Minutes 10-08-13 MINUTES OF THE SAFETY COMMITTEE MEETING HELD O TUESDAY, OCTOBER 8, 2013, AT 9:00 A.M., CONFERENCE ROOM B, IN CITY HALL 100 E. Call to Order Chair Bobich called the meeting to order at 9:02 a.m. II. Roll Call Roll call was taken. A quorum was present. III. Acceptance of Minutes of September 13, 2013 Regular Meeting Motion Mr. Dauta moved to approve the minutes as presented. Mr. Majors seconded the motion that unanimously passed. IV. Safety Committee Education & Training Chair Bobich commented employees have contacted him for ideas to discuss at safety meetings and he provided them with topics to download and find on Google. He noted the internet lists October as Cyber Security Awareness Month; Fire Safety Month and MEETING MINUTES SAFETY COMMITTEE BOYNTON BEACH, FL OCTOBER 8, 2013 Fire Prevention Week; National Safe Work Month; Deer Crash Month; Crime Prevention Month; Halloween Safety Month, and Drive Safely to Work Month and Week. October is also Eye Injury Prevention Month; Pedestrian Safety Month. It is National Youth Traffic Safety Month; International Walk to School Safety Month; Teen Drive and School Bus Safety Month, and Sudden Cardiac Awareness Month. They all have information for meetings and there are plenty of topics. Chair Bobich also went to a meeting attended by the new Area Director for the Environmental Protection Agency. He spoke about the Department's operations and in a discussion with Chair Bobich about whether government workers have the same protections as private industry workers, he indicated he did not see that on the horizon and they should "watch out for each other." He noted private industry workers fall under OSHA. When they did away with the Florida Division of Safety, the City did not. Chair Bobich explained it was important for people to be proactive and to have safety meetings and programs. Boynton Beach has a focus on safety. It is not only what happens to the employee; it is their families and the domino effect of an injury. V. Old Business A. Fire Drills Chair Bobich announced fire drills were planned. B. Proud to be a Safe Worker Awards There are some awards forthcoming but none for the meeting. C. Departmental Inspections & Safety Meetings These are ongoing. D. Incident Review Board Referrals None. E. Drug Free Policy Statement (HR /RM — Mark Bobich /Pam Webb) — TABLED 10/12/2010 Ms. Webb and Chair Bobich put together a draft and Julie Oldbury, Human Resources Director, is reviewing it. Risk Management and Human Resources has a new intern, Colin McCarthy, who will be assisting in putting a policy together. The policy will then go to Legal to change the Ordinance and to the City Commission to adopt the change that refers to the updated and amended policy. 2 MEETING MINUTES SAFETY COMMITTEE BOYNTON BEACH, FL OCTOBER 8, 2013 F. Safety Manual Review Chair Bobich advised he was waiting on the manual. He thought since the document is electronic, they may want to add hyperlinks. It was almost a year since the Committee approved it. G. Other None. V. New Business A. Departmental Safety Issues Ed Herrmann, Division Chief of Training, inquired as a new employee about a requirement from OSHA for training in the new Hazmat labeling in the new SDS sheets. Chair Bobich explained OSHA is transitioning from the older MSDS sheets to the SDS sheets which have pictograms. It will be a while before they look for compliance with it and the requirement will likely be included in the next safety manual review under global harmonization systems. As to working with various chemicals, it is easier to have the information online and employees still need to be trained. Labeling all containers is very important. Different departments handle the chemicals and have different regulations. Chair Bobich also announced Chief Herrmann would be the primary representative on the Safety Committee. B. Reflective Vests Chair Bobich had a photograph of employees wearing the different safety vests and explained a Class II vest has smaller stripes. Employees working at night should be wearing the Class III vests which have wider stripes and are more visible. The vests are more expensive, but for the few dollars more, employees will have greater visibility. Mike Dauta, Warehouse Supervisor, explained the vests are available in various sizes. They will stock extra -large vests, and if a different size is needed, he will special order them. The main issue is the reflective material which is helpful in low -light situations. It was also noted the Fire Department recently moved away from the 18 -inch orange road cones. They now have 28 -inch yellow cones with reflective materials on them. This will be helpful as Fire Department employees had some close calls at night on 1 -95. (Mr. Majors left the meeting at 9:24 a.m.) Chief Herrmann discussed the cones are more for an audible warning than a visible one. They are intended to alert drivers who are using their cell phones or texting that they are drifting out of the lane because they will hit the cones. The West Water 3 MEETING MINUTES SAFETY COMMITTEE BOYNTON BEACH, FL OCTOBER 8, 2013 Treatment Plant uses large 55- gallon drums that could be striped with reflective material. Storing them would be problematic, but they could be used for special events for trash or used as rain barrels. C. Other None. VI. Announcements A. Other Chair Bobich announced the Shred -A -Thou was forthcoming. The event was a good way to dispose of sensitive materials. VIII. Next Meeting Date: Tuesday, November 12, 2013, 9:00 a.m. I. Adjournment Motion There being no further business to discuss, Mr. Naughton moved to adjourn. Mr. Dauta seconded the motion that unanimously passed.
