Minutes 03-12-13 MINUTES OF THE SAFETY COMMITTEE MEETING HELD ON TUESDAY, MARCH 12, 2013, AT 9:00 A.M., CONFERENCE ROOM B, IN CITY HALL 100 E. Call to Order Chair Bobich called the meeting to order at 9:01 a.m. II. Roll Call Roll call was taken. A quorum was present. Acceptance of Minutes of February, 12, 2013, regular meeting Motion Mr. Majors moved to accept the minutes. Ms. Webb seconded the motion that unanimously passed. The members observed a moment of silent reflection for the untimely passing of Chuck Magazine, Director of Risk Management. Chair Bobich explained Mr. Magazine was a strong advocate for safety. He was very passionate about the employees and citizens. He expected all to wear their personnel protective equipment because that is how employees should operate and the way Boynton does business. There are policies and manuals in place to guide employees. Chair Bobich encouraged all to take a minute and review the procedures in place. 1 Meeting Minutes Safety Committee Boynton Beach, FL March 12, 2013 IV. Safety Committee Education & Training A five - minute Dress Safe video was viewed. The video explained accidents happen in all environments with all types of equipment. It was important to dress safe. Common office equipment was just as likely to result in an injury as other types of equipment. Each year 200 injuries result in death. Loose clothing should be tucked in, and jewelry removed. Tie hair back and check cuffs, buttons, and ties. It was always important to dress safe. Chair Bobich hoped in a month or two to have a streaming online video program in place, giving access to hundreds of online safety videos. Videos could be assigned to staff members for viewing or viewed as a department. V. Old Business A. Fire Drills A few fire drills were held and another drill at the Library took place. Chair Bobich will compile all the paperwork and present them together at the next meeting. There was also an incident at the West Wing. He received the report from Mr. Magazine but wanted to review it with Mr. Rumpf. Discussion followed there was no pull station available upstairs in the West Wing. In this instance, there was an old electric motor in the air conditioning unit that started sparking and it burned some insulation. There was no actual fire, but the smell was noticeable and the building was evacuated. It was recommended maintenance employees that specialize in air conditioning check the smoke sensor and /or tubes as sometimes they are installed backwards and Chair Bobich also agreed to check with Ms. LaBlanc about the matter. It was also noted the City smoke detectors were recently checked. B. Proud to be a Safe Worker Awards None. C. Departmental Inspections & Safety Meetings Chair Bobich expressed his appreciation for receiving the inspection reports and safety meetings electronically. Currently, a temporary employee is scanning hard copy materials into LaserFiche in the Risk Management Department, which will reduce the paper. He was missing information from a few departments regarding when meetings were scheduled. It was important as he and Ms. Webb would like to attend the meetings. D. Drug Free Policy Statement (HR— Pat Sholos) —TABLED 10/12/2010 Ms. Sholos explained Human Resources was working on the Health and Benefit fair to be held on March 21st. Large colorful posters were distributed to the departments advertising the event at which biometric screenings would take place. Several vendors and about 10 or 11 juicers and 100 prizes would be given away. Smoothies were available. She encouraged all employees to attend and get the word out and departments try to schedule employees in a manner so every employee could attend. Ms. Webb explained as to the Drug Free Policy Statement, an amendment or deletion of the current Ordinance must occur before moving forward with a policy. F. Safety Manual Review Chair Bobich explained the review of the Manual was complete. The City Manager was waiting to finalize a few items and would then sign the document. G. Other None. VI. New Business A. Departmental Safety Issues Mr. Lee reported some of the fire investigators need hard hats and it was learned they were on back order. Mr. Dauta explained three new hardhats were available and seven were on back order that should be delivered within a week. Mr. Ezell also advised there was an issue at the West Water Treatment Plant with lights that were moved from the ceilings onto the wall coming down the stairs. The lights were blinding workers and they were at eye level. He inquired if they should have shields. Chair Bobich agreed to review the matter. It was noted lighting was moved in the emergency stairwells before and nothing was said. He felt it was a safety issue B. Other VII. Announcements A. Other Ms. Sholos explained individuals who participate in the biometric screening at the Health Fair would receive a $20 gift card from Target. Those who take the Biometric screenings online would receive more gift cards. 3 Meeting Minutes Safety Committee Boynton Beach, FL March 12, 2013 VIII. Next Meeting Date: Tuesday, April 9, 2013, 9:00 a.m. Chair Bobich explained Mr. Magazine was very much by the book, but he was more flexible. He requested the members consider a time and date change for the meetings. In the past, attendance was low and he thought the change may increase participation. I. Adjournment Motion There being no further business to discuss, Mr. Naughton moved to adjourn. Mr. Dauta seconded the motion that unanimously passed.
