Mayor Effron called the meeting to order at 10:05 ~.M,
EMERGENCY ORDINANCE NO. 72-26 - OCCUPATIONAL LICENSES
F~. Moore stat. ed that recently, the State Statute was a~.e~ded and
all municipalities are requiz~d to re-enact their m~clpal occ~pa~9
al licenses. This new Statute provides for an extens/on of these
local licenses for a period of one year only. As of October
muni.eipa! oc.c~.pational lice.nses become void... It is essential ~t~at ~
pass this ordinance to eliminate any imposxtion of any
!~cens_e, except any business physically located w/th/n the munf~c~,~l
. ~l~mi~s by way of a b~neh office or a primary office.
Mrs. Jackson questioned why it ,took Mr. Moore so long to get this
p~epa~d.
Moore stated that it is a complicated thing and takes
~t6 get it together.

Mm. Moore read Ordinance No. 72~28. Mr. Arc.~.'e moved that Ord!nanc9
No. 72~28 be adopted on seco~d~an~ ~f~naI~XW~adlng, Seconded by
M~. Blanchette.

Motion carried 5-1. Mrs. Jackson voted ~no~.
Ordinance No.72-29 - Setting the Millage~ 1972-75 Budget
Mr. Moo~e read Ord/mmnoe No. 72-29. Mr. Arehte moved to adopt ordin-
ance No. 72-29 on second and final reading. Seconded by Mm.
Blanchette.
~LTS. Jackson mead the attached comment and asked it be made part of
the minutes.
Motion carried 5-1. Mrs. Jackson voted "no'~.
Ordinance No. 72-50 - Changing Refuse Rates.
Mr. Moore read Ordimmnae No. 72-50. Mr. Btanahettemoved that Ordin-
ance No. 72-50 be ~assed Qn !st reading. Seconded by Mr. Archie.
Mrs. Jackson read the attached statement an~ asked that it also be
made part of the nu_nu~es.
Mot/on carried 5-1. PiTs. Jackson voted ~no~.
Disinter remains of Charlotte M. Florence.
2he sister of Charlotte Florence, Lot 271, Block M, Boynton Beach
Memorial Park ~equested that the body be moved to New Jersey. Mr.
Killgore recommends approval.
Mrs. Jackson moved that the request be g~anted. Seconded by Mr.
A~chie. Motion carried 4-0.
Awarding Bids for City Insurance.
Mr. Killgore reported that thmee bids were received; Allen, O'Lea~y
and Oyer. An evaluation was made by Clarence Beefy of De]may Beach.
Mr. Sullivan has rechecked to determine accuracy. These bids could be
split between two companies, but Mr. Killgome feels it is to the
advantage of the City to have a one person program. Mr. Beery has
outlined the agents with the low bid in each eatagory. Mr. Killgore
feels it is in the best interest of the City to have one carrier.
Mayor Eff~on asked the insurance agents what their feelings were as
far as awardinq a package to one agency and workmen~s compensation to
another.
Mr. D.11en and Mr. McNamaIaag~eed it would not work out.

.Awarding Bids for City Insurance Conttd
The Mayor stated that Mm. Allen and M~. McNamara have worked on the
specifications at no cost to the City and Mm. Bee~y has tabul_~ted the
bids. He is unhappy with the insurance committee and hopes the
comm~[ttee will take some of these ~ecc~mendations and do sometb/ng
about the City insurance for the future.
Mayor Eff~on pointed out that the insurance eompan/es were given the
same payroll and they should have the same exact bids, but all thine
amc different. He asked Mm. ~_llen why his bid is $900.00 b/gher than
O' Lea~yt s?
Mr. ~llen stated that being the present %~iting agency is an advantage.
In discussing this with the other agencies they are at a loss to know
why the figuTe is diffe~ent= they should all be the same.
Mm. ~r~hie asked Mr. Killgore, if it was his ~ecor~endation to include
the Volunteer Fi~e Policy to M~. ~]len also. Mr. K/llgo~e answered
~yes,~ .
Mm. Amehie moved to accept the meco~mendation of the City MaDmge~ and
award the insurance to Allen Insurance Agency. Seeonded by M~s.
Jackson. Motion camried 4-0.
Master Barbem Examination.
Christine Allen asked what the $15.00 is for when she has to pay
$10.00 for a license.
Mayo~ Eff~on stated that the $15.00 is for the test and $10.00 is for
the Ba~be~ License.
At this time the reading of O~3/nanee No. 72-26 has been completed.
Mms. Jackson moved that Oxdinance No. 7~-26 be passed on first and
final reading. Seconded by M~. A~ehie. Motion eazTied 4-0.
