Chair Kaiser called the meeting to order at 10:00 a.m.

Motion
Mr. Preston moved to approve the minutes. The motion was seconded by Mr. Gavlick
and unanimously passed.
VII. COMMENTS
a. Chair
Chair Kaiser passed out a list of current activities. He advised a place was needed for
the ceremonies to award the French medals. Many have passed away since the project
was started. There have been many problems getting the medals from France.
Chair Kaiser discussed the possibility of having two ceremonies on the same day. One
could be from 11 a.m. to noon, have lunch and then do a second ceremony at 1:00 p.m.
He suggested using the Civic Center since there were chairs already set up. Mr.
Magazine advised no dates in December were available. He commented he had
suggested three dates, January 10th, 17th or 24 He would need to know which date
was best as soon as possible.
b. Members or Visitors
Mr. Gavlick commented there were three possible honorary members and he would like
to nominate Mrs. Dorothy Moore for one of those positions. She had been very
supportive, attends all the events and has contributed monetarily to a great extent.
Mr. Magazine provided a list of the different categories that were required in order to be
an honorary member. The nominations would have to be approved by the City
Commission. Chair Kaiser read the names of the current honorary members and what
category they fell under.
Chair Kaiser recommended writing a letter to the City Commission to approve an
additional category.
Motion
Mr. Gavlick moved to nominate Mrs. Dorothy Moore as an honorary member of the
Veterans Advisory Commission. The motion was seconded by Mr. Farrington and
unanimously passed.

Motion
Mr. Preston moved that the Veterans Advisory Commission write a letter to the City
Commission requesting the addition of other qualifications to the current list for honorary
members to include members, of the Veterans organizations. The motion was
seconded by Mr. Farrington and unanimously passed.
VIII. OLD BUSINESS:
a. Veterans Memorial Park Events
Chair Kaiser commented there were two monuments and two benches completed in the
past 20 days. The scheduled date for the Air Force Monuments is March 6, 2013. Two
pilots will be guests on that day. The Army monuments were scheduled for June 6,
2013 and the Navy monuments would take place on November 11, 2013, the fifth
anniversary of the Park. Chair Kaiser advised he was setting aside an Air Force
section. The monuments would be bought by the Legion.
b. Awarding of French Legion of Honor Medals that took place
The Cuban Missile Crisis Monuments were unveiled on Monday, October 22, 2012.
There were many in attendance. There was brief discussion on the walkway and the
flags.
c. Memorial Day Ceremonies, Sunday, May 27, 2013 at 2:00 p.m. Boynton
Beach Memorial Park
Memorial Day would be on a Monday in 2013. Since ceremonies were always done on
Sunday, Chair Kaiser wanted them to remain on Sunday at Boynton Beach Memorial
Park.
d. Donated flags and poles along center walkway (awaiting funding & written
proposal)
This Item was not discussed.
e. Honorary Member Appointments (3 positions vacant)
The majority of this item was discussed under Comments. It was mentioned that Mrs.
Metcalf was approved by the members last month as an honorary member.

g. Lighting at Veterans Memorial Park
Chair Kaiser mentioned that last year during the MIA vigil, Florida Light & Power
Installed lights on the poles.
h. Removal of Animal Shelter — convert to parking
Mr. Magazine advised the Animal Shelter had been demolished but it was not open for
parking due to it being all sand. It was hoped that it would be cleared and leveled and
shell rock Installed in the near future.
IX. NEW BUSINESS
a. Other
Mr. Magazine reminded everyone to complete and submit their paperwork for re-
appointments.
Chair Kaiser reiterated he would like feedback on the idea of having two 25 medal
ceremonies in one day. He would need members to volunteer to assist.

Chair Kaiser gave the benediction, followed by a moment of silent prayer.

XIII. ADJOURNMENT
CODE OF ORDINANCES
Article XIV, Veterans Advisory Commission
Q Sec. 2 -188. Board appointment and membership.
(a) Board members shall be nominated by the 1, organizations listed herein and then
appointed by the City Commission to either a position as a regular or alternate member. The
or ani zations listed herein may nominate more than one individual from their organization to serve on the
Advisory Commission. The City Commission may appoint more than one individual from any
one of the NM organizations listed herein. Prior to appointment, all members must submit an
application for appointment to the City Commission pursuant to the requirements of the city's Code of
Ordinances, as may be amended from time to time.
• Qualification for appointment. In order to qualify for appointment to membership on the
t Advisory Commission, members must meet the following qualifications:
(1) Military service. All members serving on the `, Advisory Commission must have
served in a branch of the armed forces of the United States and, if no longer active, be honorably
discharged therefrom.
(2) Organization membership. A minimum of six (6) regular members of the Advisory
Commission must be a member of a local chapter of one of the following organizations:
a. American Legion;
b. of Foreign Wars;
c. Disabled American
d. Korean War -;
e. Vietnam War
f. Submarine War ',
g. Jewish War \ , ;
h. Catholic War ;
i. Women's Army Corps , 1. and
j. Maritime War
(3) Nationwide organization membership. If the individual nominated is not a member of the
organizations listed above, a maximum of one (1) of the appointed Board Members may, in the

alternative, be a member of a national organization. Hwever 2 this national 1 organization
must have a charter that provides for service and assistance to MIN of the United States
(4) Residency. A minimum of six (6) regular members must reside in the city. A maximum o
one (1) regular member may live outside the city, so long as they are active in one of the local chapters of
the organizations listed above and are residents of Palm Beach County.
(c) Staggered terms for Board membership. The initial regular members appointed will serve as
follows: three (3) members shall be for a term of three (3) years, two (2) members shall be for a term of
two (2) years, and two (2) members shall be for a term of one (1) year. Their successors shall be
appointed for a term of three (3) years.
(d) Reappointment, removal, vacancy. All members may be reappointed, without limitation as to the
number of terms served. Members may, at the discretion of the City Commission, be removed
for cause, or for missing more than four (4) meetings per year. Members that have been removed
may not be reappointed for a period of 36 months. If there is a vacancy in the membership, the
City Commission shall appoint a new member to fill the vacancy
(g) Honorary members.
(1) Appointment. The Advisory Commission may nominate ten (10) individuals to
serve as honorary members of the Advisory Commission, with preference given to individuals
that are members to the following organizations:
a. Gold Star Mothers & Fathers.
b. Current members of the Armed Forces;
c. Military Order of the Purple Heart;
d. Ladies Auxiliaries; and
e. Former Prisoners of War.
The Advisory Commission shall forward the names of the ten (10) individuals who are
nominated to the position of honorary members to the City Commission who shall then confirm the
nominations by a majority vote of the City Commission.
(2) Privileges. Honorary members may speak at meetings, but they do not have voting rights.
(3) Term of honorary membership. Honorary appointments will be for a term of one year.
