Mayor Effron called the meeting to order at 3:35 P .M. This Special Meet-
ing was called primarily to discuss two items, (1) Florida Department of
Communifv Affairs planning grant, (Z) Consider selection of plan~ing con-
sultant if grant is accepted.
Mayor Effron reported that Council met with five firms on January 4 and
interviewed each with regards to specific questions. Basically~ could the
firm finish the study in the time remaining and are there any strings attached
to the grant by the Federal Government? All the firms stated that ti{ere are
no strings attached. IVir. Effron also stated that he asked Mr. H. Schrnert-
man, of the Florida Department of Community Affairs, if: there was a possi-
bility of an extension in time? His answer was no. He also asked Mr.Schmert-
man if there were any strings attached? His answer was no.
City Attorney Moore requested Council read designated provisions from the
Florida Statutes before making a decision.
Mr. Largent read and explained pertinent provisions. It was shown the City
does not have to select this as its law. The Governmental body may adopt the
plan in its entirety or any substantial portion. It was further shown, that the
City would not lose any of its local powers.
Mr. Effron stated that he understands, that originally these planning bands
were handled by the Florida Development Commission and it became at odds
with the Federal Government. Now, the Florida Department of Community
Affairs ~s handling these funds and in addition, extensions will be allowed
because Florida got a "black mark" with the Federal Governz~ent.
Mr. Effron stated that if we do aceept the proposed contract and select a plann-
ing consultant, this is going to take a joint effort on these meetings. There
will probably be a series of meetings. This is one of the requirements the
planning consultant %viii have. Mayor Effron recommended joint meetings rather
than having meetings with the Planning & Zoning Board and then coming to
Council.
Mr. Largent stated that if the Council would work with the consultant during
this contract, the Conncil would be knowledgeable and would understand it.
This is only the beginning, and the plan can be modified to produce the best
plan possible.

Mr. Archie asked, should we not pay any attention to this law? Do we have
to live by this law if we accept the contract?
Mr. Largent stated "no~', the provisions are only parts of the state enabling
legislation.
Mr. Effron stated thi~ City has been giving developers a hard time. There has
been no consistency. This is part o£ the scope of the grant. The question is,
can we get a good plan by the dead line of June 30th?
It was brought out that the plan could always be amended.
Mr. Archie stated that the firms interviewed ~tated it usually takes a year to
complete such a study and each one stated they could do it in the 6 months
renaming, except Gerald Rake, who refused to do it in 6 months.
Mr. Olds, Planning & Zoning Board stated that the Board has worked on the
zoning plan for the pasi two years and has dra~vn up what they consider to be
a concise plan. He asked what ~s going to become of this two years work?
Mayor Effron stated that he has requested that the proposed zoning regula-
tions~be placed on the agenda for this coming Tuesday night and something
should be decided at that time.
Mr. Olds then stated that the Board has repeatedly ask for a moratorium on
zoning. It is going to cause a lot of work on the Board for the coming year.
The Board would like to have some action on this.
Mr. Effron asked Mr. Olds about his feelings on the planning grant? Mr.
Olds did not care to state his views.
Mr. Ayers, Planning & Zoning Board stated that the City is going to spend
between 6 and 9 thousand dollar,s~ ~!rhat is the City going to get out of this
that the Board has not already presented?
Mayor Effron stated that every plan should be up dated between a two and five
year period and its been 10 years. Mr. Ayers then stated that he does not
think any of them can give ms a good plan in the time remaining.
Mr. Kostner, Planning & Zoning Board asked if there is any way the Council
can be reimbursed if the plan is not completed in this time?
Mr. Effron stated that if the work is not completed by the deadline, the City
will be reimbursed for the work that is completed not for any uncompleted
work.

Mr. Weaver stated that ~t would benefit the City if the plan was well co-ordi-
nated with the County as well as the State.
Mr .Largent asked 1VLr. Archie to look on the Contract and see how much is put
in for the mapping and inventory. Mr. Archie stated $600. Mr. Largent stated
that mapping is at least a $600. item. If the Planning & Zoning Board had not
already done their work, it would have cost the City $4,000. in this proposed
contract.
Mayor Effron asked Mr. Largenz in his opinion could we get a good plan in 5
months? Mr. Largent stated "yes" we can get a good plan in 5 months but that
further vzork could be done and within a year, we could have a better plan.
Mrs. Jackson moved to go ahead with the planning grant and select one of the
firms that has been interviewed, seconded by Mr. Blanchette. Motion carried
4-1. Mr. Archie voted "no".
Selecting a Planning Consultant:
Mayor Effron stated that Mr. Jones had contacted a planning consultant
Miami, Candeub, Flessig and Associates and this firm prepared a survey. Mr
Effron was led to believe that this was done at no cost to the City. When this
firm was interviewed, Mayor Effron asked if this firm was not selected would
the City be billed for anything? The answer was "yes~' that this was ~n the
original agreement. So if they don't get the contract the City will probably ~et
a bill for

Mr. Roberts stated that Mr. Jones should be contacted about this. He stated
that he had talked to Mr. Jones earlier and he should have an opportunity to
explain his actions.
Mr. Archie moved this item be tabled until Tuesday night, seconded by Mr.
Blanchette.
Mrs. Jackson ~vould like to h~ve the motion amended to have the Mayor con-
tact Mr. Jones on this. Amendment accepted. Motion carried 5- 0.
