Presentation of Certifioates - Youth in Goverr~ent Mr. Wallace stated that various groups of young men and women are parti- oipating in various civic activities, and should be recognized for thei~ outstanding service. Had planned to give the certificates to the teachers ~ and let them give them out. As it is not o~ten that a group of students assemble in this ~nner: will give the certificates out individually at this time. It will take time~ but the students deserve this recognition. A£te~ the certi£ieates were given out Mr. Lansing~ Principal of Boynton Beaoh Junior High expressed the school's appreciation for what the City has done for Boynton Junior High. Not only did the students get to see the functions o~ the City~ but the City Manager went a step further and organized a co~nittee of 12 students to listen to what the students to say~ therefore helping to better the youth program of Boynton Beech. A book o~ Essays on Youth in Goverr~ent Day %,~itten by the students that participated was presented to the Council. Belle Royles read the dod iaation. -1- MINUTES REGULAR CITY COUNCIL MEETING APRIL 20~ 1971 Presentation of Certificates - Rid. Littem Day Jody Hamilton: Co-Chai~man~ gave a report on Rid Littem Day. She gave out the Certificates to the groups and organizations that participated. Jody expressed her thanks for being able to serve as Co-Chairman and thanked Mbs. Jaekson~ for Rid Litter Day would not have been possible without her. [~b~s. Jackson presented Jody with her certificate. PROCLAP~TION Mayor Wallace stated that a gentleman in the City has done a great deal for Little League in his own home state and Florida. At this time Mr. Wallace read a Proclamation proclaiming Friday: April ~0: 1971, Chamtes Higgins Night. Mr. Higgins expressed his thanks. MIN]/TES - Regular Meeting~ Apmil 6:1971 Mr. Archie moved that the Minutes of April 6th be accepted as w~it~cen, seconded by Mr. Effron. Motion carried 5-0. Special Meeting~ April 16, 1971 - Not received PUBLIC AUDIENCE Mr. Wallace stated that the request of the Leisureville Home Ova~ers was only received a short time ago. Will be willing to stay a few minutes after the meeting and have a short workshop to discuss the matter. Under ~OLD BUS/~NESS'~ Items C and D will not be taken up by Council. These have to be bmought before the Planning and Zoning Board after a certain period o~ time, and will not be considered by Council at this time. Arnold Stmoshein, 85 Island Dr., Delray Beach~ asked if anything had been done about constmuction of N. E. 7th St. regarding which he had sent a letter. Mr. Jones s~ated that he just received the letter and ~hat Council has not yet seen it. David Andmew asked to speak on item SA. Awarding 1. Repai~ of Wilson Center Swimming and Wading Pools Mr. Jones stated the o~iginal proposal was to resumfaae the pool. One bid was received ~ieh is ~esponsive. Mr. Jones asked that his original proposal be defez~ed until October or November~ in the meantime apply for Federal Assistance. PUrchasing Agent has gone out on bid for cleaning and painting of the pool for use this summer. Mrs. Jackeon moved that the item be deferred~ seconded by Mr. Btanchette, Motion carried 5-0. 2. Tractor Mower Three responsive bids were received. No funds have been made available and will require an allocation of funds from Unappropriated Surplus. Low bid was received from Engineering Machines ~ $4~509 with 14 days deliveDy. Mr. Jones recommended that the bid be accepted~ and funds be made available. Mr. Archie moved that the bid of Engineering Machines be accepted, and $4,509 be transferred from Unappropriated Surplus, seconded by Mr. Effron. Motion carried 5-0. LEGAL Ordinances - 2nd Reading, Ord. 771-7 - rezonin~ Lot 9, Block 7, Boynton Ridge, John Gimbel request Mr. Moome read O~d. ~71-7 by caption only. Mr. Arehie moved that Ord. ~71-7 be adopted on second and final reading~ seconded by Mr. Effmon. Motion carried 5-0. Ord. ~7!-6 - Granting Conditional ~se for a Church, Salmi request Mr. Moore read Ord. ~71-6 by caption only. Mr. Effron moved that Ord. ~71-6 be adopted on seeond and final reading~ seconded by Mr. Blan- ahette. Motion carried 5-0. Resolutions Res. ~71-R - Amend~ Civil Service Rules and R.equlations Mr. A~chie moved that Res. ,~71-R be tabled, seconded by Fir. Eff~on. Motion carried 5-0. Res. {t71TS - Supporting Additional Gasoline Tax, etc. Moore read Res. ~71-S. Mr. Arehie moved that Res. ~7!-S be adopted~ seconded by Mr. Blanchette. Motion carried 5-0. Mr. Archie moved that $251.10 be transferred from Unappropriated Surplus seconded by Mr. Effron. Motion carried 5-0. NEW BUSINESS David Andrews, 1036 N. W. 4th Street, applied for a license £or a taxi service. Will have two cabs that will go any place in the City. Will have drivers 24 hours. Mr. Jones received a call from the franchise holder~ asking if this item was on the Agenda and requested that he be ~iven an Opportunity to be heard. He did say that he served all areas of the City. Mr. Archie asked if a Public Hearing had to he given. City Attorney said there was nothing as far as a Public Hearing, Mrs. Jackson moved to grant the request of David Andrews for a taxi service~ seconded by Mr. Btanchette. Motion carried 5-0. Samuel Bamnes would like to have a bus service in Boynton Beach - a 36 passenger General;Motors Bus~ dual power~ doors front and rear. The~e would be a scheduled route through most of Boynton. Have one bus to start with, then maybe get more if needed. It is not air-condi- tioned. Would run 6 days a ~ek ~rom 6 to 6. Would take atxout 55 min- utes to make complete round. Mr. Effron asked if we had a delegate go to the meeting on Mini Buses. Mr. Jones attended the meeting. An organization known as the Florida Jitney Service uses Volkswagon Buses for t~ansit service. ADMINISTRATIVE Application for Permit to Solicit - Boynton Beach Little League Mr. Archie moved to grant a permit to solicit to the Little League, seconded by Mrs. Jackson. Motion carried 5-0. ~ist Of Payments made in March Mr. Archie moved that the list of payments made in March be accepted, secor~ed by Mrs. Jackson. Motion carried 5-0.
