Minutes 03-26-13 MINUTES OF THE ARTS COMMISSION MEETING HELD ON TUESDAY MARCH 26, 2013 @ 6:30 P.M., TRAINING ROOM AT FIRE STATION NO. 2, 2615 WEST WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA PRESENT: Anderson Slocombe, Debby Coles - Dobay, Public Art Deborah Bottorff, Chair Administrator William Combes Christine Moeller, Vice Chair Robyn Lorenz ABSENT: Aylin Tito Halena Wolf I. CALL TO ORDER Mr Slocombe called the meeting to order at 6:30 p m. II. ROLL CALL OF MEMBERS Self- introductions were made. III. AGENDA APPROVAL Mr. Slocombe requested that Item X. A. Board Chair and Vice Chair Election, be moved to V. Announcements /Reports, A. Motion Mr Combes moved to approve the amended agenda. Chair Bottorff seconded the motion that unanimously passed. IV. APPROVE MEETING MINUTES — FEBRUARY 26, 2013 Motion Mr. Combes moved to approve the minutes. Chair Bottorff seconded the motion that unanimously passed. V. ANNOUNCEMENTS /REPORTS A. Board Chair and Vice Chair Election Meeting Minutes Arts Commission Boynton Beach, FL March 26, 2013 Mr. Slocombe called for nominations for Chair. Mr. Combes nominated Ms. Bottorff for Chair and Ms Lorenz nominated Vice Chair Slocombe for Chair. Vice Chair Slocombe declined the nomination. The Board voted and the nomination for Ms. Bottorff passed unanimously Ms. Lorenz nominated Ms. Moeller for Vice Chair and the Board voted unanimously. Even though the new Chair and Vice Chair are effective immediately, it was decided to have Mr. Slocombe continue to lead the meeting B. Boynton Sister Cities — Young Artists/Young Authors Judging Ms. Lorenz and Vice Chair Slocombe commented that the contributions by the young students were very impressive and they were pleased the quality and the amount of effort the students put into it. Vice Chair Slocombe reviewed the votes and commented that there were seven or eight honorable mention awards at the Middle School level and three or four at the High School level. C. Boynton Sister Cities — Young Artists/Young Authors Reception Ms. Coles -Dobay advised the Young Artists/Young Authors reception would be held on Friday, April 5 from 6 — 7 pm, at the Boynton Mall. D. Breeze into Boynton Beach Plein Air Reception April 11 6 — 8 pm Ms Coles -Dobay commented this was the exhibit that had been running since December at the Library with artists that did paintings and sketches all over Boynton Beach. The closing reception would be on April 11 on the second floor of the Library and the exhibit would be done on May 3 Anybody could come to the Library and view the artwork, look at a starting bid, and bid on paintings There will be master book at the reception desk where people can put their names in for the bid. Bids have been placed on five pieces of artwork so far. E. April 22, 6 - 8 pm City Library Program Room: Earth Day "Environment and Our Community: Process and Practice" Ms. Coles -Dobay advised this was part of the celebration with the City for Earth Week. Events take place the entire week and this was one of the contributions. This is part two of a two part presentation. Part one consisted of a presentation from professionals from all over the County who participated in the earlier stages of this program. The presentation on April 22 for Earth Day was an extension of that. This encompasses eco -art, the kinetic projects and other projects that include environmental processes and practices. F. April 25, 8:30am — 1pm Tiki Tom, Environmental Artist demonstrates his art and the making of "The Island of Tiki People" with St. Marks students and the City for Earth Week Celebration 2 Meeting Minutes Arts Commission Boynton Beach, FL March 26, 2013 Ms Coles -Dobay advised this was another activity the City was participating in There will be twelve different stops and Tiki Tom would be one of them along the Mangrove Park walk area. Students and the public are invited to come learn about how Tiki Tom collected ocean debris and debris from mangroves to construct his art. In addition, St. Mark students have booths along the Mangrove boardwalk and would talk about the wildlife that is in the mangroves, the life cycle, what is native and what is not, among other topics. The City would also participate in information topics. Mangrove Park is located on the north side of the Promenade VI. PROJECT UPDATES /APPROVALS A. Ocean Avenue Specimen Tree Installation Update Ms Coles -Dobay asked the Board if they had seen the artwork in the trees that was installed This project was funded by the CRA. The concept was to add something that was illuminating the dark spots along Ocean Avenue and brighten it up and add attraction to it. The Banyan tree at Ocean Avenue Park and the Kapok at the Ocean Avenue Amphitheater and across the street at the Civic Center, are where the installations are taking place. It was a difficult project as brackets that were both safe and non - damaging to the trees had to be fabricated so the tree art could be hung. Another challenge was getting power to the trees. Low wattage LED lights, similar to landscape lights were used. There have been a lot of spectators from Hurricane Alley coming to view the project. Ms. Coles -Dobay provided a slide presentation of other artwork being installed. B. PNC Green Wall Public Art Update Ms Coles -Dobay advised this art project was almost completed. She showed the Board comparative pictures of what the project looked like in the beginning and what it looked like now. She explained the aspects of the eco -art wall structure The Bank wants to plant plants that go up on a fenced grid area that climb up the grid. These would be in different colors. The idea would be to highlight the flora and fauna of Florida and represent what is seen whether in the landscapes in different areas of the City, or the native areas. Since it was a green building, it would also keep the wall cooler and have less air conditioning usage. The areas would have some lighting against them so they would be able to be seen at night. The maintenance would be performed in- house. C. Seacrest Medical Public Art update Ms. Coles -Dobay advised this was the project with the sculpture statues. There are a total of four and it was a work in progress and moving forward There was discussion on the placement and the finished product. 3 Meeting Minutes Arts Commission Boynton Beach, FL March 26, 2013 D. Bad Ragaz Mural approval Ms Coles -Dobay advised this project was completed and was being brought to the Board for approval. Motion Chair Bottorff moved to approve the mural. The motion was seconded by Ms. Lorenz and unanimously passed. VII. INTERNATIONAL KINETIC ART SYMPOSIUM AND EXHIBIT PLANNING A. April 8, 6:30 pm — CRA board presentation recap Ms. Coles -Dobay remarked much of this was reviewed at last month's meeting She wanted to bring a full report back to the CRA Board since they were a large sponsor of the Kinetic Symposium. Ms. Coles -Dobay read a portion of the draft summary report for the event that would be put on the agenda All the documentation reviewed at the last meeting would be included such as the survey documents, the public participation document, as well as the marketing promotional exposure received, and the minutes of the last meeting. B. Outdoor Kinetic Exhibit extended to new locations Ms. Coles -Dobay informed the members that there still would be expenses that were part of the budget that involved removing the artwork and shipping it back. There was some opportunity and discussion for events elsewhere to use the artwork, one being the City of Ft. Pierce and one being Mounts Botanical Gardens, who are interested in bringing some of the sculptures to either location. With that, they would pick up the art, bnng it to their location, have it installed and ship it back. It would be their responsibility. It would give Boynton Beach more publicity, more credit and more awareness of the Kinetic Art Symposium. VIII. EXHIBITS A. Brad Jernigan Artwork Program (117 donated pieces) Chair Bottorff commented this was a very interesting and colorful artist. One of the local newspapers at the time of his popularity was very enthralled with him and wrote a lot about him. He had a particular interest in painting and making fun at certain social sets. Many of his paintings have that flavor to it. Most of the paintings are in pretty poor shape and could use some cleaning. The cleaning would be best left to professionals. Chair Bottorff suggested that once all the pieces are researched, documented, priced 4 Meeting Minutes Arts Commission Boynton Beach, FL March 26, 2013 and numbered, put it into a comprehensive form that would help perspective gallery buyers and give them time to bid on the whole project. Some of the pieces are not retrievable, but rather than try to sell them piece by piece, Chair Bottorff thought it would be better to have someone bid on the whole package. Mr. Slocombe suggested sending an email out to galleries giving them a summary description of what there was and provide a few pictures. Motion Ms. Lorenz moved to approve sending a draft email to galleries from Miami to Stuart to get feelers for interest on Brad Jernigan's artwork. Chair Bottorff seconded the motion that unanimously passed. IX. NEW BUSINESS A. Exhibit at City Library May — October 2013. Ms Coles -Dobay stated the when the Plein Air Exhibit ends in May, she would like to reach out to other groups for interest in exhibits. She reached out to Stan Slutsky and another artist who do op art, which she thought would coordinate nicely with the kinetic art exhibit. Chair Bottorff indicated Stan Slutsky's work was awesome and he had a very large volume of work. He was a good self - promoter so he would make it a great event It would be great for the City if he wanted to present his work as a one man show. His work was on exhibit in Delray Beach until the last week in April. Motion Chair Bottorff moved to approve a Stan Slutsky show at the Library Ms. Lorenz seconded the motion that unanimously passed. X. UNFINISHED BUSINESS A. Board Chair and Vice Chair Selection. This item was moved up in the agenda. XI. FUTURE BUSINESS Ms Coles -Dobay mentioned that if any of the Board members knew someone who would be interested in serving on the Arts Commission, send them to the website to review it.
