anyone interested in taking any of the properties. Any interested parties could receive a link when a new property came available. In addition, it would be possible for anyone with a Facebook or other social media page to post the link on their page. D. Conrad Pickel Exhibit Mr. Adams advised the City Archivist contacted him to suggest and perhaps organize an exhibit on Conrad Pickel. He was the stained glass designer who both worked and lived in Boynton Beach. He passed away in the late 90's and his son now runs the business in Vero Beach. Mr. Pickel had the distinction of designing the largest stained glass window in the world which is in Justice, Illinois. There would also be a tour of the stained glass properties in the City . E. 407 SE 4 Street Mr. Adams advised that he received an application for a permit to demolish the structure to the rear of the property. He spoke to the demolition contractor and arranged access. There are three structures on the property. The subject rear property was in very poor condition. Most windows were damaged beyond repair. There was some original flooring but also heavily damaged. There was also a lot of structural damage that was not repairable. He presented the Board with pictures of the property. Mr. Adams explained in detail the damages to the property. He advised he had signed off on the demolition permit. The owner may be interested in designating the front building in the future. 7. Other None. 8. Comments by members Ms. Ready congratulated Mr. Adams on being recognized by the City Commission at the last Commission meeting for his work on the CLG application. She thanked Mr. Adams, on behalf of the Board, for a job well done. 9. Public comments None. 10. Announce date of next meeting The next meeting would be held on September 10, 2012. 11.
