Minutes 09-12-12 MINUTES OF THE VETERANS ADVISORY COMMISSION HELD ON WEDNESDAY, SEPTEMBER 12, 2012, AT 10:00 AM IN CITY HALL, CONFERENCE ROOM B 100 E. BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA PRESENT: Tom Kaiser, Chair Chuck Magazine, Risk Management John Farrington Stuart Preston Bridget Roberts Frank Bregoli, Alt. Stanley Gavlick, Alt. Lester McKinzie, Alt. Karl Washington, Alt. ABSENT: James Bowman William Mitchell Victor Norfus I. CALL TO ORDER — Tom Kaiser, Chairman Chair Kaiser called the meeting to order at 10:00 a.m. II. PLEDGE OF ALLEGIANCE — All Hands The members recited the Pledge of Allegiance to the Flag. III. INVOCATION Chair Kaiser gave the invocation. IV. ROLL CALL OF MEMBERS The Recording Secretary called the roll. A quorum was present. V. AGENDA APPROVAL, September 12, 2012 Motion Mr. Gavlick moved to approve the agenda The motion was seconded by Mr. Farrington and unanimously passed. Meeting Minutes Veterans Advisory Commission Boynton Beach, FL September 12, 2012 VI. APPROVAL OF MINUTES, May 9, 2012 Motion Mr. Farrington moved to approve the minutes. The motion was seconded by Mr. Gavlick and unanimously passed VII. COMMENTS a. Chair Chair Kaiser advised the park was ongoing and once again stressed the financial situation with the monuments. He mentioned the purchasing of the bricks to assist with the finances. He commented there was a section for the marines and there would also be a monument for the air force next year b. Members or Visitors There were no comments. VIII. OLD BUSINESS: a. Veterans Memorial Park Events Chair Kaiser reviewed the events that would be taking place at the Park. He commented on the press exposure the events were getting. Cross Pointe Elementary would come in and assist at the monuments. The Flag Day ceremony went very nicely. Another flag was erected. The Marine monument would be the first of the four monuments that would be at the semi - circle on Federal Highway. The Air Force, Navy and Army would be going there over the next year. Veterans Day ceremonies and the Iraq War Monument unveiling would be on Sunday, November 11, 2012. In addition, the soldier killed from Boynton Beach would be honored. Chair Kaiser acknowledged receipt of a check from Post 164 in the amount of $200 for a donation towards the bench that would honor the soldier. b. Awarding of French Legion of Honor Medals that took place April 5, 2012 — 11:30 AM (Abbey Delray) May 3, 2012 — 11:30 AM (Civic Center) July 10, 2012 — Ascension Lutheran Church August 21, 2012 — Ascension Lutheran Church Chair Kaiser announced that Paris received 360 applications for the medal, 200 of which were from Miami. 2 Meeting Minutes Veterans Advisory Commission Boynton Beach, FL September 12, 2012 c. Memorial Day Ceremonies, Sunday, May 27, 2012 2:00 p.m. Boynton Beach Memorial Park There was no discussion on this item. d. Donated flags and poles along center walkway (awaiting funding & written proposal) Chair Kaiser advised nothing had been done with the flag and poles as there was a finance issue. He requested anyone that knows someone who could put the sleeves for flag poles in the ground would be appreciated. There would be six flags. e. Honorary Member Appointments (3 positions vacant) Three positions remained open. Suggestions should be brought to the meetings. Chair Kaiser suggested possibly asking the mother of the Metcalf family if she would be interested in becoming an honorary member. Any other future suggestions should be made by contacting Mr. Magazine and he would add it to the agenda. Motion Mr. Bregoli moved to ask Mrs. Metcalf to become an honorary member. The motion was seconded by Mr. Preston and unanimously passed. f. Park Brochure & Fundraisers (tabled) Mr. Magazine advised this issue was tabled due to the Board discussing it as a future item. It would entail a fundraising effort to distribute a brochure to banks and businesses asking for donations for the Park. There was brief discussion on the mechanics of the brochure. Motion Mr Farrington moved to table this issue to the next meeting. The motion was seconded by Mr. Gavlick and unanimously passed. IX. NEW BUSINESS a Other Mr. Magazine stated that the City had agreed to take care of the concrete slabs along the walkway Regarding the bricks, it was noted that someone had been moving them around. He advised Whiteside was contacted which is the company that was to put 3 Meeting Minutes Veterans Advisory Commission Boynton Beach, FL September 12, 2012 new bricks in and take the old unmarked ones out. The moving of the bricks was causing a problem because they were not settling properly and it was creating a safety hazard. This would be a liability on the City. Mr. Magazine advised there had to be steps taken to ensure Whiteside was the only one who could move the bricks. Mr. Magazine also mentioned there had been a problem at the Park from the bar down the street. On the 4 of July, there was an incident behind the monument where someone was stabbed. There was a possibility of installing a camera for security purposes. There was discussion on lighting and approaching the City to pay for lighting in the Park during evening hours. Mr. Magazine advised the animal shelter in the rear would be coming down in the near future. At some point in the future, it may be made into a parking lot for use for events in the Park. There was discussion on two missing plaques in addition to continued fundraising efforts. Motion Mr. Bregoli moved to ask City to reactivate the Tight so that it is on all year round so visitors could visit safely. The motion was seconded by Mr. Preston and unanimously passed. X. BENEDICTION, MOMENT OF SILENT PRAYER Chair Kaiser gave the benediction, followed by a moment of silent prayer. XI. NEXT BOARD MEETING — Wednesday, November 14, 2012 at 10:00 AM XII.
