This project was initially presented to the Arts Commission for the public art gates concept in March 27,
2012. The Board approved the concepts for this project as noted below. The gates structure was built
approximately six months ago. Due to costs and fabrication resources the features that were to be added to
the gate structure are being altered. Since the concept is being altered this item is being brought back to the
board to approve the changes to meet the initial design intent for the project.
If Board approves the project changes it will be completed within two months of the approval date.

Proposed Modifications from Original Proposal:
1) Center "Bone like" feature for the top of the gates has been eliminated.
After further consideration with the fabricator, it was determined that the original proposal was too busy but
by removing the central "bone" feature, it maintained the overall integrity of the art.
2) The door is arched and larger in size.
The arched and wider doors provide more of an open feel and character than the squared door. The
arched door is more medieval.
3) The "Spear" element above the door is no longer shown.
With the arched doors, the spear conflicted and was removed.
4) Treatment for outside doors had black metal bars with bone handles
The handles are of natural wood to match the gates rather than the proposed bone. With the gates being
open the majority of the time, it seemed that the bone handles were extraneous to the overall art work.
5) Copper discs are proposed in the circles created by the bone work.
These copper discs are being added for depth and character.
6) The torches on two poles that flank the gates continue to be proposed are will be fabricated and installed
with the rest of the art work.
7) The proposed art work will be fabricated in metal by Ocean City Metal and painted by Dana Donaty for
the appearance of the proposed art work attached with this narrative.
Once changes are approved project will be completed within a two month timeframe.

BUILDING FRONT �ULPTURE COURTYARD
Artist Frank Varga will deliver and install the artwork at the end of May or early June. The site
for his sculpture has been prepared by the contractor. It is located just outside the large lobby
window that was built to give the best possible view of the artwork to everyone who visits the
Literacy Center. It is visible 24/7 from the south and east side of the building. Two parking lights
provide light for night time viewing. There will be recycled green glass pebbles, brick pavers
and aesthetically pleasing landscaped plants around the artwork that sits on the cement pad.
The sculpture by artist Frank Varga titled "The Reading" is 36" x 36" x 67 "h is made from a
athena stone medusa cement mixture which was cast from a mold that the artist created. The
artwork has a stainless steel metal rod that will be fastened into the existing cement pad. The
sculpture will be left in its original white color with recommended clear concrete sealer applied
for yearly maintenance.

EXPO INVESTORS PUBLIC ART CONCEPT

This project was presented to the Board at the April 23, 2013 meeting for consideration of the cost, artist and
artwork concept approval. And if approved could the public art concept be considered to satisfy the future
public art requirement if and when the Expo Building at Shoppes of Woolbright submits an application for a
construction value greater than $250,00.00. The Board wanted to have this item come back to decide if the
sailfish artwork would work better in or out of the oval shape when attached to the signage. The letter was
submitted for the board consideration.

Dear Debby,
Thank you for your time and courteous attention to the Public Arts Application submitted by Expo Investors,
LLC for the proposed Sailfish Sculpture ( "Artwork ") within the addition being constructed to the multitenant
pylon sign at the Shoppes of Woolbright. We greatly appreciate all of your feedback both before submitting
the Application and after the Public Arts Commission meeting. We would also like to thank the Board for all
its assistance and contributions to the proposed Artwork. Specifically, we understand that the Board
approved the proposed artist and location, but had some additional feedback on the Artwork itself. In
addressing the Board's comments and concerns about the Artwork, our client and the artist have
determined that appropriate engineering standards require the Artwork to be framed within the proposed
oval shape. As such, our client intends to move forward with Captain Eric Audit's original design. In addition,
and as acknowledged by one of the Board members at the April 23, 2013 meeting, we agree that the oval
design calls attention to the piece and provides an attractive visual impact to the renovated marquee sign.
The Artwork will be substantially secured in place by the oval shape, which will also provide for the best
visual prominence possible. Landscaping will also be provided around the base of the sign in accordance
with City Code requirements.
We are very excited about the Artwork and hope that the Board will share in our excitement and approve
our Public Arts Application at its next meeting on May 28, 2011 if you have any questions, please feel free

BOYNTON BEACH, Fla. - The Boynton Beach Art District is getting a facelift as volunteers work to revitalize
an old industrial park near 1 -95.
The urban revitalization project took place throughout the weekend and is already showing progress. The
groups goal is to turn the area that was once blighted into something vibrant.
West of 1 -95, off Boynton Beach Boulevard and West Industrial Road is where the volunteers have been
working. The once run down industrial park is now transforming into a home of art. "I'm basically just spray
painting a cartoon character," Joey Cruz said. Cruz is an artist who was doing graffiti work on a garage bay
in the industrial park.
"We are showing the youth and the community that graffiti isn't vandalism," he said. "It's another form of art."
Inside of the bay garages are businesses and artists.
Rolando Chang Barrero is the leading artist behind the revitalization of the industrial park. He leases out the
spaces to other artists in the district. Barrero said he has big plans for the district, which don't just involve
art. "Our sights are on bringing a juice bar and an organic coffee shop to the area," he said. He also plans to
bring a garden to the side of the road where the industrial park is located. "We would like to be an
educational center for children," Barrero said. "Teaching them how to eat properly. Teaching them how to
grow their own food and pick it."
This is just phase one, but Barrero said they can use the help of the public as they complete the next two
phases over the next couple months.

The City of Boynton Beach is Offering a Rare Opportunity to
Gallery Owners and Art Collectors in South Florida
The City of Boynton Beach has recently received a gracious gift from one of its residents, Karen Hall. It is a collection
of paintings, sculptures and drawings by the renowned American artist, Brad Jernigan. Several whimsical, comical
and colorful works by the artist have been sold at auction, including "Untitled (Mobile)" sold at Sotherby's New Your
`Contemporary Art' in 2010.
Jernigan received much of his inspiration from parties, cocktail lounges and the theatre, according to a 1965 article in the
Palm Beach Daily News. He found humor in the "quirks and foibles" of the upper class and his paintings often depicted
these subjects in humorous settings.
This large volume of work, comprised of 117 pieces has been stored in a residence in Boynton Beach for approximately 20
years. Richard Beau Lieu & Associates, Fine Art Appraisers has conducted an appraisal on the entire collection.
If you are interested in bidding on the collection, you may ask for a copy of the formal appraisal, including all digital
images to be sent to you on a CD, by contacting me at the email address above. You may also schedule an appointment to
inspect the art. Many of the works are in excellent condition and some are in need of repair but have been cleaned.
The City of Boynton Beach is offering the entire collection to the highest bidder. Bids will be accepted from June 17 to
July 15, 2013. You may bid by filling out the attached form, signing it and returning it to me at the address above.

The public art piece will be assembled as a result of a collaborative effort of three local artists; Leo
Urban and Nicole Urban of Urban Associates, Inc. and mosaicist, Suzi K. Edwards. Using photographic
images of Colorado aspen trees captured in fall color, Nicole Urban, Artist /Graphic Illustrator prepared
a color hand sketch of a composite image that she converted to a tile image using PhotoshopF'.
Leo Urban incorporated the image into the wall /trellis structure and designed the wall /trellis structure
in western theme using stone veneer columns, stone column and wall caps and a western red cedar
wood trellis. The western theme has been carried out throughout this single - family home development
to include stone veneer on each home. The monument sign that we designed also follows the
designated theme and includes stone veneer columns, stone columns and wall caps, and the logo on the
sign is an aspen leaf. In addition, the access road has been named Aspen Leaf Drive by the developer.
The aspen tree scene will be created using a rich mosaic mix of: Venetian glass smalti, vitreous glass
smalti, ceramic smalti, cut stone and seashells pieces attached to a fiberglass mesh backing, which will
be affixed to the wall with thin set mortar, grouted and sealed. There will be a dramatic and lively color
mix of brilliant yellows, oranges, pinks and violets offset by earth tones. The art piece will be 62 square
feet; and the overall dimensions of the tile mural will be 4' -4" high and 14' -4" wide situated 1' -2" above
finished grade and will be centered on the wall. The tile mural will be recessed and surrounded by a cast
stone boarder/veneer. This is an ideal location for public viewing since it will be located off Lawrence
Road on a cul -de -sac at the end of 1200 foot road in a non -gated community. The artwork will be up lit
at sun set and during the early evening hours and will be controlled by an automatic time clock. The two
park benches will provide a place for the community to meat and view the public art piece.
The mural and wall /trellis structure will be extensively landscaped with flowing plants. The trellis will be
planted with Blue Flowing Sky Vine that flowers continuously in south Florida. Annuals will be planted at
the base of the mural and yellow flowing Cassia trees will frame each end of the secondary columns.

Maintenance Guidelines:
Tiles will require minimal maintenance, similar to glass windows that require a rinse with a garden hose
whenever necessary. To remove general exterior contaminants (i.e., sprinkler, plant, animal and

The public art piece was assembled as a result of a collaborative effort of two local artists; Leo
Urban of Urban Associates, Inc. and Tracy Rosof- Peterson of Earth Artists Clay Studio. Leo
Urban photographed the Umbrella Sage image (Cyperus alternifolius) in full bloom and
manipulated the image on Photo Shop to present a high contrast color blend graphic illustration.
The intended use of the building is medical offices. Our research of the Umbrella Sage plant
indicates that leave and root extract has shown positive antifungal, antioxidant and antibacterial
properties. The use of this particular plant image is symbolic of herbal plants as a medical
treatment.
The umbrella sage image will be fabricated in the form of a low relief clay file mural by Tracy
Rosof Peterson. The art piece will be 24 square feet; and the overall dimensions of the mural are
6' high and 4' wide situated 5' above finished grade and will be centered on the west facing
elevator wall of the Sibia building. This is an ideal location for public viewing since all of the
patients will walk past the public art piece as they access the doctor's offices. In addition, the
parking lot connects Federal Highway with SE 4th Street and the art piece will be accessible from
both streets. The art work will be down lit in the evening starting at dusk and the light will
remain on during the period that the security lighting of the building is scheduled to remain on.
Viewers will have the opportunity to get up close and explore the details, but the mural will be
high enough with foundation landscape to avoid everyday wear and tear by pedestrians. The top
of the mural will be 11' above the sidewalk, which will provide visibility to the general public
either walking or driving along SE 4 Street.
The mural edges will be straight lined to reflect the geometric shape of the components of the
building design and detailing. The art piece will be inset and framed by the exterior stucco
surface. The tile will be cut in non - uniform sections of approximately 8 "x 9" tiles. Horizontal
and Vertical cuts will be soft, shallow curves. Low Relief Sculpted Tiles will be approximately
5/8" to 1 1 /a thick, Low relief means there will be no parts sticking out and no parts that could

catch or break off. All glazes will be green, white and yellow colors with satin to low gloss
finishes. Some highlighted and contrasting details will have a medium gloss finish.
It is the intention to capture the beauty and detail of the delicate Umbrella Sage leaves, flowers
and clusters. Sculpted clay tiles will add depth and richness to the outdoor space and will be
long lasting, The umbrella sage image will evoke the healing quality of plants in the medical
profession.

The public art piece is a cluster of (5) sunflowers with the sterns, leaves and seedpods cast in
bronze and the flower petals fabricated from stainless steel. The idea of a sunflower art piece was
inspired by the Imagine School logo that consists of a hand sketch of the sun with radiating light.
An aluminum edge separates the sod and juniper ground cover planted under the art piece to
keep maintenance equipment away from the sculpture piece. The art piece is up lit from dusk to
1 :00 am each night and will be automatically turn on and off by a time clock. This piece was
designed by Leo Urban, Artist of Boynton Beach, FL and fabricated and installed by Frank
Varga of Varga Sculpture Studios of Delray Beach, FL. This was a collaborative effort between
two artists.

"Mosaic Arch for Clock Tower"
Public Art Feature - Boynton Lakes Plaza

Boynton Lakes Plaza is a mixed -use retail and restaurant space owned and
operated by Regency Inc, of Jacksonville, Florida. The anchor store is Publix.
Mosaic and ceramic artist, Suzi K. Edwards, has been chosen to create
decorative mosaics to surround the arched entry to the tower. The mosaics will
be fabricated on duroroc using glass mosaic tiles, and ceramic hand -made
elements The theme of tropical foliage with flora and fauna was chosen by Ms.
Edwards to coordinate with existing architectural details. There is a concrete
border of grapes, grapevines and leaves on the tower, and in other areas of the
Plaza.
The arch will feature a large sun at the top, which will be fabricated using brilliant
gold glass tiles. The ceramic elements: parrots, monkeys, mangos, bananas and
foliage will be fabricated out of stoneware, painted with colorful underglazes and
glazed will a clear gloss glaze. Stoneware is remarkably durable. The mosaics
will be surrounded by a 2" precast concrete band that will be installed by the
builder. This will create a visual border and protect the mosaics.
The mosaics will be grouted and sealed, and will require no special maintenance.
An annual cleaning with soap and water and a stiff brush will keep them looking
perfect for decades.
PROJECT BUDGET: $14,000.00 (includes all specs detailed above) to be paid
to Ms. Edwards by Regency Properties.

The C . =f r is a year -long artwork loan program that's designed to evoke the public's imagination, provoke
creativity and invoke senses. , i .,a.,,< a ,. f<<s is the creation of the City's Arts Commission and is realized through the
Art in Public Places program.
As visitors travel from Boynton Beach Boulevard down Seacrest Boulevard, east on Ocean Avenue to the Boynton Harbor
Marina Intracoastal in downtown Boynton Beach, they will discover twelve inspiring artworks.
Along the way they will learn about the City's amenities such as the City Library, Schoolhouse Children's Museum, Civic
Center, Art Center, Ocean Avenue Park and Boynton Harbor Marina. The, { << f<<+ is amongst shops, restaurants,
fishing, diving and other local businesses. Group tours frequent the.<< „<«
The Art in Public Places program may purchase one or more of the artworks for permanent placement in Boynton Beach. To
date six artworks were purchased for permanent placement in the City with many participating artists awarded additional
commissions. All the artwork is for sale. A percentage of the artwork sold goes back to the Art in Public Places fund.
Each year the Avenue of the Arts gets strong media attention, group tours, marketing materials and artwork images are
submitted to the Florida Association of Public Art Professionals Year in Review conference presentation.

Number and name the images with artist's name: i.e, lastname.jpeg (smithl.jpg; smithl.jpg, etc.). Text files can be provided as
Word document, rtf, or Pages document file formats saved on the CD or USB drive. Printed images can be made directly
from computer or color copies.
If multiple images are submitted, please have each image on separate 8.5” x 11" color print out and clearly labeled.

SAMPLE AGREEMENT FILL OUT IF YOUR ARTWORK IS ACCEPTED
ARTIST EXHIBITION AND RIGHT TO PURCHASE AGREEMENT
THIS AGREEMENT is hereby entered into between the City of Boynton Beach, Florida ( "the CITY "),
a Florida municipal corporation, and (the "ARTIST "), an individual with an address of
WHEREAS, the CITY wishes to locate artwork temporarily along Ocean Ave. between the Intracoastal
and Seacrest Blvd. and along Seacrest to Boynton Beach Boulevard in Boynton Beach, Florida; and
WHEREAS, the ARTIST wishes to exhibit his /her artwork with the CITY for placement on the public
and private property along Ocean Ave., and Seacrest Blvd. for a period of approximately one year; and
WHEREAS, the CITY wishes to purchase a series of artworks for the Boynton Beach Art in Public
Places Program; and
WHEREAS, the ARTIST wishes to sell his /her artwork to the CITY as part of the Boynton Beach Art in
Public Places Program
NOW, THEREFORE, in consideration of the mutual promises and covenants hereinafter set forth, the par-
ties hereto agree as follows:
1. The ARTIST hereby agrees to loan the artwork described in Exhibit "A" ( "ARTWORK ") to the City for
outdoor placement along Ocean Ave., and Seacrest Blvd. in Boynton Beach, Florida for a period of approxi-
mately one year. The time period starts on a date no earlier than September 16, 2013 and no later than Septem-
ber 26, 2013. The time period ends no earlier than September 22, 2014 and no later than September 25, 2014.
Installation hours are Monday - Thursday 7A.M. - 4P.M.
2. The ARTIST represents and covenants that the ARTWORK(s) is /are made of durable material and will
withstand the usual weather and climate in the area. The ARTIST assumes all responsibility and risk for any de-
terioration or weathering caused to the ARTWORK.
3. The CITY will determine a location for the exhibition of the ARTWORK on Ocean Ave. and Seacrest
Blvd. Based on information about the location supplied by the CITY, the ARTIST will provide a sketch of any
required physical support base and the method of attachment to existing concrete pad construction. Once ap-
proved by the CITY, the ARTIST will modify the ARTWORK, if necessary, with any required elements to at-
tach the ARTWORK to the existing concrete pad construction.
4. The ARTIST will agree to a precise delivery date with the CITY that will be during regular business hours
unless specifically agreed by the CITY. The ARTWORK will be deliver to the exhibition location and installed
on the ARTWORK existing concrete pad or temporary ARTWORK base at the precise location directed by
CITY staff. The CITY will cover prearranged shipping costs and to move the ARTWORK from the delivery
vehicle to the ARTWORK location. The City will provide the hardware specs to the ARTIST to attach the art-
work to the concrete and temporary base pads. The ARTIST is responsible for the installation of the artwork.
The CITY will provide the ARTIST with a condition report after installation.
5. The ARTIST will agree to a precise removal date with the CITY that will be during regular business hours
unless specifically agreed by the CITY. The ARTWORK will remove from the exhibition location under the
supervision of CITY staff. The ARTIST is responsible to move the ARTWORK from the existing concrete pad
construction at the precise location to the delivery vehicle. The CITY will cover prearranged shipping costs to
return the ARTWORK to the ARTIST. The CITY will provide the ARTIST with a condition report after re-
moval.
6. The CITY reserves the right to move the ARTWORK at any time to any location on Ocean Ave. and Sea -
crest Blvd. or other CITY property or to remove the ARTWORK at any time from the exhibition. The CITY
will contact the ARTIST before moving the artwork except during an emergency related to the public safety or
the safety of the ARTWORK.
7. The CITY will provide property insurance for the value of the ARTWORK in the event that the ART-
WORK is lost, stolen or damaged by third parties. The insurance WILL NOT cover wind damage. In the event
of a hurricane the CITY will notify the ARTIST and allow the ARTWORK to be removed 48 hours prior to offi-
cial hurricane notice. The ARTIST agrees to assign its rights to pursue third parties for damages /reimbursement
to CITY, upon CITY's request. The CITY is not responsible for damage caused by acts of war or major acts of
nature including, but not limited to, floods and hurricanes, tornadoes and lightning.
8. ARTIST represents that he /she has the right to enter into this agreement and same does not interfere with
or violate the right of any other person or entity; that it owns all rights, title, interest and copyright to the ART-
WORK.
9. ARTIST will be able to sell the artwork on display during the year. If the artwork is removed before the
year -long display has ended the artist agrees to replace the artwork with another similar artwork. The Artist
must submit the new artwork for approval by the Arts Commission prior to removing the artwork. If the artist
sells the artwork during the year long display and has it removed then the artist agrees to contribute 10% of the
artwork sale to the City of Boynton Beach's Art in Public Places program.
10. The CITY will pay the ARTIST one thousand dollars ($1,000.00) for each ARTWORK as an artist fee
for the loan of the ARTWORK. The artist fee will be paid as follows: five hundred dollars ($500.00) upon de-
livery and acceptable installation of each ARTWORK and five hundred dollars ($500.00) upon removal of each
ARTWORK. Unless the CITY chooses to purchase ARTWORK as described below, the ARTIST fee is the only
consideration that the CITY will provide to the ARTIST. If the CITY decides to purchase ARTWORK and the
end of the year loan program the artist will not get the final $500.00 of the $ 1,000.00 artist fee payment. In-
stead the ARTIST will receive payment for the purchase of an ARTWORK for placement on CITY property.
11. The ARTIST hereby agrees to grant the CITY the right to purchase the ARTWORK through the end of
the exhibition period. If the CITY chooses to purchase the ARTWORK, ARTIST agrees to sell the ARTWORK
at dollars inclusive of all costs. The CITY is exempt of paying sales tax. As part of the purchase
price, the ARTIST will provide services to advise the CITY in writing on the permanent installation of the
ARTWORK and maintenance requirements. This provision does not require the CITY to purchase the ART-
WORK.
12. The ARTIST grants the right to the CITY to photograph and distribute photographs of the ARTWORK for
non - commercial public information including media releases, CITY newsletter, website, exhibition printed mat-
ter and websites. The CITY will provide the ARTIST with digital images and printed matter. These images will
be provided on a CD or USB with image dimensions min 4 inch, max 10 inch with common aspect ratio sizes
preferred. Jpeg or PNG 150 DPI min, 300 DPI max save Jpeg as maximum size. PDF file format is also accept-
able. All digital files should be identified with artist name lastname.jpeg etc. Copy files can be provided as
word, rft, or pages file formats saved on the CD or USB. Print outs can be made directly from computer or pro-
vided a color copies.

As a child, magicians and magic acts fascinated me.
There was something about the illusions they created
that captured my imagination. I want that same vivid
sense of illusions to be central in my artwork.
Today, all of my work creates the illusion of
movement and three - dimensionality. I achieve these
effects by juxtaposing hard -edged color patterns
that disrupt the normal process of vision. Some
shapes of color may seem to advance and then
recede and others appear to pulsate in waves. It is a
passion of painstaking, semi - scientific approach to
painting based on the manipulation of optical devices,
and which depend on subtle color gradations,
systematic chromatic harmonic lines and shapes.
I hope my work will stimulate and provoke a
positive emotional reponse in the viewer's mind just
like the magicians did when I was a child.
