Minutes 10-09-13 MINUTES OF THE COMMUNITY RELATIONS BOARD MEETING HELD ON WEDNESDAY, OCTOBER 09, 2013 AT 7:00 P.M., IN THE CHAMBERS CITY HALL 100 E. BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA PRESENT: Willie Swoope, Chair Matthew Graham, Board Liaison Wendy Kelly, Vice Chair Margaret Newton Lesha Roundtree Carol Porter ABSENT: Ben Lowe Floyd Zonenstein 1. Openings 2. Call to Order Chair Swoope called the meeting to order at 7:05 p.m 3. Pledge of Allegiance to the Flag The members recited the Pledge of Allegiance to the Flag. 4. Roll Call Roll call was taken A quorum was present. 5. Approval of Minutes from September 11 Meeting Motion Ms. Kelly moved to accept the minutes as submitted. Ms. Newton seconded the motion that passed unanimously. Chair Swoope announced both Mr. Lowe and Mr. Zonenstein would not be in attendance for personal issues. 1 MEETING MINUTES COMMUNITY RELATIONS BOARD BOYNTON BEACH, FLORIDA OCTOBER 09, 2013 6. Announcements There were no new announcements to discuss 7. Approval of Agenda a. Additions, Deletions, Corrections There were no additions, deletions or corrections to the agenda. b Adoption There were no adoptions to the agenda. Motion Ms. Roundtree moved to approve the agenda. Ms. Kelly seconded the motion that passed unanimously. 8. Public Audience There was no audience present. 9. Old Business a Update on Survey Results — Matthew Graham Mr. Graham reported he spoke with the Assistant City Manager, Carisse LeJeune and she would attend the next Board meeting in November to discuss the outcome of the survey and the direction the City will take in regards to the Board. Chair Swoope asked if Ms. LeJeune would have the results of the survey and a report from the Commission in regards to the direction the Commission wants the Board to go Mr. Graham responded Ms. LeJeune indicated she will be reporting to the Board prior to going to the Commission. Mr. Swoope stated this would mean the Board will not know its full status until December or early January. Mr. Graham indicated he was not sure if that is the direction Ms. LeJeune will take in November. Ms. LeJeune would be present to report her findings and possibly what the City is recommending or approving. 10. Special Business There was no special business to discuss. 2 MEETING MINUTES COMMUNITY RELATIONS BOARD BOYNTON BEACH, FLORIDA OCTOBER 09, 2013 11. New Business a. November Meeting Status Chair Swoope stated the Board now knows it will be receiving a report from the City Manager's office in November and there is no need to discuss this item. b. Rehabilitation Homes Ms. Newton reported no one in her area had gotten any information about rehabilitation homes in the neighborhood. Speaking with the neighbors in her community none were aware these homes even existed. Ms. Newton would like to know what the City's policy is on these types of homes and how the communities are notified. She would like to get information on any ordinances that might explain the regulations on these homes, what function they have and what type of rehabilitation homes are allowed or not allowed in a residential area. Ms. Newton commented she did not think her area allows commercial entities Delray had major issues with these types of homes and eventually the Delray Commission had to step in and stipulate where these homes could function and how many people could reside in them. Ms Newton contended once the Board receives the answers, the community should be invited to the discussion. Ms. Kelly responded these types of homes are licensed through the Department of Children and Families and generally speaking these homes can open anywhere as long as it is considered a residence. Ms. Kelly felt it is only when the community voices their concerns something is done about it. Mr. Graham stated there was a Commission meeting two or three months ago where it was discussed. Either the City Attorney or the City Manager can address any questions regarding this issue. Mr. Graham said he would look into it and get back to the Board. Ms. Newton wanted to state she is not against these types of homes, but just needs information. Chair Swoope replied the questions and concerns Ms Newton had were valid and should be addressed. 10.
