7:30 P. M.

Mr. Effron moves that the minutes of November 2:1971 be accepted as cor-
rected, seconded by Mr. Blanchette. Motion carried 5-0.

Mr. B]~nchette moved that the minutes of November 10, 1971 be accepted as

Mayor Wallace stated that M~. Michaels, of Piilnor Co~poration~ requested
that thei~ request remain on the table.

It should be detez~ined at this time whether Council wishes it to remain
on the table or remove it fo~~ discussion. This will enable the people
that came to speak on this to come up and speak during Public Audience if
the item remains on the table.
Mr. Jones reported that he had received ~equests from some that favor the
request and some that oppose the request to table it.
Fir. Effron moved to have the Milnor Corporation request remain on the
tables seconded ~y Mm. Btanchette. Motion carried 4-0. Mr. Arehie
abstained.
PUBLIC AIID,!ENCE
Mrs. Frances Fry, 1051 S. W. 25th Avenue, asked everyone that came to the
meeting to speak on the Milnor request to stand up. A goodly number
stood. She also urged Council, before making a decision on this, to lis-
ten to the expressed views of the individuals from Golfview Harbour. She
presented a petition signed by 69 residents opposing the request of Mil-
nor Corporation. She read the contents of the petition that Mi!nor Corp.
request be denied.
Mr. Jones received a petition earlier, signed by 60 residents, opposing
the Milnor request.
Ernest Simon asked to speak on Item A Public Hearing.
Archie Barber, 130 N. W. 10th Ave., asked to speak on Item B Administra-
tive.
John Stevens, 715 N. W. 1st St., asked to speak on Item B Old Business
if it is removed from the table.
Thomas Canavan stated that a three million dollar high rise project is
planned: known as St. Marks Towers. He asked if there is an ordinance
limiting the heighth of buildings in the City.
Mayor Wallace answered that a resolution was adopted restricting heighth
levels of any struct%r~es in the City.
Mr. Canavan also stated that, according to tb~ Dodge Repomt, a building
permit had been issued for a 200 unit apartment building.
The Building Official stated that no such permit had been issued.
Mr. Canavan also asRed if it was a State statute that any p~ospective
candidate holding a position with the City should mesign before filing
for office?
The City Attorney stated that there is a law against dual office holding,
but if Mr. Canavan is referring to Mm. Kelly theme is no co~flict. Mr~
Kelly didn't see fit to resign from the Beautification Committee before
filing for office; it is up to the individual persons.

Amatels, 1042 S. W. 24th Ave., asked if the Milnor rec~est is
granted, could it ~e done in a way to keep someone from requesting a
duplex across the street from her, %~ich would spoil the whole area?
Mr. Brchie stated that there is a big difference in rezoning a whole area
and rezoning one lot. It is not often that a ~equest is granted for a
single lot.
Christine Allen, 401 N. Seac~est Blvd. ~ asked to speak on Item A Old
Business, if it is removed from the table.
Carol Eschenhurg, 1090 S. W. 24th Ave., stated that the residents of Golf~
view Harbour have reasons why they are against the request of Mitnor Cor-
poration. They don't want down grading: high density, increased traffic
or decreased value. She asked that the residents present at the meeting
against the request to stslad up and be counted. There were 43 residents
s tending. ~:?
Mr. O'Meara asked that Renice Lansing' be allowed to speak on Community
School agreement when it comes up on the Agenda.
Mrs. John ~allon, 914 N. E. 7th St., referred to the conditions of N. E.
7th St. She heard other streets mentior~ that are being paved$ she
asked why nothing had been done on 7th St.?
Mr. Archie stated that the people that have requested this paving are
paying for it.
Mr. Jones stated that there are a number of bad streets, and the pro-
jects are being put on a priority list. The City Engineer is making
a study of the areas and it will be looked into.
Bruce Johnson, Golfview Harbour, asked if there is a speed limit onthe wa-
-t_e~ways in th~ ~a. Many people speed around the lake.
Mr. Jones stated that other complains have been received, and it will be
taken care of immediately~
_PUBLIC HEARinG
Paving Portions of S. W. 1st Ave. and S. W. 6th St.
Attorney Ernest Simon represented 6 homeowners whose homes abut the pro-
posed paving. These people do not want the paving, and do not want to
pay for it. He represents owners of about 735 feet of the total 1700 ft.
This would benefit the developer from Miami,~ho wants the homeowners and
taxpayers to pay for it. His clients oppose the paving; they want their
privacy~ if the developer who is 9xPing to make a handsome profit wants
to pay for the paving the homeowners would not object. Why should these
people ~e assessed for the benefit of the developer? These are working
people, this is a ~reat deal of money to them. If the road is necessary
and more than half the people object, then the City or the developer
should pay the cost.

M~. John DeStephano stated that they were willing to pay for t~he p~v~ng
from Ocean D~ive to the end of thei~ property.
Mr. Hopkins explained that some tiros ago building permits were issued for
Lake Boynton Estates~ then we received a. drawing from engineers whe~
these gentlemen proposed to pave a portmon on 6th Street and 1st Avenue
which would leave a segment not opened and not paved. The developer had
some ~eservations about paving what they did not own. M~. Hopkins in-
structed them to b~ing it before Council and possibly the City would ac.~~
to pave the remaining segment of about 250 feet.
Mr. Archie stated that he saw no reason why the City could not dead end
the street, but it see~s it ~ould benefit the developer to put the road
through.
John Rayle, N. W. 5rd St~eet~ stated that it appears that the City might
be considering paving 200 feet of roadway when there are other roads
that need work.
Mr. At,hie stated that M~. Rayle misunderstood his statement, and that
he had stated just the opposite of that.
M~s. Jackson moved that the request for pa~ing be rejected, seconded by
Mr. hrchie. Motion carried 5-0. .~.~
RECESS
BIDS
..A. warding four (4) Police Cruisers and two (2) 1972 Compact Cars
B w~itten report was received from the Purchasing Department re the ~ew
bids received.
The low bid was received from Palm Beach Dodge in the amount of $15,700.
M~, Archie asked how the Dodges that were bought recently have held up?
Lt. Waters stated that the Dodges held up real well, but they did dev-
elop a hum in the t~ansmission. The automobiles were called back to
make the necessary adjustment to eliminate the noise.
The amount budgeted for these six vehicles is $18~000~ the amount of the
bid is $15~700.
Mr. Archie moved that the bid be awarded to Palm Beach Dodge, seconded
by Mr. Effron, Motion ~a~ried 5-0.

Mayor Wallace suggested that a study be made of the effieiency of the
different types of automobiles that would meet the requirement of the
Police Department and make use of the knowledge before going out on bid
/n the future.
Awarding one. (1) Street Sweeper
The low bid of $14~604 with delivery in 40 days was received from H. F.
Mason Equipment Company.
Mr. Jones recommended the bid be accepted.
Mr. Blanehette moved that t~he bid f~om H. F. Mason Equipment Co. in the
amount of $14,604 be accepted, seconded by Mrs. Jackson.
i~. Arehie stated that there was only a difference of $45 in the low bid
and asked if the low bid was the best bid?
Mr. Hopkins stated that it is-

LEGAL
Ordinance No. 71-56 - Levying assessment for paving portions of
N~ W. 9th Avenue and S. E. 1st Street
~.~. Moore read Ord. No. 71-36 by caption only. Mr. Arehie moved that
Ord. No. 71-56 be adopted on second and final reading: seconded by
Mr. Blanchette. Motion carried 5-0.
Resolution No. 71-PP - Requesting County to pave N. E. 10th Avenue
Mm. Jones stated that in talking with Mr. Warren, would like to review
some of the bidding. Pavinq was to start this past Monday, and in
checking with them they advise that it can be done within 10 days.
Mr. Warren feels that it would be appropriate to go ahead with the
resolution. The resolution was not ready at this t/me. Would be pre-
pared and in Mr. Jones~ office tomorrow.
Proposed Agreement with Community School
Mr. Jones recommended that the proposed agreement be tabled until the
Education Committee of the Chamber of Commeroe can have a meeting.
Renioe Lansing stated enthusiasm about this Community School project. He
agreed with Mr. Jones that it should be tabled so that it can be dis-
cs/ssed with the educators of the City. This project would give access
to programs in the afternoons and evenings.

If the Education Committee can meet Monday then this could come back to
Council at the Special Meeting on Tuesday.
Mayor Wallace suggested that when they meet, if they could work out what
the actual cost to the City will.l, be i~ will be clearly understood when
it comes baCk to Counail.
Mr. Lansing stated they would work in that direction.
The Recreation Director and the Librarian are members of the Committee.
M~S. Jackson moved to accept the City Manager's recommendation and table
the Community School, seconded by Mr. Blanchette. Motion carried 5-0.
OLD BUSINESS
Request of Christine T. Allen for change in zoning (On the table)
Mr. Blanchette moved that the request be taken off the table, seconded by
Mrs. Jackson. Motion carried 5-0.
Christine Allen read two letters she received stating no objections to
the request. The letters were from Fordyce G. Manning and Connie's
Realty.
Discussion followed. John Stevens stated that there is a beauty shop
next door.
Mr. Archie moved that the request be granted, seconded by Mrs. Jackson.
Motion carried 5-0.
Request of Leonard T. Smith for change in zoning (On the table)
Mr. Effron moved that it remain on the table, seconded by Mr. Blanchette.
Motion carried 5-0.
Recording Board meetings (Mayor)
Mayor Wallace wanted this clarified - as to whether or not the Council
requires minutes to be taken of all meetings held. He stated that sev-
eral of the Boards have meet, and there are no recordings.
Mr. Sarno ~ Chairman of the Planning & Zoning Board, sent a letter to
Council requestin~ suitable equipment for recording.
Vice PL~yor Effron asked the City Clerk if she has any trouble recordinq
with the machine?
Mrs. Padgett stated ~no~', that normally the machine in the Council Cham-
bers picks up satisfactorily. The audograph machine in the Conference
Room will only pick up when spoken into the mike. They should use the
tape recorder in other rooms.

OLD BUSINESS, cont~d.
It was suggested that if the Board members speak into the microphone it
should correct the problem with the Planning & Zoning Board.
Council definitely wants minutes of the Board meetings kept, and maybe
som~ instructions on operating the machines should be given.
Mr. Fredericks stated that the cassette ~eco~der did present a problem at
the Recreation meeting, and there should be some instructions given.
The various Boards could give ~ecommendations on how to alleviate some
of the problems-
It was recommended that minutes be kept on all conferences held with the
City Manager, City Engineer and Public Works Directors, and others,
pertaining to developments, drainage: westward expansions. That way the
Council will be more aware of what is going on. Copies would be fur-
nished each member of Council. ~
This ides was discussed: and it was stated that a full time minute clerk
would be necessary to cover al! meetings and conferences.
Mr. Archie stated that he felt it would only be a part time job.
This will be looked into further.
Status of Beach Acquisition
Areas to the North and South of Boynton are being allocated beach areas.
Mr. Jones reported that Mr. Wamren, County Commissioner~ has suggested
that we try and work out something with Ocean Ridge. He feels he can
reserve some money until the 1st of the year~ so we should ~ome up with
something before the first of the year.
Ameeting can be scheduled with the Town Manager of Ocean Ridge to deter-
mine if there is s sound l~sis for an agreement with the two communities.
Mr. Fredericks ~eported that the final recommendations will be ready fo~
the Council after the meeting on Tuesday.
John Breze, 2550 S. W. 12th Avenue~ told of a situation that happened on
the Beach. He was asked to remove his vehicle (motor home) from the
parking area by the Ocean Ridge Police Department. He was not allowed
to park his vehicle, but could use the picnic area. In checking this out
fu~ther~ he found out that it is the only way to keep someone out that
might be planning to spend the night.

Application for Permit to Solici~ - Gold Coast Aquanauts
Mr. Jones stated that this request covers 4 months; there are no objec-
tions, but feel we should be advised administratively of the methods of
solicitation so we are aware of them.
Mrs. Robertson stated that the soliciting is for a recompression chamber
for the Intercity First Aid Squad~ and will not be used only for the
divers ~ but for any emergency. Methods of solicitation will be dances,
fish fry and various events.
Mr. Archie moved that the request be granted subject to approval by the
City Manager of the methods of solicitation, seconded by M~s. Jackson.
Motion carried 5-0.

This would be added to the Special Meeting on November 23.
