Mayor Wallace called the meeting of the City Council to order at 7:30 PM.
The Invocation was given by Pastor Ronald Smith, Seventh Day Adventist
Church, followed by the Flag Salute led by Panla Moore, President, Amer-
ican Legion Auxiliary.
Introduction of Guests
Mr. Blanchett~ introduced his daughter, Mary Lou, with her 9th Grade
Civics class, 1st Baptist Academy, and teacher Mrs. Pickley.

Regular Meeting..-October 5, 1971
Mr. Effron moved that the minutes of October 5, 1971 be accepted as
written, seconded by Mr. Archie. Motion carried 5-0.
PUBLIC AUDIENCE
Robert Beyrer, representing Boynton Civic League, expressed the feelings
of the association in relation to the land use map termed as the Master
Plan. He expressed satisfaction and admiration for the manner in which
the Planning g Zoning Board conducted the meetings on this plan, and
stated that the association is very happy with the consideration that
was shown to every condominium segment that had come to the meetings to
express an opinion. In view of the fact that a moratorium was declared,
Mr. Beyrer feels that a mis-service was done. Because the City has no
protection against high rises under the present zoning.
Mr. Beyrer urged Council to accept this plan as a basic~plan, and at
least give the City this protection.

FL~. Effron explained that the Council has to go over the plan with the
Planning & Zoning Board, and then CounCil has to have Public Hearings.
There is a Workshop meeting on this plan with the Planning & Zoning
Board scheduled for Thursday: Oetober 21st.
Thomas Canavan~ Sterling Village~ stated that years ago Delray and Boy-n-
ton took up a question of sharing a garbage incinerator~ and he wanted
to know what became of it.
Mr. Archie stated that originally Boca was included in the idea. At that
time the communities were just too small for an incinerator. He further
stated that today people seam to stay away frOm incinerators because of
ecology.
Mr. Canavan then explained a system that cut down on pollution in Ocean-
side, New York.
Mr. Canavan also asked if anything was being done about erecting a voting
precinct in Sterling Village.
¥i~s. Jackson Stated that she had done some research on the subject, and
was willing to sit down and discuss it.
Mr. Effron stated in regard to the incineratom~ that there was a case in
Orlando where they spent 2~ million dollars for an incinerator, and it
operated 30 days, and closed down because of complications. He further
stated that we are looking into it.
~arian Palmer, Leisureville, requested that an ordinance be prepared for
fencing shoppiP, g centers so that the rear view is not exposed. She was
speaking for the entime city not only Leisureviile.
Mrs. Jackson stated that this would come in the~new site plan approval.'
Mr. Jones added that the Chamber of Commerce has been working on this
matter for some time. They have come up with the idea of planting t~ees
and sod as well as an access road that should work out favorably.
John Stevens requested to speak on Item C Administrative. He also asked
if there was any consideration given concerning d~ainage in the Ridge-
wood Hills area?
M~. Jones Stated that the ne~)%.City Engineer %~utd be sta~tir~ work next
week: and this will be one of the first items he will work on.
Joyce Barktey: Women's Club~ ~equested permission to solicit funds for a
t0 year old boy with a malignant tumor on November 13 f~om 8:00 to 12:00
on ~. S. 1~ 15th Ave. and Ocean Avenue.
This was placed on the Agenda under Administrative.

PUBLIC AUDIENCE, conrad.
James D. Bottcher~ 900 S. E. 1st Street, requested a noise ordinance of
some kind. The neighborhood is constantly bothered by the noise of the
speed shop at all hours~ Lately they have been running motorcycles in
back of his home. He has contacted the Police many times with no success
Mr. Jones suggested this be brought to a Workshop meeting in the near
future.
Herman Forbas, 425 N. W. 4th Avenue, complained about the noise from the
Rock conce~t4 He wanted to know if it was going to De held every other
week.
Mayor Wallace sts~ed that the Council has not given permission for Rock
concerts to be held every other week. There a~e none seen in the future.
The City Manager assured him that all complaints will be given full
consideration.
Mr. Forbes also asked that something be done about the noise of the
t-~ains at night.
Mr. jones stated that other complaints have been received, and the City
will work with the Railroad on this problem.
M~. Forbas also called the Council's attention to the dangerous condition
of the building on N. E. 2nd Avenue and 2nd Street.
O. T. McLean, Arco Station~ made another effort to get the zoning of
his station cleared up. He also stated that the violation of the Shell
Station should cease.
John Szymanski asked to speak on B: Old Business.
Thomas Caliendo thanked the City of Boynton Beach for allowing them to
provide the entertaJ~nment at the Rock Concert.
Mr. Fankhauser asked to speak on Item Cf, LEGAL.
PROCLAMATION
Mayor Wallace ~ead the Proclamation designating October 23rd as United
States Day, and request that citizens fly the Flag in honor of this day.

Ordinance No. 71-55 - Granting change in zoning, R-1 to C-l, Doxtad
Request
Mr. Moore read Ordinance No. 71-35 in its entirety. Mr. Archie moved
that Ord. ~71-35 be passed on first reading, seconded by Mr. Effron.
Motion carried 5-0.

~es. ~71-GG - Paving westerly portion of S. E. 26th Avenue
Mr. Fankhauser stated his opposition to paving the st-~eet. He stated
that the majority does not want the street paved.
Mr. Fiorentino is in favor of paving the street. He is willing to pay
his share.
Mr. Moore pointed out that it is not necessary to have the consent of
the property owners if it is in the best interest of the City. He also
stated that the resolution will set the Public Hearing and direct
Superintendent of Public Works to draw up plans with estimated cost.

better.
Res. ~71-II - Appointing City Engineer
Mr. Moore mead Res. No. 71-II~ appointing Thomas A. Clark as City Engineer
at a salary of $15,000 per annum with ca~ allowance of $125.00 per month.

OLD BUSINESS
~e~uest to Abate 1969 Taxes - Palm Beach Memorial Park (on the table)
Mr. Archie moved that this be removed from the table~ seconded by Mr.
Blanehette. Motion carried 5-0.
Palm Beach Memorial Park was part of the City and was de-annexed, The
request is to abate the 1969 taxes assessed against that area. Mr.
Archie moved that the request be granted: seconded by Mrs. Jackson.
Motion carried 5-0.
Consider Bid Award - Remote Annunciator Control Unit (on the table)
Mrs. Jackson moved that it be removed fmom the table, seconded by Mr.
Blanchette. Motion carried 5-0.
Mr. Jones reported that 3 bids were received and the low bid is respon-
sive. The low bid was from Audiotronies~ the City can enter into an
agreement with 30 day termination. He recommended the Bid be accepted.
Mrs. Jackson moved that the bid from Audiotronics be accepted~ seconded
by Nm. Blanchette. Motion carried 5-0.

Fire Hydrant Charges
Mr. Jones reported that Ocean Ridge has acquired a new City Manager, and
requested that this item be deleted to allow him to talk this over with
their City Manager.
I.~s. Jackson moved that this item be deteted~ seconded by MM. Archie.
Motion carried.
Approval of final Plans for Police Complex
Mr. Jones Stated that the plans have been presented by the Architect, and
the Police Chief has reviewed and approved them.
Mr. Blanchette suggested that the facade go all the way around the build-
ing because it would be seen from all sides.
Mr. Jones recon~nended accepting the final plans~ and allow the Purchasing
Agent to go out on bid immediately.

Alternate ~2 be accepted~ seconded by Mr. Blanchette o Motion carried

Request of Charles G. Haygood to pave Rights of Way in L~ke Boynton
EStates
According to statements made by Harold Hopkins about 4 months ago build-
ing permits were issued ~o build houses on these lots. There is no
s~reet ~here at this t~me, just the Right of Way. Mr. Haygood is peti-
tioning the City to allow a street.
Mr. Archie moved to prepare the proper rgso!ution and go to Public
Hearing to find out how the lot owners in the area feel abeut it~ sec-
onded by Mr. Blanchette. Motion carried 5-0.
Requests for Permit to Solicit

Mrs. Jackson moved that these requests be granted, and waive the fee~
seconded by Mr. Effron. Motion carried 5-0.

Request of Cavalier Club for change in Beverage License
John Stever~ stated that Originally the Club had purchased only a beer
tieense~ now it would like to have a beer and wine license.
There was considerable discussion, and a number of questions raised.
It was stated that Council only had to approve the zoning~ and the rest
was up to the State.
Mrs. Jaekson moved to table the item until Workshop for further informa-
tion, seconded by Mr. Blanchette. Motion carried 5-0.
Appoint Community Appearance Committee
Each Council member was to make a recommendation, along with a recommen-
dation from the Chamber of Commerce.
Mr. Arabic suggested that this be turned over to the Planning g Zoning
Board, and he had no recommendation.
Mrs. Jackson stated that this Committee is needed now. Many of the
women in the Wemen~s Club are interested.
Mr. Arehie moved that this be tabled until the Workshop meeting, with
the Planning & Zoning Board, seconded by Mr. Blanchette. Motion earried
3-1. Mr. %$allace voted '~no~. ~Irs. Jackson abstained.
Establish Date of Evening Registration Hours
M~s. Padgett indicated a need to keep City Halt open at night to regis-
ter voters~ and suggested November 9th and November 29th, 5 to 9 P. M.
Mr. Archie moved that the request be granted~ seeonded by M~. Blanchette.
Motion carried 5-0.
~pproval of Bills
$1~115.00 for life insurance coverage for Police Dept. personnel
Mrs. Jackson moved that the bill be paid, seconded by Mr. Effron. Motion
married 5-0.
M~. Jones announeed the Workshop meetings on Thursday, October 21st at
3: 30~ and Thursday, October 28th at 3: 30.

Mr. Blanchette reported that Cpt. David Gardner, Army Corps of Engineer
Reserves, is on a program to do community work on weekends. This Would
be about 135 men dOing work for ~ee if the City is i~%erested.
The City iS definitely in~erested, and the offer was ~drned over to the
City Manager to work out details.
