A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA,
URGING THE LEGISLATURE OF THE STATE OF
FLORIDA TO PASS HOUSE BILL 1031, THE LORI
EDWARDS LIBRARY BILL, WHICH WILL BE
COSPONSORED BY KAREN JOHNSON IN THE
FLORIDA SENATE, TO PROVIDE THAT STATE AID
BE MADE AVAILABLE TO MUNICIPAL AND
INDEPENDENT LIBRARIES; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, city and town libraries were the first public
libraries in Florida, and statewide, municipal and independent
libraries serve more than 10% of Florida's population; and
WHEREAS, the 1961 Florida Legislature enacted legislation
which provided aid for libraries and under Chapter 257 of the
Florida Statutes, provided that such state aid could be
available to both counties and municipalities; and
WHEREAS, a 1983 revision of Chapter 257 of the Florida
Statutes qualified municipal eligibility to those cities with
a population of at least 200~000 effectively eliminating most
municipalities in the program; and
WHEREAS, all Florida residents pay state taxes, including
sales tax, which are collected and distributed through the
state aid program for public libraries, but only those
residents of the eligible municipality and county residents
benefit from these tax dollars used to assist libraries; and
WHEREAS, House Bill 1301 is in the best interest of
continued development of public libraries providing free
library service to the citizens of Florida; and
WHEREAS, equity in funding will lead to greater
cooperation among public libraries and thus to the enhancement
of library information services available to the citizens of
Florida;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA THAT:
Section 1. The City Commission of the City of Boynton
Beach does hereby urge the Florida House of Representatives to
pass House Bill 1031, the Lori Edwards Library Bill, and urges
the Florida Senate to pass the Senate version of this bill,
which will be sponsored by Senator Karen Johnson.
Section 2., The City Clerk of the City of Boynton
Beach is hereby directed to submit copies of this Resolution,
upon passage, to all
representatives.
Section 6. This
immediately upon passage.
PASSED AND ADOPTED this
appropriate House and Senate
Resolution shall take effect
