MOU IAFF September 2012 MEMORANDUM OF
UNDERSTANDING
September 18, 2012
WHEREAS, THE CITY OF BOYNTON BEACH, FLORIDA (hereinafter referred to as "the
CITY ") and THE BOYNTON BEACH FIRE FIGHTERS AND PARAMEDICS IAFF,
LOCAL 1891 (hereinafter referred to as "the IAFF ") entered into a Collective Bargaining
Agreement ( "CBA ") for the term October 1, 2010 to September 30, 2013 which covers the
bargaining unit comprised of Firefighters, Lieutenants, Captains and Battalion Chiefs; and
WHEREAS, due to continuing economic conditions, the CITY requested and the
IAFF agreed to reopen negotiations; and
WHEREAS, in reopened negotiation the IAFF agreed to modification of the City medical
insurance plan and a 14.9% increase in the employee contribution for dependent medical insurance
and the elimination of the wage increase scheduled per the CBA for October 1, 2012.
The parties therefore agree to modification of the CBA as follows:
1. Notwithstanding the provisions of Article 12 Section 1 A of the Agreement, the IAFF
accepts the modifications made by the City to the medical insurance plan and a 14.9%
contribution increase in dependent coverage. The modifications as summarized in the
August 30, 2012 letter attached as Exhibit "A ".
2. Article 14, Section 1B and 1C will not take effect. Salary ranges will
remain at the levels set forth in Article 14, 1 A until otherwise
addressed in a subsequent CBA or MOU.
3. Article 14, Section 2A will not take effect.
4. The April 1, 2012 wage adjustment referred to in Article 14, Section 2C was eliminated
by prior MOU. The increases set forth in the Collective Bargaining Agreement in
Article 14, Section 2C (the wage adjustment based on performance) scheduled to take
effect April 1, 2013 is amended to take effect September 1, 2013 for the
2012/2013 year of the CBA.
5. The CITY and IAFF agree to resume negotiations for a new CBA in March 2013.
The terms and conditions of the 2010 -2013, as modified herein, will be treated as the
status quo until replaced by a new CBA.
6. That this Memorandum of Understanding shall be effective upon ratification by the
Parties.
7. That the Parties have legal authority to enter into this Memorandum of Understanding,
subject to ratification by the City Commission and the members of the bargaining unit.
Agreed to this day of September, 2012, by and between the respective parties through
the authorized representatives of the Union and the City.
