Subject: Design/Build Proposal Modifications 1.5-M G Elevated Prestressed Concrete Tank City of B0ynton Beach, Florida Dear John: The Crom Corporation is pleased to submit the following modifications/additions to our odginal proposal of January 6, 1994. These changes were requested during the negotiation meeting of January 20, 1994 with the selection committee. They were confirmed and in some cases more clearly defined by your letter of January 26, 1994. Access door at base of pedestal .................. Add $1,700 The City has requested a double door at the I~as~ of the pedestal. The extra costs result from the increased direct material costs, an increase in the labor and changing the structural requirements of the concrete around the doorway. Ventilation vents atthe base of the pedestal ............. ~Add $3,150 To improve ventilation, if the bottom area is used for storage/workshop space, we have estimated four 24" x 36" aluminum vents with weatherproof vanes to be alaced at 90° approximately 12' above the foundation level. This includes the structural strengthening in the pedestal concrete around the vents. A catalog description of a representative Vent iS attached. Increase of interior electrical service .............. Add $2,350 The City has requested a 200 amp, ~l~0~,, single phase service with 42-circuit panel. We had originally estimated a 110v service for driving interior stairway lighting only. We have also included five receptacles, four at the base and one the top landing. The change has also added somewhat to the panel box and electrical cable requirements. Elimination of flap valve i ................. Deduct $520 The C ty wil not need the flap valve at the end of the drain line we had estimate~ 250 S.W. 36TH i bRF:[ACE · GAINESV1LLE. FLORIDA 32607-2889 · (904] 372-~. FAX (904) 372-6209 John A. Aviation lights for tank ............. We have not had a final decision from the FAA, but most we would need is aflashing red beacon on lights at mid, height spread around the perimeter lit by other architectural lighting the mid-hei eliminated. Add $1,350 $4,500 after $$,400 Use of GA altitude valve ........................ : Add $2,850 The GA altitude valve is somewhat higher in price than the valve we estimated. We have offered the City the direct difference in cost between the P;ratt valve we estimated and the GA valve. Substitute Fiber Optic Link for Remote Telemetry ......... Deduct $2~600 The City requested substitution of a direct fiber optic connection, rather than the remote telemetry requested ~n the RFP. We have estimated a 900' run with a single buried fiber optic cable. A panel will be provided inside the base of the pedestal to house the transmitter and cable connectors. A pressure sensor and open/closed sensor for the altitude valve are included. Pedestal/Tank Architectural Lighting ................ ~ Add $4,400 This incl=desfour 1500W Metal Halide outdoor sporting event~type lights mounteOon 1~2" diameter, 6' high concrete columns. The columns are used to prevent damaging the vision of anyone who may walk around the tanl~at night. A timed switch would be provided inside the base of the pedestal. A catalog description is attached. Architectural Treatment Options Option l. Th~orosealing of exterior of tank and pedestal ...... Add $27,000 This option will tend to give the exterior of the tank and pedestal a more consistent color We have estimated use of a "Pearl Gray" Thoroseal. The "Pearl Gray,~approximates a normal concrete color. The Thoroseal is a cement-based coatingi that requires no recoating or maintenance, though as with uncoated JohnA. Guidry January 31, 1994 City of Boynton Beach Page 3 concrete, you may experience formation of mildew, especially on the north side and underside of the tank. We can likely find many exposed concrete buildings in southeast Flodda that have used the Thoroseal system. Option 2. Use of rustications to create panels on the tank ..... Add $59,000 As you can see from the attached'drawing the "panelizing" helps breakup the long vertical visual effect of the pedestal and the width of the bowl. If the.tank is illuminated at night, the panels should provide some additional shadowing effects. Add $152,000 of the panels. As you ; up t~e long the boWl. The textUre will also tend to mask any ,~ formed surface. Th~.~waviness occurs from normal minor variations in formwork and the casting operation If the tank is I t the texture Should pr0vidb some add tonal Shadowing effects. We believe the texture maYialso ;~end t0 reduce the visual impact mildew may have on the tank. We have estimated use of either a "rough pebble" or a "fractured rib" formliner for the pedestal. On,the bowl we have only considered the "rough pebble" formliner, since the conical shape does not lend itself to parallel ribs. Samples of these liners wiil be available at the meeting. Option 4 - Use of raised aluminum letters for the City name .... Add $21,000 Rather than painting the name of the City on the tank= we think use of raised aluminum letters will provide a superior architectural appearance and the lowest maintenance. The letters are 5'-6" high and say "BOYNTON BEACH." The letters can be backlit with white or colored lights for a unique visual impact at night. This is for one set. A second set can be added for an additional $15,000. Typical light poles and fixtures We have attached cut sheets on typical light poles and fixtures for your review. Payment schedule revisions A revised payment schedule with a breakout of the $40,000 lump-sum allowance for the anti-surge facilities is attached. Subject: Altitude Valves for Elevated Tank,-City of Boynton Beach Dear Pete: Attached are copies of the technical information on three different altitude valves. 'We included the Pratt valve m our original price. The Ross valve is about $2,000 more than the Pratt. The GA valve is $2,850 more than the Pratt. These prices are our direct material cost difference. If the City feels they can secure better pricing from these manufacturers, we would be happy to have the City supply the valve for us to install. Review this information and if you have any questions, please contact me. We are still working on the cost differential between below and above ground imstallation of the altitude valve and the modified architectural treatment. These estimates should be completed early next week. We will send them when we have them ready. Elevated prestreSSed~ Concrete Tank City of Boynton Beach, Florida Dear Pete: The Crom Corporation is pleased to submit the following modifications/additions to our original proposal of January 6, 1994. These changes were requested during the negotiation meeting of February 1, 1994 with the selection committee. Install altitude valve above ground. . . , . , . . . · · · · · · · , · Deduct $2,300 The City has requested a change for moving the altitude valve from a below grade vault to an above grade concrete pad. Architectural Treatment Options Option 5 - Use of a textured formliner on the tank only ...... Add $134,500 This option provides some texture to the formed surface of the panels on the bowl of the tank. As you can see from the attached drawing the texture serves to break up the width of the bowl. The texture will also tend to mask any slight waviness of the formed surface. This waviness occurs from normal minor variations in formwork and the casting operation. If the tank is lit, the texture should provide some additional shadowing effects. We believe the texture may also tend to reduce the visual impact mildew may have on the tank. The pedestal will have vertical rustications cast into the concrete to help break up the smooth concrete cylinder and lend to interesting shadows/lighting effects. Option 6 - Use of non-illuminated aluminum letters for the City name Add $7,$00 Rather than painting the name of the City on the tank, we think the use of raised aluminum letters will provide a super[or architectural appearance and the lowest maintenance. The letters are 5'-6" high and say "BOYNTON BEACH." The letters are not backlit. This is for one set. ^ second set can be added for an additional $7,000. - 250 S.W. Figure 3-1 shows the proposed site plan for the prestre-s__~ed concrete elevated storage {ank. The desired shape of the prestressed concrete eleva~xi ~ is similar ~o a champagne ~ with a narrow center support colunm flaring out at the top. Figure 3-2 illustrate~ this ~ of lank. Required DistribUtion System MOdifications The new prestressed concrete elev~t_~ tank is to tie into the existing distribution system at the 16-inch-diameter wa~er mzin on Seacrest Boulevard, approximately 1,000 feet south of Woolbright Road. At this location, the new prestressed concrete elevn_t_,~_ tank is to also ~s~ in dampening pressure surges from ~he WTP and provide continuous pressure to the distribution system. Isolation valving shall be provided at points where the new pre~'e~ed concrete-storage ~ facility ties into the existing distribution system. Design Criteria for the Prestressed Concre Elevated Tank Locating the tank at the WTP will require that the high water level of the tank be at a height equal to the typical operating discharge pressure for the high service pumps. The City curreatly maintains 60 pounds per square inch (l~i) in the distribution main leaving the WTP. This corresponds to a 138-font water elevation. The City wishes to maintain 60 psi pressure on the discharge side of the altitude valve. The high water level within the tank is to be se. tat 150 feet or 65 psi to allow the City some flexibility if an increase in operating pressure is requlred'~tOmaintain pressure within the distribution system. The Iow water level and ~uk overflow should be set at 115 feet (50 psi) and 161 feet (?0 psi), respectively. An altitude valve is required in a valve pit at the base of the elevated tank and should be designed to automatically close if the pressure exceeds a preset level (i.e. 6O psi). , DI~10012C~.Wi~ 3-1 I I ~ I I I I I I I ;I~IIRE GROUND -- E~_ HWL SUPP( BASE RAIL ACCESS STAIRCASE FIGURE 3-2 PRESTRESSED CONCRETE ELEVATED STORAGE TANK 1 t t 1 I 1 I !
