Minutes 11-13-12 MINUTES OF THE SAFETY COMMITTEE MEETING HELD ON TUESDAY, NOVEMBER 13, 2012, AT 9:00 A.M., CONFERENCE ROOM B, IN CITY HALL 100 E. CaII to Order Chair Bobich called the meeting to order at 9:00 a.m. II. Roll Call Roll call was taken with the attendance noted above. III. Acceptance of Minutes of 08/14/2012 regular meeting Motion Mr Magazine moved to approve the minutes. Mr. Sweeney seconded the motion that unanimously passed. 1 Meeting Minutes Safety Committee Boynton Beach, FL November 13, 2012 IV. Safety Committee Education & Training Chair Bobich advised he would have a video for the new members to watch in the future. He reminded everyone about safety awareness and responsibilities. It was important to make sure the department level inspections were occurring. One of the key components to that would be to make sure the fire extinguishers were working properly. Safety meetings or information the supervisors or department need, PPE and equipment necessary to do a job safely are very important. All the information is listed in the Safety Manual and on the City shared drive. Utilities and the Fire Department have their own computer program for their employees and have taken some of the safety training and PowerPoint presentations and have installed it on their system. There were plenty of funds available to put safety policies in each department in effect. Mr. Magazine requested a list of all the PowerPoint presentations and where they were located on the drive to be sent to members of the Committee. It would be sent email and for those who do not have access to email, the list would be sent to their supervisors. Mr. Magazine added the safety manual is very specific. He pointed out safety was not only a priority in the City; it was the way the City does business. He added priorities tend to change and safety was not on the list. It is of vital importance that everyone understood that. V. Old Business A. Fire Drills There were several fire drills since the last meeting. The east plant Administration building had a fire drill on October 2 Thirty -one people were evacuated and the duration of the drill was 18 minutes. The fire detector in the elevator room picked up cob webs which was what caused the alarm An accidental fire alarm sounded on October 4 at City Hall. It was determined that dust set off the detector. An alarm sounded in the West Wing on November 1 where the building was evacuated. This alarm was also the result of a dusty detector. Routine cleaning and dusting would decrease these alarms. Chair Bobich will follow up with Facilities. B. Proud to be a Safe Worker Awards There were no recent awards to be announced C. Departmental Inspections & Safety Meetings Chair Bobich expressed his appreciation for receiving the reports electronically. Mr. Magazine reminded everyone that his office was available if any assistance was needed with inspections or presentations at the department safety meetings. 2 Meeting Minutes Safety Committee Boynton Beach, FL November 13, 2012 D. Incident Review Board Referrals None. E. Drug Free Policy Statement (HR — Pat Sholos) — TABLED 10/12/2010 This item remained on the table. Ms. Sholos advised she pulled policies from Delray Beach and was in the process of reviewing them. The City had conformed its policy to the new State requirements recently passed into law and had to make changes to the Personnel Policy and Administrative Policy Manual. F. Other None. VI. New Business A. CDL Licenses — Physicals reported to DMV Chair Bobich advised there had been issues with CDL drivers and their health cards in the past and believed the concerns were cleared up now. It was up to the drivers to monitor their health cards and keep them up to date. B. Motor Vehicle New Insurance Cards This was effective October 1 These new cards were distributed to the safety coordinators in the departments. It was important to use the new cards as the City changed insurance carriers. C. Departmental Safety Issues There were no issues. Mr. Magazine advised he understood that some people were not getting access to the quarterly safety newsletter due to lack of email. He urged department heads to provide copies to those employees who do not have email access. These newsletters contain important information and it is imperative that all employees have access to the information. D. Other None. VII. Announcements A. Other 3 Meeting Minutes Safety Committee Boynton Beach, FL November 13, 2012 Ms. Sholos announced the flu shot was very successful. Almost all doses had been used. Chair Bobich advised the City had a new EAP provider. Mr. Magazine remarked that the safety manual was due to be reviewed. At the next meeting, assignments would be discussed as to different sections that would need to be reviewed and updated, if necessary. The normal process was that it was divided up among the members of the Committee. VIII. Next Meeting Date: Tuesday, December 11, 2012, 9:00 a.m. VIII. Adjournment Motion There being no further business to discuss, Mr. Magazine moved to adjourn. Mr. Pigott seconded the motion that unanimously passed.
