With the consent of all members present the special meeting was called
to order at 7:48 P. M. following a workshop session.
Charter Board
Mr. Archie moved that this Board be called the Charter Revision Commis-
sion, and that they immediately establish proceedings to give to this
Council the complete charter revision, as the name implies~ with time
not the essence~ seconded by Mms. Jackson.
Mr. 0'Meara o~fered: on behalf of the Chamber of Commerce and the Board
of Directors, the ChamLer of Commerce room for the Board to hold meet-
ings~ if necessary.
Mayor Effron thanked Mr. 0tMeara, but due to the Sunshine law: it might
not be possible, because meetings have to be recorded and minutes taken.
Motion carried 4-0.
Mr. Archie moved to appoint Jack Kujala to the ~om~rission in place of
Mrs. Hood, seconded by Mr. Roberts. Motion carried 4-0.
Mayor Effron stated that at the next regularly scheduled meeting Mr.
Blanchette will appoint someone~ as he has not yet appointed a member.
Mr. Startzman: Chairman of the Commission~ stated they did not want to
convene until all the members were appointed. It will be necessary for
the new members to become familiar with the Charter.
Mr. ~eed, member of the Commission~ wonders if Council understands why
just reviewing the Charter is an illogical procedure.
Mayor Effron stated that everyone is aware of the outdated parts in the
Chartem~ Council is duly instructingas to Mr. Armhie~s motion to go
for full revision of the Charter.
Mr. Reed stated it is important to the Committee that as we go through
Amticles in the Charter the appropriate members of the Departments in
the City and the City Council interestedin that section bring it to
the CommisSion's attention. We cannot go through the Charter ourselves

and revise it without outsiders'opinions.
Mayor Effron stated he is sure that Council and all Department Heads
will cooperate with the Commission.
Mrs. Jackson commended the Commission for the excellent job they have
done.
Mrs. Judy Sanders and the Rev. John
also attended the above meeting.
