Minutes 04-23-13 MINUTES OF THE ARTS COMMISSION MEETING HELD ON TUESDAY APRIL 23, 2013, AT 6:30 P.M., IN THE FIRE STATION NO 2 TRAINING ROOM 2615 WEST WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA PRESENT: Deborah Bottorff, Chair Debby Coles - Dobay, Public Art Robyn Lorenz, Vicc Chair Administrator Christine Moeller, Vice Chair Paul Sirota Anderson Slocombe Aylin Tito I. Call to Order Chair Bottorff called the meeting to order at 6:27 p.m. II. Roll Call of Members Self- introductions were made. III. Agenda Approval Chair Bottorff added a discussion to the end of the agenda about the Art Walk and the Home Depot Design Center artist would be moved to Item 6, Project Approvals /Updates before Item A. Chair Bottorff welcomed new member Paul Sirota to the Board. Motion Ms. Moeller moved to approve the agenda, as amended. Mr. Sirota seconded the motion that unanimously passed. IV. Approve Meeting Minutes — February ( sic) March 26, 2013 Motion Ms. Moeller moved to approve the minutes of the last meeting. Ms. Tito seconded the motion that unanimously passed. 1 Meeting Minutes Arts Commission Boynton Beach, FL April 23, 2013 V. Announcements /Reports A Boynton Sister Cities — Young Artists/Young Authors Reception Friday, April 5, 6 -7 p.m. Boynton Beach Mall (Vice Chair Lorenz arrived.) Debby Coles - Dobay, Public Art Administrator, announced she attended the event and other Board members attended judged the event. It was a great exhibit with nice art, good poems and stories. The event was held at the Mall to give the event more exposure. It was well attended and awards were given. B Breeze into Boynton Beach Plein Air Reception April 11, 6 -8 p m Chair Bottorff and Ms. Coles -Dobay attended this event and commented there was beautiful work. Several artists attended and they were happy with the display. Chair Bottorff expressed it would have been better to have more attendance; however, the reception was nicely put together. The exhibit contained scenes of Boynton Beach, from Mangrove Park, the Inlet, Oceanfront Park, Green Cay, Loxahatchee Preserve and the Pirate Fest. The paintings were available for purchase through a bid process and five artworks sold. This netted the Art in Public Places program $124, and the Friends of the Library the same amount C. April 22, 6 -8 p.m. City Library Program Room Earth Day "Environment and Our Community: Process and Practice" This event was attended by Vice Chair Lorenz who commented the event had an interesting mix of attendees. She reviewed Artist Lucy Keshavarz's project that involved landscaping and sculptural art. They discussed community gardens and disadvantaged youth, and teaching children how to grow food in a garden and eat it as opposed to eating junk food. Another attendee was a woman owning a spa who spoke about natural beauty treatments and the chemicals people put on their skin. The architect and principal from Galaxy Elementary School attended as did an individual from Peerless Wind Systems, who showed how they use solar panels with wind turbines that are sculptural and attractive. She noted there were different types of environmental art. Vice Chair Lorenz thought it was a very interesting exhibit. One architect proposed the STEM (Science, Technology, Engineering and Math) program and others proposed the STEAM (Science, Technology, Engineering, Art and Math) program. The Children's Schoolhouse Museum was supportive of including art in their programs and used STEAM. 2 Meeting Minutes Arts Commission Boynton Beach, FL April 23, 2013 Artist Rolando Barrero started Gratitude training, which would be a series. The idea was to connect the community and environment together. Ms. Coles -Dobay commented attendance at the training should be improved. It was advertised on Facebook and on Mr. Barrero's site. He had 35 responses. It was also published in the Sunday paper with some of the other Earth Week activities ongoing in the City. One of the speakers coming from Miami could not attend due to inclement weather affecting traffic. She commented Boynton Beach was competing with other cities for Earth Week events. It was noted the City recently hired a Communications Manager and the Art in Public Places program does a lot of marketing. It was important to get the word out about events and the new position would help. It is also the Board's responsibility to get the word out so when events are announced. Members should make it a point to invite five individuals to attend to help grow the community as artists and speakers appreciate Board support. D. April 25, 8:30 a.m. —1 p.m. Tiki Tom, Environmental Artist demonstrates his art and the making of "The Island of Tiki People" with St. Mark students and the City for Earth Week Celebration. Ms. Coles -Dobay provided the history of the project. All were invited to attend the event as a tour was included in the demonstration. E. Art Walk Ms. Coles -Dobay announced the Walk on April 25th, commencing at 422 Industrial Avenue. This month would feature functional art from artists who create funky things from found objects that are recycled. The time was 6 to 9 p.m. She again commented the artists appreciate Board attendance. Last month an artist drew attention to youth that are kidnapped and sold into slavery. The exhibits are interesting and informative. VI. Project Updates /Approvals E. Home Depot Design Center artist, artwork concept and placement approval (Heard out of order) Alison Meyer, Attorney from the Law Firm of Dunay Miskel Backman Blattner, was present for this item. Ms. Coles -Dobay located the project site which was the former Home Depot Design Center on SW 8th Street. There will be renovations and an interior build out. The owner wanted to include an AIPP element in the existing monument sign to give it an identity and call attention to it from the street. The owner submitted the information to the Board because they wanted to install the art before the build -out commenced. The piece was a metal sailfish contained in an oval which was part of the sign. It is located in a visible location and it adheres to the Boynton Beach Branding Statement. 3 Meeting Minutes Arts Commission Boynton Beach, FL April 23, 2013 The members discussed the various aspects of the piece. There was discussion about lighting and making the piece able to spin, but the artist was working within a budget. There was another suggestion to use acrylics so the piece would be iridescent; however, the artist does not work with acrylics. The Board was requested to approve or disapprove the concept, the artist, and the placement of the piece. Motion Vice Chair Lorenz moved to approve the artist. Mr. Sirota seconded the motion that unanimously passed. Motion Vice Chair Lorenz moved to approve the location of the art. Ms. Tito seconded the motion that unanimously passed. Motion Mr. Sirota moved to approve the concept with suggestions. Vice Chair Lorenz seconded the motion for discussion. Discussion followed there are shrubs along the area, and the drawings show the piece is raised. The base is 3 feet 1 inch and the sign height is 33 feet. The piece is 10 feet. A suggestion was made to consider back lighting and front lighting, but there would be up- lighting. It was also noted the piece had a nice silhouette. A suggestion was made the designer's find a way to raise the piece. As it is currently designed, it was lost in the signage and it did not have enough prominence. Attorney Meyers explained the artist works with metal, not acrylic, and this was his vision for the piece. She agreed to pass on suggestions, but she was not authorized to make any decisions. It was agreed the Board liked the movement of the sailfish and would like to see how it would be attached to the sign with and without the oval. They wanted to ensure the art would not be lost in the sign environment, landscaping and where it would be situated. They requested the drawings come back so they could see those issues resolved and then make a decision at the next meeting. As it was currently proposed, it gets lost in the environment and needed more prominence. Motion Ms. Moeller moved to get the issues resolved and take another look. Vice Chair Lorenz seconded the motion that unanimously passed. Meeting Minutes Arts Commission Boynton Beach, FL April 23, 2013 a Ocean Avenue Community Redevelopment Agency Specimen Tree public art project approval Chair Bottorff reviewed this item had been discussed at a prior meeting. Several members saw the lanterns installed on the tree at Ocean Avenue Park and discussion followed the blinking lights and lights spotlighting for the fish lantern needed to be adjusted. Ms. Coles -Dobay explained the timing of the lights for the pieces was programmed differently, but could be changed from time to time. Vice Chair Lorenz thought the timing of the blinking pieces should be unified. A suggestion was made the Board could approve it and request a change in the light timing periodically Motion Mr. Slocombe moved to approve. Mr. Sirota seconded the motion with the addition of the comments that the Board had the option to change the light programming periodically. The motion unanimously passed. b. PNC Green Wall Public Art final approval This item was also discussed at the last meeting and Ms. Coles -Dobay provided a progress report The issue was the City had to ensure the right plants were planted and a maintenance agreement was needed. The applicant included the language the City wanted in the Agreement so the City could now inspect it to ensure it is maintained properly If the bank sold the property, the project would remain and would be conveyed to the new owner. Motion Mr Sirota moved to approve. Mr. Slocombe seconded the motion that unanimously passed. c. Placement Quantum Town Center artworks for public art requirement approval Alfred LaFavre, Olen Development, was present for this item. Ms. Coles -Dobay reviewed this project is in an upscale plaza. It is a mixed -use community and some of the site will be developed as a residential community. There were two pieces of art that would be placed on site, due to development of Lots 17 and 52. "A Tear Must Fall ", by Chinese Artist Zhou Hong, would be situated at the second entrance, and "Cognizance ", by Artist Bill Bedford, would be located at the main roundabout. There were questions about the placement of "A Tear Must Fall" and whether the location on a parking lot island could accommodate the size of the piece. It was noted the site plan was unclear. Mr. Sirota also inquired about supporting local artists. Mr. LaFavre explained the owner of the company has his own ideas about artwork. 5 Meeting Minutes Arts Commission Boynton Beach, FL April 23, 2013 Motion Mr. Sirota moved to approve artist Zhou Hong and "A Tear Must Fall." Ms. Moeller seconded the motion that passed 5 -1 (Vice Chair Lorenz dissenting). Motion Mr. Sirota moved to approve artist Bill Bedford and "Cognizant ". Ms. Moeller seconded the motion that unanimously passed (Vice Chair Lorenz left the meeting at 7:51 p.m. and returned at 7 :52 p.m.) Motion Mr. Sirota moved to approve the location of both pieces as indicated on the site plan with the comment the members get a better idea of where "A Tear Must Fall" would be placed as the site plan was not clear. The motion was duly seconded and unanimously passed. d. Placement of artwork at Manatee Bay for Public Art requirement approval Ms. Coles -Dobay explained Manatee Bay was an existing community located at Federal Highway and the Intracoastal. It too is owned by Olen Development who recently purchased property to the south end of the community to extend the development. The existing main entrance will remain. The artwork proposed for the entrance was called "We Are Coming Apart." Mr. Sirota inquired about the relationship of the art to the development as he did not see a connection Mr. LaFavre explained the developer purchased it because of the Globe. It was a combination of three different colored, polished and raw granites. After discussion, the members thought the "A Tear Must Fall" was more fitting for Manatee Bay and a suggestion was made to swap the two pieces. Motion Mr. Sirota rescinded his prior motion regarding the pieces at Quantum Lake Town Center and their locations. Vice Chair Lorenz seconded the motion that unanimously passed Motion Mr Sirota moved to accept "Cognizance" as stated on the (Quantum) plan. Ms. Tito seconded the motion that unanimously passed. 6 Meeting Minutes Arts Commission Boynton Beach, FL April 23, 2013 Motion Mr. Sirota moved to accept "A Tear Must Fall" for the Manatee Bay location and the "We Are Coming Apart" in the Quantum Town Center location. Ms. Tito seconded the motion that unanimously passed. VII. International Kinetic Art Symposium and Exhibit Planning e April 8, 2013 — CRA Board presentation recap — report The members viewed a short video presented at the CRA meeting regarding the Symposium Ms. Coles -Dobay pointed out the Agency had new members. (Mr. Sirota left the meeting at 8 :06 p.m.) The presentation helped them understand the impact of the event and the artwork brought to the City. Ms. Brooks, the CRA Director, made wonderful statements and had commented the Symposium could be a signature event for the future. The funds they donated to sponsor the event were well spent and she was pleased with the impact it made in economic development. They had monitored businesses during the event. It increased traffic, the attendees spent money, and it helped with the downtown development initiative. (Mr. Sirota returned to the meeting at 8:08 p.m.) The members watched the video. Ms. Coles -Dobay explained the next event would be held in 2015. They have a support and sponsor base, which they hoped to build on. f. Outdoor Kinetic Exhibit extended to new locations — report. Ms. Coles -Dobay explained the outdoor kinetic exhibit was extended to new locations. Mounts Botanical Gardens wants to include outdoor kinetic art in their garden after the City is finished with its exhibit. The other entity interested in a piece was the City of Ft. Pierce. Mounts is much more interested and will not obtain the entire collection, but it was interested in the majority of it. In addition to seeing art in an urban setting, one can see it in a garden setting, giving it another appearance. It will help Mounts attract new visitors When the Atlanta Botanical Gardens had their kinetic exhibit, it was one of their highest grossing events The Boynton Beach exhibit had 16 pieces, some of which were returned to their artists. The Related Group was interested in purchasing the kinetic butterfly from the collection, which Mounts was interested in, but Artist David Langley may have other butterflies for Mounts. There will be about 10 to 12 pieces available. As a result, when the 2015 event is marketed and advertised, the Arts Commission can target that audience and would be recognized as bringing art to Mounts and as well. 7 Meeting Minutes Arts Commission Boynton Beach, FL April 23, 2013 VIII. Exhibits A Avenue of the Arts 2013/2014 — Artwork siting and planning Ms. Coles -Dobay explained the Arts Commission changes out the art on the Avenue around this time of year. They issue a Call to Artists. It is published in May, and the selection is in June. The selected artists are notified in July, and an agreement is signed They prepare the site in July and August and installation occurs in September. The members were requested to decide what kind of Call to Artists to issue, and select a theme for next year's exhibit. Ms. Coles -Dobay explained three spots were available until September and the City has two pieces that can be sited. One was the Rings of Promise which was removed from the Children's Schoolhouse Museum for restoration. It is not ready to be sited and that piece can be sited in one of the three available sites. Additionally, Artist Cecilia Lueza had exhibited Three Faces other sculptures in the past and was amenable to loaning Three Faces the piccc to be placed on the Avenue. Vice Chair Lorenz suggested contacting EarthWorks. Ms. Coles -Dobay explained in the past, there were limited submissions due to the requirements in the Call to Artists and the installations, but there are other environmental artists that could be contacted. She did not want to be in a position to obtain pieces that were hard to site. Motion Mr Sirota moved to place Rings of Promise at the Civic Center, Three Faces on one of the other spots and whatever spot is the third would be available to local artists. Mr. Slocombe seconded the motion that unanimously passed. B. Review draft letter to galleries — Brad Jernigan artwork program (117 donated pieces.) The members reviewed a draft letter to galleries soliciting a request to bid on the entire collection from Brad Jernigan. There was discussion to send the letter with a flyer containing four or five images to create interest. Mr. Sirota agreed to research how to obtain a gallery list. Once the wording of the letter and any disclaimers were finalized, Ms. Cotes -Dobay would insert the pictures. A bid form drafted by Ms. Tito will be included and Chair Bottorff agreed to create a flyer. Motion Vice Chair Lorenz moved to proceed with the bid process Ms. Moeller seconded the motion that unanimously passed. The Commission will proceed with getting all the details together. 8 Meeting Minutes Arts Commission Boynton Beach, FL April 23, 2013 I. New Business None. X Unfinished Business None. I. Future Business Mr. Sirota commented on the relationship of the Arts Commission as it pertains to the Palm Beach County School District Art Teacher's Association and others. There was brief discussion about partnership agreements and the like. Mr. Sirota agreed to email information to Ms. Coles- Dobay. There was also agreement to add the Kinetic Symposium 2015 to future business. VII. Adjournment Motion There being no further business to discuss, Mr. Slocombe moved to adjourn.
