Minutes 01-14-13 MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD MEETING HELD ON MONDAY, JANUARY 14, 2013, AT 6:30 PM, IN CITY HALL CHAMBERS 100 E. BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA PRESENT: Dr. Ginger Pedersen, Chair Warren Adams, Historic Resource Roger Cope, Vice Chair Preservation Planner Michelle Dion Paul Gionfriddo Eric Salomonsson Linda Stabile Robert Weiss Barbara Ready, Alternate Harvey Rosenblum, Alternate 1. Pledge of Allegiance Chair Pedersen welcomed all to the meeting and called the meeting to order at 6:30 p.m. Mr. Rosenblum led the Pledge of Allegiance to the Flag. 2. Agenda Approval Motion Mr. Gionfriddo moved to approve the agenda. The motion was seconded by Mr. Salomonsson and unanimously passed. 3. Approval of Minutes Mr. Adams advised he had changes to the minutes. On page seven, second paragraph, add "Mr. Magnuson likely constructed the home " On page eight, under Other, second paragraph, remove the first sentence as it was confusing and not entirely accurate. Motion Mr. Gionfriddo moved to approve the minutes as amended. Vice Chair Cope seconded the motion that unanimously passed. 4. Communications and Announcements Warren Adams, Historic Preservation Planner, advised the Certified Local Government (CLG) training program was run by the Division of Historical Resources Meeting Minutes Historic Resources Preservation Board Boynton Beach, FL January 13, 2013 and was a grant funded program. The program consisted of four training courses. The first one would be held in Tarpon Springs on January 24 -25 and the registration fee is $5. However there is a $100 stipend for the first 50 registrants for hotel and travel expenses. The course would include lectures and tours. There would be three follow - up training courses held in Tallahassee on February 27 -28; Sanford on April 10 -11; and St. Augustine on May 14 -15. These are all grant funded training sessions. Mr. Adams advised he had sent an email to Michael Zimny of the Division of Historical Resources to inquire if there would be a dedicated training session planned for the City as the newest CLG and previously discussed. Mr. Adams was awaiting a reply. Mr. Adams advised a lecture on Palm Beach County in the year 1513 would be presented by Bob Davidson of the Palm Beach County Library systems and librarian. He was also the author of the book, Indian River: The History of the Indians in Spanish Florida. It included facts about Native American Tribes and Village sites and topography of the Palm Beaches at the time of the explorer, Ponce De Leon's visit to Florida in 1513. This would take place on Wednesday, January 23, 2012 at 2:00 p.m. at the Okeechobee Blvd Library branch Mr. Adams advised there would be a presentation of the Highwaymen artist, A.J. Brown, at the Boynton Woman's Club. It was a history of the Highwaymen and their works presented by Ms. Brown who was chosen to be the next generation Highwaymen artist by Hall of Fame original Highwaymen John Daniels. This would be held on Thursday, January 24 at 7:00 p.m. There was no charge for the event. Mr. Adams mentioned that he was informed of the Boynton Beach Woman's Club open house. There would be tours of the building and displays, including one he will be presenting himself on the City's Historic Preservation Program. This would be held on Sunday, March 10 from 2:00 p.m. to 5:00 p.m. Mr. Adams commented there was a program called Archeology in an Hour which was run by Florida Public Archeology Network. It was a workshop for educator's and was on archeology themed lesson plans. This would be held at the MacArthur Beach State Park in North Palm Beach on February 9 from 9 a.m. to 1 p.m. 5. Old Business: A. Update on the progress of the Historic Preservation Program Mr. Adams reported that with regard to the Ad Valorem Tax Incentive Program, the Interlocal Agreement is scheduled for consideration by the Palm Beach County Commission on February 5 He was informed it would take only one reading, so hopefully there would be an Ad Valorem Tax Program in place at that time. With regard to the small matching grant for the downtown Heritage Trail, Mr. Adams advised he had not heard anything about the level of funding awarded. 2 Meeting Minutes Historic Resources Preservation Board Boynton Beach, FL January 13, 2013 Mr. Adams remarked that the plan was to have the design guidelines completed within the next couple of weeks and have a PDF emailed to all Board members for adoption at the February meeting. As the designation of sites was moving ahead, it was likely the Board would be reviewing Certificate of Appropriateness applications. The High School most likely would be the first review project. He would suggest that all members be familiar with the Guidelines, the Secretary of Interior Standards, and the City Preservation Ordinance. The Guidelines should be available for review at the next meeting. Once the Board reviews them, changes would be recommended or it would be adopted. With regard to the archeological survey of the scrub sites, Mr. Adams noted on December 13 he walked three of the sites with Dr. Michelle Williams. Dr. Williams is an archeological botanist and works with Florida Public Archeology Network. She believed the sites had potential to contain some archeology and provided a lot of valuable advice. Mr. Adams reminded the Board they recommended approval of the historic designation application at the last meeting for 229 SW 1 Avenue. The City Commission approved the designation application on first reading and second reading for final approval is January 15 The Board also recommended approval for 221 East Ocean Avenue and the Commission recommended approval on first reading for that, as well. 6. New Business A. Boynton High School, 125 East Ocean Avenue designation application Mr. Adams announced there was a current development proposal for the High School. One of the requests was that the Board move ahead with the historic designation. Mr. Adams commented that the designation was held up because of work to be done with the developer. It has come to the point where it would be beneficial to move ahead with the designation. Mr. Adams noted he sent the members a fairly lengthy report and there was one slight mistake in the report. He had mentioned that the second floor of the gymnasium had collapsed during the hurricane. The second floor walls in the gymnasium collapsed, not the floor. All the notification requirements had been met for designation. Mr. Adams recommended the Board approve the application at this meeting as the first reading would be at the next Commission meeting, with the second reading on February 5 when the developer would be present. Mr. Adams showed a slide presentation reviewing the history of the High School and outlining the elements that qualify it for designation. Juan Contin, 826 So. Federal Highway, Developer and Architect for the Old High School, advised there were two reasons why the historic designation was needed. The second reason would be for the Ad Valorem tax advantage on the building. These things were what was making the project viable. Without them, the project would not happen. Motion Ms. Stabile moved to approve the Old High School as historic. Ms. Dion seconded the motion that unanimously passed. 7. Other None. 8. Comments by members Ms. Stabile mentioned that the Boynton Beach Historical Society was having a meeting on Monday, January 21 at 6:30 p.m. to discuss a book written about the history of Boynton Beach. Ms. Ready announced the Arts in Public Places program and the free International Kinetic Art Exhibit and Symposium on February 9 and 10 and invited everyone to attend. 9. Public comments None. 10. Announce date of next meeting -- February 11, 2013 11. Adjournment Motion There being no further business to discuss, Ms. Dion moved to adjourn.
