Minutes 10-08-12 MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD MEETING HELD ON MONDAY, OCTOBER 8, 2012, AT 6:30 PM, IN CITY HALL CHAMBERS 100 E. BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA PRESENT: Dr. Ginger Pedersen, Chair Warren Adams, Historic Resource Roger Cope, Vice Chair Preservation Planner Michelle Dion Eric Salomonsson Linda Stabile Barbara Ready, Alternate Harvey Rosenblum, Alternate ABSENT: Paul Gionfriddo Robert Weiss 1. Pledge of Allegiance Chair Pedersen called the meeting to order at 6:30 p.m. followed by the Pledge of Allegiance to the Flag. 2. Agenda Approval Motion Vice Chair Cope moved to approve the agenda. Mr. Rosenblum seconded the motion that unanimously passed. 3. Approval of Minutes Chair Pedersen noted one correction to the spelling of her name. Mr. Adams advised he had numerous changes. On page two, second paragraph, should read approval by the National Park Service, not - - e - - - • - .e - _ - - - _ -: _ _ _ . On page three, second paragraph, add as the proposed fee has not been adopted. On the last paragraph, remove and add retained integrity. On page four, first paragraph add individuals did not inhabit the house when the most significant activities occurred. On the fifth paragraph, add she was unaware of any other of its kind in the City. On the last paragraph, Berger should be Gerger. On page five, fourth paragraph, Certification should be Certificate. Also on page five, last paragraph, where it states "Additionally, if property was located next to I- 95....." add as it stands after "additionally ". On page six, last paragraph, add "handle the recordation and provide Meeting Minutes Historic Resources Preservation Board Boynton Beach, FL October 8, 2012 advice for salvaging...". On page seven, first paragraph, "Mr. Adams would assist-them provide advice with these tasks. On page seven, second last paragraph, remove entire paragraph. Motion Ms. Ready moved to approve the minutes as amended. Mr. Rosenblum seconded the motion that unanimously passed. 4. Communications and Announcements Mr. Adams advised both Mr. Gionfriddo and Mr. Weiss informed him they would be absent. Mr. Adams advised he would email everyone regarding the Cemetery Resource Protection training that was coming up hosted by the Florida Public Archeological Network. Normally, these training sessions take place in Tallahassee but this training session would take place here on November 15 from 8:30 a.m. — 4:00 p.m. It would be held at the West Palm Beach City Hall and Woodlawn Cemetery. The topics would be how to care for cemeteries and their landscape and would include some practical applications. The cost was $15.00 for the day. 5. Old Business: A. Update on the progress of the Historic Preservation Program Warren Adams, Historic Preservation Planner, advised the CLG application had been mailed to the National Park Service. An expedited review was requested. A confirmation was expected by the end of October. The State had also requested funding for the grant application, but as of yet, had not received authority to allocate any funding for the heritage trails. Design guidelines work was ongoing. A report had just been issued titled "A Model for Identifying and Evaluating the Historic Significance of Post -World War II Housing ". The report covered many of the homes that Mr. Adams had to look at plus many other types of housing. B. 331 NW 1 Avenue designation application Mr. Adams advised the application was received by the City Commission and they recommended unanimous approval. This was the first home on the local register. C. Amendments to Land Development Regulations Mr. Adams commented the amendments discussed at the last meeting were reviewed and approved by the City Commission The designation procedure for individual sites has now been made much simpler Instead of property owners having to inform other 2 Meeting Minutes Historic Resources Preservation Board Boynton Beach, FL October 8, 2012 property owners in a 400 ft. radius that a property was being designated, it was only informing owners of adjacent and abutting properties, determined by the Historic Planner The 400 ft. radius would still apply if designating a district Mr. Adams advised he could now move ahead with the mission style property on SW 1 Avenue. Further, he could also proceed with the Children's Museum, the Boynton lights and the Barton Memorial Cemetery. D. Bride of Christ Tabernacle, 202 NE 11 Avenue demolition application This item was discussed some time ago and was the proposed demolition of three structures. The Board approved the demolition because there was nothing significant on the outside of any of the buildings, with the condition that access would be gained to ensure any salvageable materials were going to be reused and to record the buildings. The buildings are in such poor condition, it was doubtful anything could be salvaged. If anyone wanted access to see if they wished to salvage anything, Mr. Adams could arrange access. The fans would be removed and used in the new building. Whatever the architect could reuse would be sold for reuse elsewhere. 6. New Business: A. 510 NE 3 Street demolition application Mr. Adams advised he received an application for a permit to demolish a structure. The structure was over 50 years old so he was required to review it. Mr. Adams described the property and showed pictures of the property. The property was in very poor condition. The owner had made inquiries about rehabilitating the structures but determined it was too expensive, even with ad valorem tax incentives. He had provided concept plans for the proposed new structure. Based on the information provided and inspection of the property, Mr. Adams advised he signed off on the demolition permit. B. Florida Master Site File survey Mr. Adams advised he was surveying all properties built prior to 1964. The first survey will be starting within the next few weeks and anyone wishing to gain survey experience could join him. He had been working with the GIS team to determine the quickest way to get the survey completed. He was also preparing a letter that would be sent to the most significant sites identified to encourage the owners to consider designation. The reason this was being done now was assuming there would the CLG certification by the end of the month, the tax incentive could be offered. 7. Other Mr. Adams mentioned there are four areas of scrub land in the City that have never actually been developed. When the areas are located on the original survey maps, one 3 Meeting Minutes Historic Resources Preservation Board Boynton Beach, FL October 8, 2012 of them Ties between two lakes, one was almost completely under a lake, one was in an area of marsh land, and one was in an area of scrub land. At some point, he would be walking these sites with archeologist, Chris Davenport. The plan would be to identify where there might be some potential archeology. These sites would never be developed and it would be great to find something. 8. Comments by members Ms. Ready provided an update on the Old High School. At the last City Commission meeting, the Commission voted to begin negotiations with the team that was working on the project. They would start hammering out the ownership details as far as the facade and limit them as to what they could do. The team was beginning to look for funding possibilities. Ms. Stabile requested an update on the Women's Circle house. Mr. Adams advised the person interested in relocating the house was on vacation and he had not spoken to her but spoke to her representative. The representative inquired as to the contractor who moved the Ruth Jones Cottage. 9. Public comments None 10. Announce date of next meeting The next meeting would be held on November 12, 2012. 11.
