Minutes 09-24-13 MINUTES OF THE ARTS COMMISSION MEETING HELD ON TUESDAY, SEPTEMBER 24, 2013, AT 6:30 P.M., AT THE FIRE STATION NO. 2 TRAINING ROOM 2615 WEST WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA PRESENT: Deborah Bottorff, Chair Debby Coles - Dobay, Public Art Administrator Christine Moeller, Vice Chair Paul Sirota Anderson Slocombe ABSENT: Robyn Lorenz Aylin Tito I. Call to Order Chair Bottorff called the meeting to order at 6:34 p.m. II. Roll Call of Members Self - introductions were made. A quorum was present. III. Agenda Approval Chair Bottorff asked if anyone had any objections or comments to the agenda. Ms. Coles -Dobay asked for the sponsor letter, item VII B, to be tabled until the next meeting Motion Mr. Sirota motioned to table Section VII Item B. Ms. Moeller seconded the motion that passed unanimously. Motion Ms Moeller moved to approve the agenda with the modifications. Mr Slocombe seconded the motion that passed unanimously VI. Approve Meeting Minutes — August 27, 2013 Ms. Coles -Dobay had two corrections to the minutes from the August 27 meeting. The first comment is on page two, item D, second paragraph, last line. Ms. Coles -Dobay read the following sentence: "One could receive tax breaks for planting native plants ". Ms. Coles -Dobay has no idea what that meant and does not recall saying that Ms. 1 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FLORIDA SEPTEMBER 24, 2013 Coles -Dobay requested this line be stricken from the minutes of August 27, 2013 and a revised copy of the minutes is re- distributed. The second comment was on page 6; section C, third paragraph, first line, Avenue of the Arts Artist Reception section. The line should have read, "The artist from Maine was interested ... Ms. Coles -Dobay asked for this correction as well. Motion Mr. Sirota moved to approve the amended minutes. Mr. Slocombe seconded the motion and was passed unanimously. V. Announcements /Reports A. September 27 5 -7pm — Avenue of the Arts Artist Reception Ms. Coles -Dobay commented this item would be discussed in detail under Exhibits Section Vl. Project Updates /Approvals A. Stage Left Mural, artist and artwork approval Ms. Robin Miller, Board Member Stage Left Theater, reported the proposed artwork of three local artists for the Stage Left Theatre will do a trio of mural projects which was approved by the Board. Ms Coles -Dobay asked Ms. Miller to give a little background of the Stage Left Theatre. Peter Pagliaro of the Royal Playhouse was transitioning into a new project and Ms. Miller responded to the advertisement which began the collaboration to create the Stage Left Theatre. Stage Left is a local theatre which has been in operation for approximately one year. There are six shows set for the season, two of which have been completed with great results as well as a children's show. The season is starting with "I do, I do" a musical which is currently in rehearsal. Tickets are on sale now at www.stagelefttheater.net Brochures are being printed but all information and ticket sales can be accessed on the website Ms. Coles -Dobay gave additional background information stating the building was the Madsen Center near the Art Center downtown. The space was not being used and it was a good opportunity for Stage Left which is located at 145 SE 2 "d Avenue. Ms. Miller commented the two shows put on sold out every night. Ms. Miller also said there were seating issues but risers are being installed which will make visibility better from all levels. There is a new lighting booth and they are working hard to make it look like a professional community theater. Ms. Coles -Dobay stated the theater is in a complex 2 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FLORIDA SEPTEMBER 24, 2013 area near shuffleboard courts and not easily seen by the public. The CRA will help fund life -size type murals that will be placed around the building so everyone can see it is a theater. There are three artists: Sharon Koskoff has done a lot of work in Lake Worth and all over Palm Beach County. Ms. Koskoff is also involved with preservation and art deco. Ms. Koskoff is the founder of the Art Deco Society. The second artist is Jennifer Chaparro who is a street painter /chalk artist and does the street painting festival in Lake Worth. Ms Chaparro received her Maestro Certification from the Florida Chalk Artists Association in 2011 which certifies she is a master of chalk art. The third artist, Craig McInnis has his work displayed in the Art District. Mr. McInnis produces murals all over the county. All of these artists have established backgrounds with murals. The murals themselves are three different concepts from each artist. The budget for all three is $4,500 which the CRA is funding. All of the backup information is available for any questions about placement size, materials that will be used and where the murals will be placed. On the side of the building there is a shed and on the front of the shed Sharon Koskoff will put the comedy and tragedy masks. On either side of the windows in the front of the building there will be curtains to designate the area. Through the gate you will see Jennifer Chaparro's proposed mural. Further past the window will be Craig McInnis's mural. All murals will be displayed with the curtains on each side and the audience on the bottom. Mr. Sirota commented all three murals tie in together and having the curtains throughout is a nice concept. Mr Sirota also stated it is good they are all local artists Chair Bottorff asked why three separate artists were chosen to do this project and why it was not given to just one artist to have more consistency. Mr. Slocombe stated for a project like this it is better to have multiple artists. If there is only one artist, everything starts to look the same. With three different artists you still have unity Mr Sirota also stated it gives more opportunity to support local artists. Ms. Tracy Smith - Coffey, Marketing and Business Development for the CRA stated she came up with the concept of three artists. It creates jobs for artists and it is helping to revitalize the building. Ms. Smith -Coffey stated that every art project she has done always included more than one muralist. People have different tastes and paint differently. It also makes a good news story for the media to see there are three artists collaborating together on this project. Ms. Smith -Coffey presented her vision to the artists and they came up with their own concepts. Ms. Smith -Coffey explained Ms. Koskoff's Comedy and Tragedy masks with the curtains would look best on the front of the building to designate a theater destination. The other two artists were positioned inside the hallway. It is very important for the CRA to have this theater in the community of Boynton Beach. It brings people to the area which is part of the CRA's mission. The CRA is supporting this mural project because the CRA wants Stage Left to feel they have a cultural destination and a home people can identify with. The CRA is also going to work closely with marketing the theater so people know it is there between the shuffleboard courts. 3 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FLORIDA SEPTEMBER 24, 2013 Motion Mr. Sirota moved to approve the artists, the pieces and placement selected. Mr. Slocombe seconded the motion that passed unanimously. Ms. Miller wanted to make an additional announcement before she left. Stage Left is having an opening to introduce their season on October 16 at 5:00 p.m. There will be cocktails and food for those who would like to attend. Ms. Coles -Dobay requested Ms. Miller send the information so it can be posted on Facebook. (Ms. Miller left the meeting at 6:53 p.m.) VII. International Kinetic Art Symposium and Exhibit Planning A. To do list sent to Board Wednesday, September 11 Chair Bottorff asked if the members received their to -do -list for the Kinetic Art Exhibit and Symposium. Ms. Coles -Dobay stated the to do list was discussed at the last meeting in regards to what each member would be willing to take on and members should start working on their list as soon as possible. Mr. Sirota commented he was not at the last meeting and looking at the to -do -list he was not clear on how he should proceed. Ms. Coles -Dobay offered to have a separate meeting to talk about examples of what occurred last year. Last year's calendar will also be available to see what was done, what items need to be taken care of and the order of each item. Mr. Slocombe commented some of the suggestions and comments were incorporated into this year's sheet. Ms. Coles -Dobay replied nothing was changed to the last to do list. The list is just to give everyone an idea of what needs to be done. The list is now being updated with new information. Chair Bottorff wanted to speak from the marketing aspect and suggested purchasing a listing of emails to send out a blast email. However, Ms. Coles -Dobay responded since this is an international exhibit it would be difficult to get the required information for international people and organizations. Chair Bottorff explained in addition to sending information internationally, the emails can go out to specific people locally. Ms. Coles - Dobay suggested sending emails to organizations, art groups, schools districts, universities to at least get a good turn -out locally. Ms. Coles -Dobay stated buying the art, visiting the art and learning from the art adds an educational component year round. The symposium has all the presenters who learn the education of it on all levels. There were people who are into art collecting, and into technologies and development. These are different communities that should be targeted. Ms Moeller replied one of the biggest disappointments was not seeing every single art teacher in the county bring their students to the symposium. Ms Moeller suggested teachers be required to bring their students. Ms. Cotes -Dobay replied that 4 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FLORIDA SEPTEMBER 24, 2013 the assignment to get the information out to the schools was never executed. Mr. Sirota hopes to make a good connection with the new Director of the Fine Arts at the District level Mr. Sirota will take the book and the DVD from the last meeting and set up a meeting during after - school hours to work on getting things set up. Mr. Sirota asked if this was a weekend event and Ms. Coles -Dobay replied there are several components to the International Kinetic exhibits. There is a year -long outdoor exhibit just like the Avenue every year Next year the kinetic component will be added to the Avenue. There is an opportunity for students to come and learn and take tours. Oxbridge Academy came and had a physics lesson by touring the Avenue of the Art. After the tour they responded to a questionnaire that turned out to be an actual physics lesson There is also a symposium weekend where there are lectures, youth workshops to participate in and to see the art on display indoors and outdoors. The bigger component is the educational aspect which has suffered and should be initiated into the school curriculum. Ms. Coles -Dobay sent a proposal to Mr. Sirota about adding this to the school curriculum. The proposal would be something they can participate in on a few levels. Students can utilize different disciplinary classes to create kinetic models. They could then bring those kinetic models and put them on display during the symposium. Ms Moeller asked if this could be a contest and Ms. Coles -Dobay replied this can be arranged. There are two proposals; one would be to work in the school system and the other would be whether or not the schools have the funds to participate. Mr. Sirota stated that it would be wonderful for students to come and see art, however, the only field trips that are being chosen by teachers and approved by administration at the school level are those where transportation is provided and paid for. Transportation is a big problem in addition to this being a weekend event. Mr. Sirota also commented it would be difficult to get teachers to commit to a weekend. Ms. Coles -Dobay suggested that the private schools are more prepared to come because they have the funds to allow field trips. Opportunities and where they can be found need to be explored. The Palm Beach County school system and many public schools do not have the funding in addition to being a liability issue for students to go on field trips. However, students can participate in their classrooms by building kinetic art models and then have them put on display. This is through the Solar Arts project which was the other component. It had a good positive beginning but during the summer it fell apart. Mr. Sirota stated his concern about so much going on in the schools this year. Ms. Coles -Dobay replied the best way to proceed with any of these items would be to find out what is going on in a particular school to determine what is practical for them and beneficial to the program If the school cannot afford a $30,000.00 program or a $5,000.00 program, it would be a waste of time to approach them with this. Field trips should also not be presented if the school cannot do field trips. The educational component is not limited to the county school 5 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FLORIDA SEPTEMBER 24, 2013 system Universities, private schools and /or charter schools can participate as well. Ms. Coles -Dobay made an initial presentation of the program to a charter school in Boca Raton and they are interested. At the very least, the blast email can go out to the county school system. Not only the students but the teachers and parents should attend as well. Mr. Sirota also suggested there are many affluent private schools within the area. Ms. Coles -Dobay repeated how important the educational component is and how important it is to start now to try to engage them. Ms. Coles -Dobay gave a list of schools to Mr. Siorta to start finding out which schools to target and to identify the contact person. Chair Bottorff commented that some of the responsibilities on the to do list were assigned to members who are no longer on the Board. There needs to be discussion about who will take over The Children's Workshop or if the Board wants to do it at all this year. Ms. Moeller commented that the yearly Lake Worth chalk drawing event gets a lot of students on the weekends. Chair Bottorff commented that it sounds like a great thing to do. Perhaps the windmill project that was started last year within the Children's Workshop can be resurrected this year. A Children's Workshop is a great idea and everything that can be done to get it off the ground should be done. Ms Slocombe stated perhaps there was too much going on last year to see all of the projects through. This year the projects should be streamlined to just the ones the Board can see through to fruition. Ms. Moeller asked if it would be possible to do something like the Lake Worth chalk drawing event with students and artists locally. It would be great for them to do something hands -on. Ms. Moeller expressed her enthusiasm for students to be outdoors instead of in a classroom. Mr. Slocombe added there really is no large space to do something this big indoors. There would have to be a large dedicated space to accommodate the artists and visitors. Ms. Moeller also commented not only is a large space needed but it is necessary to have willing artists who understand the project and have a plan Mr. Sirota said it is a large project to do with just six Board members. There would be a need to coordinate, plan, facilitate and monitor the project which is a lot for such a small group of people. Ms. Coles -Dobay replied it was done last year and was very successful. The reception at the Children's Schoolhouse Museum was in fact overcrowded. It was a huge success and very overcrowded because they wanted to be where the actual indoor art was. The idea to get a bigger space was discussed and one suggestion was the Woman's Club which would have been a great space but it wasn't close to the Avenue of the Arts where the pedestals are. The other suggestion was the Library but the space is not big enough. The Civic Center was not a great showcase for art. The best suggestion so far is to do a big tent where the art can be exhibited. It can still be in the Civic district in the parking lot near the police station or block off Ocean Avenue. There is no charge to the public and the only night there would be a need for security would be the VIP night. Mr. Sirota suggested Wackenhut Security could be contacted to see if they can agree to a 6 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FLORIDA SEPTEMBER 24, 2013 partnership and Atlas Party Rental would be a contact for the tent. Mr. Sirota will contact each company. Ms Bottorff stated one of the other issues last year was people passing from one building to the next and not realizing there were other things going on in another building. Ms. Coles -Dobay said another large place to get presentations is the Chambers at City Hall. The first step is to figure out the size of the tent needed and get quotes for the cost. Ms. Coles -Dobay stated she did research based on the size of the Civic Center and thought a 60x80 tent would be a good size. Mr. Slocombe commented it did not seem big enough to accommodate all of the stations that were in the two buildings last year. There has to be a lot space for circulation and for people to stand around. Mr. Slocombe suggested putting the tent in the parking lot outside the Library which would allow people to flow from the Library into the tent easily. Mr. Slocombe also suggested a bigger tent to accommodate vendors on the opposite end so everything would be in the same area. The tent would extend from the Library Room all the way down towards Seacrest. Ms. Coles -Dobay agreed this is a great solution and all that is needed now is to get a price on the tent and find a sponsor. Chair Bottorff volunteered to help with the reception and asked for someone else to help her. Ms. Coles -Dobay suggested there should be an effort to find additional people outside of the Board to help on committees as well. Chair Bottorff commented she would also like to help with a party reception but did not know many of the vendors. Ms. Coles -Dobay said this would not be a problem as there are many vendors willing to help with catering and other areas. The same ones used last year can be approached again. Winn Dixie was very helpful last year and contributed wine. Chair Bottorff asked if there were any issues with the Children's Schoolhouse Museum venue and Ms. Coles -Dobay stated the only issue was not being able to see the indoor art the night of the reception. It is a great facility and everyone enjoyed the party. All of the caterers and partners used last year helped make it a great event. The Children's Schoolhouse is a bit small. Now that there is a new Director, she can be included in what they would like to do. Maybe they can host the workshops. Chair Bottorff asked if Rolando Barrero would be an integral part of the event this year and Ms. Coles -Dobay replied he probably would be interested in curating again if he is available. Chair Bottorff asked if there were any other issues to discuss and Ms. Coles -Dobay commented the only issue not discussed was if the Board will do the workshops or should the Children's Schoolhouse sponsor the workshops instead. Ms. Moeller asked if the Children's Schoolhouse has regular events where children participate and perhaps the Board can include those projects into the event. Ms. Coles -Dobay commented that the Children's Schoolhouse Museum should be approached as to whether or not they would be interested in participating in the 2015 Kinetics Symposium weekend with some sort of planned activity. 7 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FLORIDA SEPTEMBER 24, 2013 Motion Mr. Slocombe moved to engage the Children's Schoolhouse Museum to run the workshops. It was seconded by Mr. Sirota and passed unanimously. Ms. Coles -Dobay stated that perhaps meetings with individual Board members should be set to discuss the to do lists and how to get started. Ms. Coles -Dobay also reminded the members to be on the look -out for any volunteers. Mr. Sirota inquired how to go about engaging groups such as the students who volunteered for the Literacy Coalition. Ms. Coles -Dobay suggested he contact the Literacy Coalition to get information on how they got the students last year. The students can be very helpful in various ways. B. Sponsor Letter — Motion carried to table until next meeting scheduled for October 22, 2013. VIII. EXHIBITS A. Brad Jernigan — Posting on Fine Art America Sent Links to Board Chair Bottorff commented some of Mr. Jernigan's work she saw was better than those posted. Ms Coles -Dobay replied Mr. Jernigan's work was brought to the Board before it was posted and the Board approved the pieces that were posted. Ms. Coles -Dobay stated nothing has been sold yet and there does not seem to be a time limit on how long they can be posted. She will look into it. Mr. Sirota commented if there is no reason to inquire as to a time frame it should just stay as it is. Otherwise the work will have to go back into storage. Ms. Coles -Dobay said she would review the information again to see if there is any mention of a time line and report back to the Board. Chair Bottorff commented the reason why these pieces were posted was to give value to the rest of the body of work and follow through to send out to galleries and help sell the art. Ms. Coles -Dobay agreed if the work is not selling and has been posted for a while it is not a good sign and the galleries would probably not be interested in purchasing the pieces. Mr. Sirota stated if it is not posted it will not sell. Mr. Sirota commented if the art has a three month limit and nothing gets sold the art goes back into storage and the chances of selling at that point are lower. Mr. Sirota suggested the art could continue to be posted and after three months find other options to display or sell the art B Avenue of the Arts • Kinetic Art Removal /Shipping Ms. Coles -Dobay commented all the kinetic art was removed and returned Ms. Moeller stated there was still one piece displayed and Ms. Coles -Dobay replied the piece was purchased by the CRA. The CRA's proposal was to purchase this piece and move it to 8 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FLORIDA SEPTEMBER 24, 2013 Boynton Harbor Marina. The piece should be moved from its current location the third or fourth week of October. Since there is construction going on at the marina this will be the only piece not moved until late October and the brochure indicates "coming in October ". • New Avenue Art Install — One Replacement Artwork Ms Coles -Dobay asked the Board to confirm with a motion to replace one piece of artwork; Jenn Garrett's "Nestegg" was sold prior to being installed. The artist had another piece called, "All Natural" and this piece is will be installed with the Board's approval Motion Mr. Sirota moved to approve the replacement piece "All Natural" by artist Jenn Garrett. Ms Moeller seconded the motion which passed unanimously This is in accordance with the artist's agreement. When an artist sells a piece of art the artist can submit another piece to be installed in its place subject to the Arts Commission's approval. • September 27 5- 7:OOpm — Avenue of the Arts Artist Reception Chair Bottorff read the back of the invitation to the members to remind them of the activities that will be happening during the reception. There will be a "meet the artists" session, a tour, 12 newly installed sculptures, walk and ride, free tours on IJoy rides electric vehicles, hors d' oeuvres and drinks. There will also be a raffle to win original art from the night before. The reception will be held at the Little House. Ms. Coles - Dobay stated the brochures were circulated at the meeting to show only what will be available the night of the reception. The reason for this is that some of the art will be installed on Monday with installation completed on Thursday. Some of these artists are from out of town and are given a stipend. It would be nice to have them participate in the reception. The brochure was temporary so there was some information about the art in time for the reception while the artists are here and then take images of the art to place on the Avenue once it is installed; replace it and get into a professional print production. It's a timing logistic issue. Ms. Coles -Dobay also stated there will be a questionnaire of five questions such as; "name the sculpture in the corner by the City Hall Marquee ". The idea is to actually get them to take the tour and not just attend the reception. Those who get the answers correct will win original artwork from the Glass Mermaid. The Glass Mermaid has a variety of art from original photographs to glass blown fused art with a value starting at $30.00 The winner can choose whatever they want. 9 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FLORIDA SEPTEMBER 24, 2013 • December 2013 — May 2014 Collaborative Conservation Exhibit Ms. Coles -Dobay stated this exhibit is centered on three artists; Anthony Burks, Greg Mathews and Rolando Barreiro who wanted to create collaborative pieces that speak to conservation environment and create them on transparencies. One artist is a painter; one is an illustrator who draws and the third is a photographer. They will also display some of their own artwork. Ms. Coles -Dobay replied the art will be on display for six months at the City Library. Motion Mr Sirota moved to approve the artists displaying their work for six months. It was seconded by Mr. Slocombe and was passed unanimously. • May 2014 — December 2014 Conrad Pickel Exhibit Ms. Coles -Dobay discussed the Conrad Pickel Exhibit which will also be on exhibit for six months. This exhibit will be in collaboration with the City's Historic Preservation Department/Board and Boynton's Historical Society. Mr. Pickel was a prominent member of the community and a visionary in Boynton Beach. Some of Mr. Pickel's pieces are stained glass, drawings and conceptual art. The tours will take place in a number of different buildings throughout Boynton Beach. It will be a 2 -2 '/2 hour tour. The idea of the exhibit would be to display his work in the Library for six months, have a lecture /presentation in the Library Program Room, a tour and then the reception. The Board will focus mainly on the exhibit with some collaboration with advertisement and promotion. Motion Mr. Slocombe moved to approve the Conrad Pickel exhibit. Mr. Sirota seconded the motion and was passed unanimously. IX. New Business A. Art Camp Artwork Judging Mr. Sirota reported on the art camp artwork fudging exhibit. The artwork all the children did was phenomenal. Mr. Sirota was concerned that although the age ranges at the camp were from approximately 5 -14 years of age only the older children received awards. There were a couple of hundred pieces of work and about 15 -20 awards /ribbons were given out. 100% of the awards went to the children 12 years of age and older with no awards going to the younger children. There should to be an age appropriate award ceremony. Awards for different categories should be established so 10 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FLORIDA SEPTEMBER 24, 2013 that the younger children have an opportunity to win something as well. Ms. Coles - Dobay suggested it would be a good idea to include Wally Majors, Ginny Shea and Brenton Rolle in this discussion and they can be copied on the minutes for suggestions on to how to make this better for next year. X. Unfinished Business A Report on Connection Meeting Mr. Slocombe reported the connection meeting was established to include the CRA, Economic Development Director and others to meet on a quarterly basis. Ms. Coles - Dobay also added the first monthly meeting with the art groups took place and this is a report on that meeting. One of the things discussed at the meeting was finding art entities in the City working on different activities, events, art walks and then collaborate with one and other. The Boynton Beach Art District (BBAD) had a think tank county wide. While they were doing the county wide think tank they wanted to take advantage of the attendance at the January 24 -27 ArtPalm Beach Contemporary Art Fair which is a yearly event held at the West Palm Beach Convention Center. The BBAD reached out to the promoter and the promoter was happy to add satellites around West Palm Beach. Beginning January 24 the first monthly Art Walk of the season will take place. There will be a bus route that will pay to come down to the Art Walk and it can be marketed through the ArtPalm Beach Contemporary Art Fair. Denny Reed, one of the artists from the Art District is expanding her studios and is deciding on the name "Boynton Beach Women's Art Co -Op, West Industrial ". Ms. Reed also wants to open a 3,000 square foot upscale global gallery called "Boynton Beach Women's Art Co -Op, Federal Highway" Ms. Reed is moving her studio to a space where "Artful Dreamer" once was located. The Palm Beach Plein Air artists will be hosting a Plein Air meet -up paint session during the October 26 & 27 Pirate Fest and also during the October 26 Mermaid Splash and Parade. There will be a lot of activity on those days by the Children's Schoolhouse Museum. There will be booths in front of the Glass Mermaid on Ocean Avenue with additional booths at Ocean Plaza and down to the Boynton Harbor Marina. The parade will start at the Children's Schoolhouse Museum and connect to all the locations. Tracy Smith -Coffey of the CRA is working on the Mermaid Splash and has offered a large tent which will be where the BBAD artists can exhibit their individual studios at no charge. 11 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FLORIDA SEPTEMBER 24, 2013 XI.
