Mayor Wallace called the meeting to order at 3:35 P. M.
Emergency Ordinance 71-10
City Attorney read subject Emergency Ordinance calling for Special Elec-
tion. A£ter the reading of Ordinance 71-107 Mr. Moore explained that
several points in the Ordinance were ~o be determined by the City Council7
to wit: length of time £or the bond issue-~ as this would have a definite
impact on the millage increase and a specific limit on the maximum inter-
est desired.
Much discussion ensued.
Councilman ~rchie made the motion that Emergency Ordinance 71-10 be passed
and ~ecommended it include: A 20 year limitation with interest rate not
to exceed 6%~ and the Special Election to be held June 1, 1971. Council-
man Blanchette seconded~ and mo~ion carried 5-0.
Ordinance 7t-lt - First Reading
City Attorney read Ordinance 71-11 approving Section VI of Leisureville.
Councilwoman Jackson made the motion that Ordinance 71-11 be passed to
second reading. Vice Mayor Effron seconded ~ and motion carried 5-0.
At this point in the meeting, Mr. Jones7 City Manager, introduced Mr.
James O?Meara7 newly appointed Executive Manager of the Greater Boynton
Beach Chamber of Commerce.
Lt. William Calley
Councilwoman Jackson read Resolution re subject individual and made a
motion this Resolution be passed. Motion died for lack of a second.
Mayor Wallace then read s letter he planned to send to President Nixon
as Mayor regarding Lt. Calley. Mrs. Jackson and Mm. Blanchette asked
if they too could sign said letter, and were given permission to .do so.

Effr0n seconded, and motion carried 5-0.
Meeting adjourned at 4:20 P. M.
