Minutes 05-14-13 MINUTES OF THE SAFETY COMMITTEE MEETING HELD ON TUESDAY, MAY 14, 2013, AT 9:00 A.M., CONFERENCE ROOM B, IN CITY HALL 100 E. Call to Order Chair Bobich called the meeting to order at 9:00 a.m. II. Roll Call Roll call was taken and a quorum was present III. Acceptance of Minutes of 4/9/2013 regular meeting Ms. Webb moved to approve the minutes and Mr. Naughton seconded the motion that passed unanimously IV. Safety Committee Education & Training Chair Bobich discussed the Safety folder on the shared drive. The folder contains a lot of information: 1 MEETING MINUTES SAFETY COMMITTEE BOYNTON BEACH, FL. MAY 14, 2013 • safety and inspection forms • safety information • how to deal with aggressive hornets in the summer • how to use fire extinguishers • how to put out a grease fire in the kitchen • First aid • Lightening • Hurricane Safety forms will be modified in the near future to digital, so they can be filled out online. Another source of information in addition to the Safety folder is contractors. Contractors very often share safety information because they have to train their field employees how to deal with snakes, African bees and different types of insects. Their presentation also uses pictures and graphics for employees who have difficulty with the language. The class they teach is also part of a fork lift training class and Chair Bobich spoke to the manager who shared the safety information which included a video. Many times contractors and local businesses can be very helpful and are often willing to share their safety information. The Safety Council is now offering streaming videos. Some of the videos discuss golf cart safety or heat safety which can be very specific and only relate to certain people in the City, while other information can relate to anyone and their families. There are two pages of video topics listed that are free and can stream right onto your computer. Chair Bobich played the golf cart safety presentation to the Board as an example. To access videos go to; www.safetycouncilpbc.org and follow member instructions to get the video you are interested in. V. Old Business A. Fire Drills No reports on any recent fire drills. Testing was done on the new alarm panels and they are working properly. B. Proud to be a Safe Worker Awards On March 21S Arsenio Elizondo was the foreman on waste water doing environment inspections and saw a car obstructing traffic. Mr. Elizondo observed the driver was an elderly person who was in fact having a stroke. Mr. Elizondo called 911 and waited for help to arrive Mr Michael Osborn and Mr Gus Gall were in the ball field at Seacrest and Woolbright and heard a crash. A car ran off the road and hit a tree Upon reaching the car, Mr. 2 MEETING MINUTES SAFETY COMMITTEE BOYNTON BEACH, FL. MAY 14, 2013 Osborn and Mr. Gall realized the driver was in distress. They called 911 and waited until help arrived. They later found out the man recently had heart surgery and had passed out while driving. Chair Bobich commented the employees will receive safe worker award pins, $10 gift certificates to Target and their names will go in the newsletter as well. Chair Bobich stated it is nice to have a reward for people who do good work C Departmental Inspections & Safety Meetings Chair Bobich thanked the members for sending him issues electronically. Chair Bobich and Ms. Webb are trying to attend departmental inspection meetings as often as possible. The meeting date and time will remain the same. D. Incident Review Board Referrals There were no incident referrals. The afternoon meeting had been cancelled. E. Drug Free Policy Statement (HR— Pat Sholos) —TABLED 10/12/2010 Chair Bobich commented the policy is still being worked on. There is ongoing discussion on how to handle the issue The Ordinance will have to be rescinded first and then create a policy that is easier to change. Once there is more information there will be collaboration with Legal F Safety Manual Review The Safety Manual has been reviewed and approved by the Committee; however, it is still with the Manager's Office for signature. The 2010 version is still available. Mr. Majors had contacted the Police Department in regards to lockdown procedures, but has not gotten a response as of yet It would be a good idea to train employees what to do in the event a lockdown is necessary. Other No other business. VII. Announcements A. Other The Library will be converting all the VHS tapes onto DVDs for the Safety Department. Chair Bobich thanked the Library for their help VIII. Next Meeting Date: Tuesday, June 11, 2013, 9:00 a.m. IX. Adjournment Having no further discussion, Chair Bobich adjourned the meeting. Grace Morales (for Catherine Cherry- Guberman) Records Coordinator 12/17/13 3 hours 4 City of Boynton Beach Safety Committee Proud to be a Safe Worker Award NAME: Arsenio Elizondo DEPT: Utilities POSITION: Environmental Inspector DATE: 3 -21 -13 TIME: 11:45AM LOCATION: Gateway Blvd DESCRIPTION: While performing routine environmental inspections, Arsenio noticed a car had stopped in traffic, in the right lane. Noting that the driver was an older lady as he drove by, Arsenio decided to turn around and offer his help. Upon pulling up to the vehicle, two (2) passersby also flagged him down stating that it appeared the driver was having a stroke. Arsenio called 911 and stayed with the resident until EMS arrived. DISTRIBUTION: Employee Department Human Resources Safety Committee PROUD SAFE WORKER AWARD FORM City of Boynton Beach Safety Committee Proud to be a Safe Worker Award NAME: Mike Osborn, Gus Gall DEPT: Utilities POSITION: Maintenance Mechanic DATE: 3 -28 -13 TIME: 2:30 pm LOCATION: East Wellfield - Well 21E DESCRIPTION: Mike Osborn and Gus Gall were inspecting well 21 E when they heard a loud crash. Upon investigating, they found a car had swerved off the road and crashed into a tree. The airbags had deployed but the occupant was alert, and communicated to them that he had recently had heart surgery. Mike and Gus called 911 and kept him comfortable until EMS arrived.
