(8131 251 -1221 601 Bayshore Boulevard, Suite 650 FAX (813) 251 -5720 Tampa, Florida 33606 July 24, 2013 Debby Coles -Dobay Public Art Administrator City of Boynton Beach Debby, per your request for a maintenance letter for the perpetual maintenance on the Old Dixie Eco Walk I have outlined the recommendations which is in accordance with the approved Landscape and Irrigation Plans by Dave Bodker, Landscape Architect. The Old Dixie Eco Walk is a natural native habitat consisting of native Florida flora with the incorporation of Eco Art throughout. It was designed in collaboration with Lucy Keshavarz the Eco Artist, Dave Bodker the Landscape Architect and The City of Boynton Beach Public Art Board. It is a unique urban landscape project that has numerous native plant species that requires proper maintenance to help ensure successful growth. In addition, the Old Dixie Eco Walk was created on a City easement with its allowable use for this project due to a developer's agreement between the City of Boynton Beach and the developer providing it is properly maintained in perpetuity. The design intent of the Old Dixie Eco Walk is a native natural look, it is not meant to be neatly manicured, cut and or shaped. It is meant to replicate a part of Florida's native flora and to attract and sustain butterflies. The public art elements are meant to bring interest and educate the public about the many benefits of planting with Florida native plant species. Of the 61 species of plants included in Old Dixie Eco Walk, 55 have been identified with plant identifications for educational purposes. Therefore it is very important that the plants that have been identified be on the site. Some of the plant material, shrubs or trees may die off in time and other adjacent plant material will take its place through natural means of airborne germination and or wildlife movement. It is recommended that if excessive die off occurs, consultation with Dave Bodker is recommended and if he is not available, with a qualified Landscape Architect knowledgeable in Florida native plants be required to remedy the situation immediately upon notification of such die -off. Excessive die off is defined as a loss of all or a large portion of a particular plant species that would leave a bare area where that particular plant species should be growing according to the original plan. The exception to this would be the wildflowers that can be seasonal and move around on the site. It will be important to maintain the relationship between the plants and the plant identification boulders in an understandable way as the vegetation along the Eco Walk grows and changes over the years. If it is found that one or more of the identified 55 plant species will not grow along the Eco Walk, than another beneficial plant species should be chosen and a plant identification tile/boulder be created for the new plant. 1 To preserve the intent of the Old Dixie Eco Walk it shall be maintained per the design intent and per the plans and specifications by Dave Bodker the Landscape Architect. It is also recommended to be maintained to the standards of a qualified native plant professional and shall follow these maintenance guidelines at a minimum per industry standards to ensure proper growth: Turf Management: a) Turf shall be cut at a height of 3" to 4" as conditions dictate using a rotary type mower. b) Total number of mowing's and edging shall not be less than 24 times per year. c) Turf clippings shall be removed from all paved and mulched surfaces after each mowing. d) Trimming around trees, shrubs, signs and foundations shall be performed with each mowing. Work shall be performed using hand tools or mechanical devices to present a neat and manicured turf area. Fertilization: a) Turf shall be fertilized 2 times per year. b) Plant and Trees shall be monitored and given appropriate fertilization for the species to maintain health of the plant /tree as necessary. Shrub and Hedge Management: a) Pruning of shrubs will be kept at a minimum and as needed: to keep pathways open for pedestrians and to maintain the health of the plant within its particular microenvironment. b) Trimming native species in a non conforming and natural plant growth method. Weed Control. a) Physical removal and post emergent weed control shall be used in treating weed areas on sod, bed areas and tree rings 24 times per year. b) All paved areas, sidewalks and tree rings shall be sprayed year round as needed to control weed populations. c) Removal of weeds in or within 6" of the plant materials is by hand. Pruning: a) All dead palm fronds up to 12' shall be removed on a monthly basis. b) All low hanging branches shall be lifted to a height of 8' as needed. Irrigation: a) The irrigation system will be operable as needed throughout the year following all SFWMD Water Regulations. Once all plants are established (maybe up to 2 years) irrigation will need to be adjusted according to needs for life. 2 b) Perform 12 wet checks of entire irrigation system or once per month to include the following: a. Inspect the timers, valves, water pump and motors for correct and proper operation. b. Inspect rotors, mist heads, pop -up's and nozzles for correct and proper operation. c. Clean filters on all rotors, pop -up's, nozzles and well for correct and proper operation. d. Butterfly watering basin bubblers will be checked for correct flow and the sand basin will have organic materials removed. c) Visually inspect for hot spots. d) Clear debris and grass from around all sprinkler heads to ensure proper watering. e) All sprinkler heads, rotors, pop -up's and mist heads will adjusted for proper water distribution. 0 Irrigation will be adjusted to provide proper watering year round and shall be adjusted as needed. Mulch: a) Mulching shall be maintained per the approved landscape plans and topped off or replenished once per year. Pest Control: a) It is recommended to utilize IPM Integrated Pest management for weed and pest control. Use of environmental natural remedies that will not harm wildlife and plant species will be used. These recommended guidelines are a minimum in helping to maintain a successful native habitat per the design intent of the plans and specifications. Regards, Rick Lococo Manager Gulfstream Gardens Phase II, LLC 3 ART SPACES AND DISTRICTS Arts and Culture in Boynton Beach Arts and culture plays an important role in Boynton Beach's growth and economic development. The City acknowledges that is has a well established and successful Art in Public Places program that contributes to a positive City image, economic development, revitalization and cultural tourism. We are experiencing a new emergence of artists, arts related businesses and arts experiences due to the success of this program. They are collaborating and contributing to the vitalization of our City by attracting visitors to their studios and gallery spaces. An industrial district at 401- 422 West Industrial Avenue is now known as the Boynton Beach Art District (BBAD). It began through the efforts a founder of Arts Commission and major contributor to the Art in Public Places program, Rick Beau Lieu. Rick a successful artist, arts advocate and contributor to many established art and cultural programs and events throughout Palm Beach County, is the owner of the Neighborhood Gallery. In 1989, upon relocating to 422 West Industrial Avenue in Boynton Beach, Rick, a few district artists and businesses cleaned up the industrial warehouse area making it a cleaner and safer place. The improvement of this industrial district encouraged more businesses to locate in the district.The City Commissioner established it as an arts district and provided signage for the Neighborhood Arts District. In 2010, Rolando Barrero located his studio and gallery, Activista Artista, in this district. He, Rick Beau Lieu and a few of the district artists have committed volunteer time and energy to establish this industrial district as a destination location. Their efforts have and continue to put Boynton Beach on the cultural map. In addition, businesses in the district positively coexist with BBAD artist as their effort has increased traffic and exposure to business, makes the district safer and encourages new business to locate in the Industrial District. This arts district, an industrial district in the City, is the first in Palm Beach County. It is often compared to as a mini Wynwood Arts District, located in Miami, or a Fat Village Arts District, located in Fort Lauderdale. These cities not only have industrial arts districts, but also have other art areas that promote a variety of arts and cultural experiences. Arts Commission: Art in Public Places 0 City of Boynton Beach Art in Public Places Enriching our Community through Public Art www.boyntonbeacharts.org The Arts Commission ordinance that includes its board duties are to make recommendations and guidance to the City Commission on matters relating to the visual arts. These recommendations include encouraging public and private partnerships in the arts; review and recommend proposals for art work for public buildings and public spaces; encourage the flow of art into the City; stimulate art relates activities and events: study issues related to art and implement art programs. As we continue to grow the program, the board's duty is to establish the positioning and purpose that various art districts and entities can contribute to City. This information is for the beginning of a discussion that is recommended to take place and include the Arts Commission board, artists, City and CRA planners. These conversations should be informed, but open, and focus on how arts and cultural can impact Boynton Beach's economic development and branding. The following provides three examples of either established art entities, concepts that are in discussion or, planned for the City. Each has its individual art and cultural purpose and positioning. Each can co- exist, and through collaboration, contribute to Boynton Beach's arts and culture destination goals. ART SPACES AND DISTRICTS Boynton Beach Arts District (BBAD) 422 West Industrial Avenue Where Art Comes Alive' Mission Statement: Boynton Beach Art District (BBAD), serves as an incubator space where all art forms, including urban gardens and raw eat demonstrations, are showcased. This industrial warehouse, once plagued as an unsafe dump site, was transformed into a thriving community to promote cultural exchange. CRA Master Plan BOYNTON RA =BEACH As the City develops other arts and culture areas, the BBAD can be differentiated from the others possibilities. In the Community Redevelopment Agency's (CRA) Downtown Master Plan, Ocean Avenue Cultural District, where the Avenue of the Arts connects the Cultural Campus to the Transit Oriented Development District and onto the Boynton Harbor Marina is identified. ART SPACES AND DISTRICTS In this district, along Ocean Avenue the intent is to promote cottage -style and land assemblies for use as gallery's, art studio's, art businesses and an Arts and Cultural District. This district has been discussed as an arts and cultural destination location featuring all forms of artists spaces, such as clay firing, glass blowing, sculpture carving and casting, audio/ video production studio, performance and installation art with gallery space. It could include educational learning sessions and live work spaces. Possible distinct identifying names for this are could be: • Ocean Avenue Cultural Center • Ocean Avenue Arts District (Both of theses names connect with the Avenue of the Arts and Ocean Avenue's physical location in Boynton Beach.) • Ocean Avenue Art Transit • Downtown Arts District The name "Downtown Arts District" fits the definition of the planned district in the CRA's Master plan. It aims to instill community pride, support local artists and merchants, revitalize streetscape conditions, provides a layer of safety and increases foot traffic. This project is a celebration of the role that the arts play in community - building and economic growth. An opportunity that is in discussion is the expansion of our Swing Space program. Private developers have expressed interest to utilize artists to activate commercial spaces and enliven their plazas and mix use properties. Artists would partner with the developer to occupy a commercial space and utilize market incentives to activate commercial spaces. Artists would form co -ops, or organizations, to continue with their businesses in the commercial space and become partner- owners of the commercial space. These spaces would offer alternative experiences to traditional galleries and studios. ART SPACES AND DISTRICTS Quantum Town Center, Olen Properties Quantum Town Center, actively involved in exhibiting artwork in their vacant storefronts, is supporting the arts. Since the Swing Space program attracts the public to the plaza and garnered positive press, the program contributed to the increase of its commercial space leases. The developer is now considering expanding their Swing Space program to allow occasional artists gallery open houses. The Related Group "Art & Design Related Project" CASACOSTA Arts centric developer, Jorge Perez, owner of the Related Group, recently purchased Casa Costa is very familiar with how art can energize spaces and bring positive experiences to his development projects. An avid art collector, major art donor and advocate of art spaces, Jorge and his staff are engaged in discussions with the City to activate a 2,300 square foot commercial space. This space is positioned as an open door, visit- the - artists studio "reality show" concept. In addition to watching artists create their art for their clients, they would also watch a special piece commission by the Related Group for placement in their properties. Along with daily and monthly activities, this space would engage and attract the Casa Costa clientele as well as the general public. Each of these business models can co- exist, if they collaborate and distinctly position themselves to as a unique arts experiences, create sound public /private partnerships and define how they would serve the progressive arts and cultural in Boynton Beach. Dave Bodker, Landscape Architect, designed the pathway and plantings for the easement area along Old Dixie Highway on the western boundary of Seabourn Cove using Florida native plant species, many of which provide habitat for Florida butterflies. Taking her cue from Dave's design, the needs of the site, community, city, and developer, as well as the "green" initiative common to all, EcoArtist, Lucy Keshavarz created the concept for Old Dixie EcoWalk at Seabourn Cove in order to make visible what is seldom recognized as we "green" our buildings or is overlooked in our native landscapes. Old Dixie EcoWalk at Seabourn Cove allows this special place to become even more special and enjoyable, while at the same time educating and giving community members the opportunity to connect with the importance of natural systems in our urban areas. The art elements include carved Florida cap rock, custom made butterfly concrete stamps, high pressure laminate interpretive panels and custom ceramic tiles. Using these materials, Lucy has created sculpted resting areas, butterfly waterholes and custom plant identifications tiles that include plant names as well as identifying what type of animal species it benefits. The interpretive panels tell the story of the past and present, and the need for creating native habitat in our urban areas now and in the future. Lucy received input from three scientists with expertise in the ecology and conservation biology of Lepidoptera. All elements and messages are woven along the entire quarter of a mile pathway in such a way as to be fun and intriguing, while encouraging observation, questioning, science literacy and sustainability. This collaboration adds a unique and beneficial public art project to the current City of Boynton Beach's Art in Public Places Program and Green Building EcoArt Initiatives. For short distances, boulders can be picked up by two people, carefully carried on a dolly and placed. For replacement of tiles; the tile will need to be chipped out and the recessed area cleaned out with a grinder making sure not to enlarge recessed area more than is needed or grind /scratch other areas of the boulder meant to be left in a natural state. Objective: To discuss how visual art entities can contribute to Boynton Beach's economic development and branding goals. Determine how can these entities can coexist and collaborate to contribute to the growth of the Arts and Culture in the City. 1. Why open the discussions at the Arts Commission meeting? As the Arts Commission continues to expand the Art in Public Places program, the board's duty is to establish the positioning and purpose for various art districts and entities. The discussion should focus on how they can contribute to the above objectives and goals. I1. Brief overview of City /CRA plans for the revitalization of areas specific to art and culture. Provide an overview of key areas that are a focus of redevelopment and revitalization to City and CRA staff. Contribution to overview by CRA and City staff.
